Who is in control of those in control?

Why does Ben Lee (who I assume is the linoleum faced 'wipe-clean-look' profile in the bottom right-hand corner) look like Rene Auberjonois? Why would Odo be hanging around a rubbish looking holo-world full of quidditch goals that vaguely resembles rejected Final Fantasy 13 concept art? And what happened in order for him to want to breath tornados? And how?!... It would take a vaster intellect than mine in order to answer those questions.
