Repeating issue

Issue no 787 ("Come Fly with Me?") was accepted yesterday, so, as the author of that issue, I got it in addition to the five issues I had yesterday. However, it's just reappeared in today's issues. Is that meant to happen?

I don't think so. Everyone knows what a treaty is. This, on the other hand, is a very specific type of treaty that no one's heard of before. Hence the need for a definition.
