No, no it does not. You can use game mechanics to influence your roleplay. But if you literally roleplay the GM effects of resolutions, your roleplay will be unrealistic and inherently low-quality. No matter how you spin it, a resolution requiring us to go back to the Stone Age and a resolution establishing a research body do not have the same effects in any decent imaginary universe.

Seriously, half of the mod work is to make sure that text matches category ... making at least the resolution somewhat match the category stat wank.

The categories are never reflective of the text. I don't see how you can roleplay the game stat effects of a research council the same way as the stat effects of a resolution all but banning the industrial sector. Going by game mechanics, they're the same thing. Obviously, if you're going to roleplay, you need to address the limitations of game mechanics. A roleplayed universe constrained by game mechanics is a boring and illogical universe.

So would you also try to insist that Bears Armed's population must be a bit over 10 billion, as the game mechanics claim, rather than just the 19 million (or thereabouts) that I say is the case instead? Do you realise how many complete Earth-sized worlds it would take to house & feed 10 billion Bears at an acceptable population density?!?
