Repeal “On Humanitarian Aid”

ACKNOWLEDGING that humanitarian aid is an important international issue and that the World Assembly strives to promote and protect humanitarian aid missions,

RECOGNIZING the importance of providing protection to humanitarian aid workers within conflict areas,

DISMAYED that “On Humanitarian Aid” does not reflect the realities of humanitarian aid missions and the volatile conflicts in which they are undertaken,

DISAPPOINTED that “On Humanitarian Aid” revokes legal protection from any humanitarian aid worker who engages in self-defense against militants, which is a policy that will fundamentally harm the viability of humanitarian aid missions in the future,

WORRIED that “On Humanitarian Aid” does not sufficiently address the concept of “neutral zones” and that the arbitrary declaration of neutral zones may destabilize a conflict or risk the lives humanitarian aid workers,

DETERMINED to prevent the harm of humanitarian aid workers and promote the success of humanitarian aid missions through a more effective and appropriate resolution,

The World Assembly hereby repeals “On Humanitarian Aid.”

Unfortunately, I'm inclined to support this. The draft is littered with loopholes, due to my hasty submission. I'll have the redraft of the original done by tomorrow, however.

Also -- make note of the numerous spelling errors throughout the resolution, which my spell check seemed to ignore.

I would support this repeal.

I would also likely support a redraft of On Humanitarian Aid that addresses these concerns.

I offer my support to this. I think the fact that "On humanitarian aid" has done so well is a testament to people not thoroughly reading what they are voting on.

It might be more efficient to campaign for delegates to switch votes now, rather than wait for it to pass, then repeal it, then get a new version up.

I'm somewhat ambivalent about the proposal at vote, which is why I have withheld my vote. I most certainly agree that it could be worded much better, but I don't know that it would necessarily make things worse for aid workers or the environment for humanitarian aid in general. I will, however, follow the discussion here with interest. Perhaps it will impact my decision whether and how to vote on the proposal and, assuming it is put forth, its repeal.

We support this and place our vote as against on the current proposal, though it'll do no good.

The spirit of the proposal is worth keeping through. It does have noble intentions. A new version addressing Dr. Castro's points would be a start. Nyarf.

I'm in the process. My main concern with my resolution as it stands is Dr. Castro's point -- Humanitarian Aid Workers must be able to defend themselves, and unfortunately, the sub-clause would prevent that.

Honoured ambassador, that repeal of GA#156 was also an insta-repeal because it didn't survive the passage of the next resolution. Anyway, this draft has our support.

So, no suggestions? I saw one about mentioning the spelling errors, but that's a petty criticism, so I probably won't be including it. If the vote doesn't flip, I'll be ready to submit this right after passage and launch a campaign, too.

I'm 0-2 in repeal resolutions, which means I'm 0-way more than 2 in repeal quorum attempts. My record for resolutions is 6-4, though, if you don't count the first M&M attempt! So you've got a comfortable 2 resolution margin, Kenny. But I've got a few projects ready to submit. Krioval and Knootoss are catching up, by the way. They both have 3 failures. :twisted:
