I don't see a problem with Southwell. You don't want to randomize it in a way that will spit out weird-looking names because that ruins the contrast between the foreign-sounding name and the boring one.

What's the story that brings this to the fore? Maybe some sort of abuse of power by Leader? Be careful not to step on player autonomy. Maybe have a minister do something and people are blaming @@LEADER@@, so that you don't have to worry about players going, "But my leader wouldn't do that!"
