Hey, we file our paperwork with the Capital Cases Division, we get it done eventually.

"Do... is... are member delegations under the impression that this bans incarceration, full stop??? Or is 'terrorist' synonymous with 'supervillain' in the modern GA lexicon? Like, you can't house a terrorist with the drug users and con men and bank robbers, he might use his super duper terror powers to kill them all! What else could lead to this statement being read to the chamber without any tiny hint of irony?"

OOC: No, I'm seeking clarification. Does your emperor believe this proposal would outlaw prisons entirely? Or does he believe terrorists have magic powers? Those are the only scenarios under which my ambassador character could imagine your IC statement making any sense. There are plenty of reasons not to vote for this proposal; "other people besides the ones we want to put in solitary would be endangered" is not one of them.

OOC: You're allowed to, but even then you need to let them talk with someone, like a warden or therapist or family member, regularly. The only thing the proposal properly bans is locking them up and denying all human contact.

How do you think such a rule should be enforced? Or, could be enforced? What would the consequences be?

"See Article 9 and Article IV of the relevant resolutions."

"Of course, if your nation insists on not complying with resolutions, you're welcome to leave the World Assembly at any time. Don't let the door hit you on the ass."

OOC: Why does everyone in this game get so worked up about people who role play dictators? Do you think I actually support public execution IRL or something like that? Obviously not! Isn't the point of being a Corrupt Dictatorship to be A. Corrupt and B. A Dictatorship? This game would get stale fast if you could only RP your actual real world views. Could you imagine a game of D&D where you had to pay your water bill?

The consensus in the GA forums is that if your nation is IC in the WA, you roleplay abiding by WA laws. Non-compliance is considered god-modding; and if you ignore the WA, the WA ignores you. You can still roleplay being a dictatorship, but you have to try and find ... "creative" interpretations of WA laws, or just reluctantly comply with them.

The Kingdom of Coconut Palm Island is very much in favor of this resolution. Our nation is very much in favor of the humane treatment of prisoners. Our Island abolished the use of any type of solitary confinement in 1993 in our Rehabilitation Centers. Individuals who become violent are given mild sedatives. Therapy, psych meds, and general good treatment in rehabilitation centers prevent violence in the first place.

Many measures other nations take, including solitary confinement, are punitive and do nothing to actually reduce violence in prisons. Of course, sometimes violent individuals need to be confined for short amount of times (especially in nations without the medical capabilities to provide safe, minimally-effective sedation), but long terms of confimenet help no one.

We support this resolution, and are dismayed that it currently has so few votes in favor so many against.

(OOC: It’s considered godmodding, a form of poor roleplaying, to ignore GA resolutions entirely. You can either find creatively compliant interpretations, reluctantly follow the mandates, or properly take into account the effects of fines and sanctions. To extend the analogy, this is more like going to a D&D game and then having your character posses more equipment than everyone else.)

OOC: I'm not getting worked up over people RPing dictatorships. Hell, plenty of GA regulars do that and I am more than happy to have their RP here. I'm getting "worked up" over lazy, insulting noncompliance accompanied by a sense that we should lend your opinions any significance even though you have no intention of lending ours any.

We vote against this because normal procedure for children who attempt suicide is to be in a mental institution alone with their thoughts. The definition of solitary confinement would not allow this. We would like to disclaim that before and after a therapist speaks to the child, and this system has proven to lower suicide in minors by 35%.

"I would like to point out to the delegate from..." Korus squints at the name, "Her... something about Herders - a very noble profession by the way - that Elyreian children places in solitary confinement begin to go insane. Your method of fixing suicide would cause the opposite effect in our collectivist society."

That's why good things never happen here.

We voted for it.
We like to do pointless things like that.
Say, what if we confined those psychotic dictatorships in international solitary confinement?

Wouldn’t be ethical. Though the ethical solution would be to enact a minimum standards of national civil rights and political freedoms to be a member of the WA.

“That is perfectly legal by the target resolution, given it is for the safety of the subject of the solitary confinement. What would be illegal would be if you did so when there wasn’t a risk to health, which suicide risk constitutes.”
