Stronger still, use "Outraged" rather than "Disappointed", ambassador to Charlotte Ryberg. The resolution you are trying to repeal turns out to be optional because of the sole use of a recommendation.

Past repeals can get you some ideas for strong argumentative words.

Honoured ambassador,

The phrase "The world assembly" should go at the top. Then there's just the categories left: perhaps Human Rights, Significant or Social Justice, Mild to Significant? More to do with welfare, isn't it?
