Icatus expands economically; if labour and resources outweight that which is expended, forces are often withdrawn. Rarely are nations completely destroyed, or even mostly attacked. Many times nations are left alone if they are not worth the resources.
Defensive strategy is similar to that of an all-out war. Production is ramped up, and a majority of resources go into continuous retaliatory combat via naval and aerial systems.
