Below is Daarwyrth's original campaign telegram, which was sent to tag:delegates at 17:24:55 BST on Tuesday:
Esteemed Delegate %NATION%,

It is my sincere hope that everything is going well for you, and that your affairs unfold swimmingly.

With this telegram, I would like to ask you for you consideration of my repeal proposal "Repeal: “Protecting Native Prairies And Grasslands”", which I have submitted to the General Assembly today.

GAR #553 "Protecting Native Prairies And Grasslands" was passed with a noble intent, namely to protect this unique ecosystem from further degradation and possible extinction. However, the resolution in question is severely flawed:

  1. It halts any development and economic activity in nations where prairie grasses are a prevalent or dominant biosphere, and especially condemns developing nations to economic disaster.
  2. It ignores the diverse ecosystems of the member nations of the World Assembly, and prevents nations where prairie tall grasses would be an invasive species from protecting their native ecosystems from them, by destroying the invasive prairie tall grasses in question.
  3. There already is a perfectly fine, detailed and fair resolution that protects all kinds of species threatened with extinction, namely GAR #465 "Preventing Species Extinction". In comparison to that, GAR #553 is a a superfluous piece of inflexible bureaucracy.
  4. GAR #553 sets the precedent for an individual resolution on every single unique ecosystem in existence, which would cause a bloated, inefficient and unworkable bureaucracy in the World Assembly. As such, this precedent needs to be undone.

I realise that keeping a resolution that appears environmentally friendly in nature seems like a good thing, yet GAR #553 is a heavily flawed piece of legislation that is dangerously restrictive to member nations, especially developing ones, and is a chokehold instead of a viable, workable solution.

"Preventing Species Extinction" has much more tailored provisions, and takes into account the unique nature of member nations, by demanding that protection programmes are tailored to the specific environment that is endangered, in addition to offering compensation to those negatively impacted by its implementation. GAR #533, the target of the proposed repeal, does none of those things.

It is for this reason that I ask for your approval of "Repeal: “Protecting Native Prairies And Grasslands”", so that an unnecessary piece of inflexible legislation can be removed from your nation's shoulders, among others.

Yours faithfully,
Daarwyrth

Dame Maria vyn Nysen: "Our delegation is pleased to be able to notify you that "Repeal "Protecting Native Prairies & Grasslands"" has achieved quorum, and is currently in queue for the vote within the General Assembly. We would like to thank all the Delegates who have given their approval to our repeal proposal, and hope to be able to count on your support during the vote as well."

Ambassador Tav: We will support the repeal as our delegation feels that the proposal to protect grassland prairies is too narrow in its scope, adds to unnecessary bureaucracy, and has major flaws.

*The ambassador from Waldenes scoffs haughtily, clearly neither amused nor impressed.* “This is outrageous! Anyone with any sort of environmental sense can see right through this for what it is... a Trojan horse against the environment! I would not be surprised if this was supported by all the pundits whose pockets are filled with money from corrupt corporations who want to do nothing but build, build, build! The people of Waldenes firmly OPPOSE this nefarious attempt to repeal such a righteous law! In fact, more legislation should be written to protect more endangered biomes!”

"Ambassador, don't be ridiculous." McCooley rolls his eyes. "I find this blind adherence to supporting every single resolution that may vaguely improve the environment to be rather foolish. The delegation from Daarwyrth has put forth excellent, and reasonable points. If you had bothered to read the repeal itself, you would know this."

Vyn Nysen: "The Ambassador from Waldenes hasn't done his homework, it seems. As you may have noted, our nation is part of a regional entity named Forest, which is known for spreading a message of environmentalism. Not only did this repeal draft receive positive commentary and feedback from this regional entity, but our nation is also part of a group of nations from Forest that have come together to devise a resolution proposal that protects all rare and unique environments. You operate on a purposeful misconception of our nation, and attempt to discredit us by casting smoke around us that you claim reeks of corporate interests. Sadly, the facts of reality speak against you. Daarwyrth is an eco-friendly nation, where businesses and corporations are significantly regulated to prevent them from harming the environment. Yet you didn't bother to check for the facts before throwing around baseless accusations, did you, Ambassador? After all, the truth wouldn't have suited your ill-intentioned argument at all."

Ambassador Tav: Our delegation is very supportive of environmental laws and are true Greens, but you have to realize the target resolution is flawed because it's an attempt to go extremely narrow in scope to one type of grassland whereas other grasslands are merely snubbed. A catch-all resolution on environmental protection is much more effective and is flexible in its approach.

Vyn Nysen: "It is one of the reasons why the resolution had been passed in the first place, namely that it draws upon a seemingly green and environmental narrative, and thus presents itself in an appealing way. Yet it's merely exploiting environmentalism, not truly believing in it, for if the resolution truly cared about the environment it would have included provisions that protect the natively and originally occurring environments of member nations. Yet alas, those are second to the superiority of prairie tall grasses...

The resolution had lifted along the idea of environmentalism and the appeal it has, but the bubble needs to be burst and the General Assembly must see for what GAR #553 truly is, namely a deadly chokehold disguised as environmental protections. I implore other ambassadors not to be fooled by GAR #553's disguise, and to look beyond how good it feels to support something that appears environmentally friendly, yet in fact is environmentally deadly."

*The ambassador seems unconvinced.* “If the only issue is narrowness of scope, then there is a simple solution. Add more legislation to broaden the scope! It is quicker, more efficient, and it gets the job done. Why must we waste time going through this extra step if the only issue is narrowness of scope? Gutting current legislation instead of adding to it will only slow down progress. I’m afraid you’ll have to do better than that to convince me of your intentions here, ambassadors.”

"Prairie wild grasses can be invasive species. As such, nations should have the right to exterminate them where they are not native to the habitat. This alone should suffice. Kindly, Ambassador, stop being so pig-headed and understand that bloat, but especially detrimental bloat, is unnecessary in this Assembly."

“Ambassador, the original resolution is very clear in its concern for the endangerment of natural tall grasslands. The entire point of the whole proposal is to protect natural tall grass prairies. You and I both know that cases of invasive species do not qualify as a natural protected biome. And I am sure any leading environmental scientist would agree on that. I am still unconvinced how the original resolution in any way ‘chokes’ any member nations? If your nation does not contain any grasslands, then, surely the resolution will naturally not apply to your nation, no? Let me be clear, Ambassadors, here in Waldenes we pride ourselves on our thriving agricultural industry. Has the resolution caused us to have to rethink some things? Naturally. But if it is for the betterment of the environment, so be it. If we lose the bees because we lose our natural grasslands, Ambassadors, there will soon be nothing left to farm!”

OOC: Yes. But I didn’t think passing additional legislation counted as an amendment. Correct me if I’m wrong. Could very well be the case I am relatively a n00b still :P

Ambassador Tav: Do you believe that member states who have tallgrass prairies as invasive species should not be able to eradicate or exterminate them even when there is proof that such grasses are detrimental to their native habitats? Handcuffing member states that way could result in catastrophic ecological damage.

“No of course not Ambassador that was my whole point. The original resolution is clearly referring to natural biomes, and not cases of invasive species so I do not see how it can be misconstrued in such a way to force member nations to protect invasive species. Any environmental science researcher would point member nations in this direction.”
