See, but my problem is that the queue hasn't been full with more than one resolution waiting for a long time. One percent won't let everything through, but it sure will let through one or two more. If anything it should be increased to 10%. Anybody can get a proposal to queue for the low sum of $1....

Clauses 5 and 6 appear to directly contradict clause 6 of the Civilian Aircraft Accord which leaves nations with the sole authority of making and enforcing regulations when it comes to civil aircraft.

Unless you accept what IA calls magical compliance and that member nations' laws do actually get changed upon the passing of resolutions, rather than the nation's own legislation needing to go through the process of changing them, which can take (many) years. It's not "magical compliance"...
