Just wanted to comment really quick and say I love this draft. Excellent job Jutsa!

The only thing to comment on is all of the effect lines are too on the nose. I'm busy right now, but tonight I'll try and see if I can think of some. :)

What about adding some kind of exception (although this could also be a follow up issue) for tattoos with spiritual/cultural significance (Maoris), or tattoos meant to cover up scar tissue (breast cancer survivors)? Thanks for commenting on the draft! Honestly, I think those are too few and far bet...

Is there an issue in the database that says that @@NAME@@'s Supreme Court Justices serve a lifetime appointment? Would it be safe to assume that the Justices do serve lifetime appointments or is that too much?
