3 million a week is most likely possible- with the use of military strategic airlifters or airships, you could get 1000+ people out on a flight, in which case fuel is not a problem. Assuming that flights are occurring every working day from 6am-10pm, and it's entirely possible.

I will consider the nukes non-canon. Theoretically, i could launch nukes on Nihon and Paddy as well. I have equal capability as India, Pakistan, China, France and the UK combined but since nobody in a fun rp is kill joy enough to use them, i dont. :P Fairly sure that you're out nuked by the megaton...
