Oh, just to clarify something for people - Stability from housing is calculated on a per-Citizen, not a per-Dwelling basis. So, 200 unhoused Citizens will produce -2 Stability each, for a total of -4. But the same Citizens housed in a Slum will produce -1 Stability each, not merely -1 total. Gotcha...
