San Francisco is the Changing City where tech startups are booming, hipster culture flourish, and the economy is prospering. However poverty, economic inequality, and crime is on the rise as SF becomes the site of a power struggle between a resurgent Japanese Empire and a rump US in the Rockies after a Soviet Cold War victory. It is up to the effort of the elite if troublesome SAU in keeping the peace in SF as conspiracy abounds.
