Demands for Reform Answered [IC|Closed|MT]

After a long threatening by NATO and even communist nations, Fiscis has finally given in. Although the people of Fiscis weren't very reform minded, a new constitution was drawn up highlighting and making huge reforms. Fiscis will now have four leaders that will be forced to cooperate. The four leaders called Consiliers will each represent different ideologies: Capitalist, Socialist, Nationalist, and Religious. The new leaders are as follow:
Capitalist Consilier: Adam Zaituc
Socialist Consilier: Dragomir Cutov
Nationalist Consilier: Floarea Vianu
Religious Consilier: Elena Radu
None of these Consiliers are particular favorable to NATO, but NATO has no choice but to accept that reforms have been made to divide Floarea Vianu's power and recognize other political groups. NATO has reacted, how will the rest of the world?



Rules:
Not going to make this long. Pretty self explanatory that you shouldn't declare war on Fiscis because of a Consilier you don't like. No nukes should be pretty obvious if any kind of fighting between nations does break out as a result of this.

Issuing a statement welcoming the political reforms in Fiscis, the Central Committee of the Communist Party of Cedoria also makes plans to discreetly establish contacts with the Socialist Consilier Dragomir Cutov, and offer him both Cedorian financing and discreet political support for him and those who support his political faction. They also offer to make discreet connections with elements of the Fiscisian Armed Forces, to build connections to a military which, if ever Cedoria has a problem with Fiscis in future, might be persuaded to intervene and dissolve the power-sharing system in favour of a Socialist regime. Although such plans are not actually formulated, such connections are a useful way of hedging their bets even as they discreetly offer both money and support for developing pro-socialist media channels to Consilier Cutov for the expansion of his domestic political power base.

The reforms in Fiscis were indeed very welcome, but for the Cedorians, they were only the first step, and every opportunity to bring upon the next one must be seized as it arises.

Dragomir Cutov was in a suit, not something he enjoyed to be wearing. He was in a city, not somewhere he enjoyed to be. However, the socialist revolution always requires patience and perseverance, wearing a suit wasn't so bad when he thought of it compared to his comrades giving their lives.
"Comrade." said another suited man next to him. This was his adviser on political matters. "We have received..." the man was reading the letter still, with an odd, puzzled expression before a grin. "We are going to be receiving aid from Cedoria. No doubt this will help the glorious revolution."
Adjusting his uncomfortably tight color, Cutov looked up and simply said "Accept it" without looking.

Meanwhile the generals were seated enjoying a parade of the Fiscisian military. A messenger came to one of the generals. "Sir, the nation of Cedoria is looking to establish relations with the socialist elements of the military." The General looked back from the parade for only a moment, as if in disbelief. He then returned to watching. "Sir- began the messenger to the old general.
"I heard you, and I'm surprised nonetheless. The military is 90% in support of Floarea Vianu- just as they were before these reforms. Tell them they should watch out to whom they communicate with."
"Yes sir."

As the communists were being contacted by Cedoria, Floarea Vianu and Elena Radu were themselves privately having lunch at Vianu's mountain home. "Well at least I get some of the burdain off my shoulders through these reforms." exclaimed Vianu as she shook her head slightly.
"Nonsense!" responded Radu, "You did a fine job. The world needs more rulers such as yourself to unify peoples."
"Well, at least you get to be a Consilier and not another one of those communists or anarcho-capitalists."
Radu smiled. The two women had known each other for sometime and had a private friendship. Both of them had come to power in Fiscis around the same time, but for completely different positions. Where Vianu had come to power as a dictator, Radu had come to power as Head Priestess of the Fiscisian Orthodox Church. A knock was heard on the door. "Enter." said Vianu.

A suited man with a fascist pin entered and saluted Vianu. "Madam Conducato-" he corrected himself, remembering she had been forced to step down. "My apologies, Madam Consilier, I had forgotten you are no longer Conducator." He then turned and bowed to Radu saying, "Your Holiness." The man looked up, revealing a letter from his jacket. "This is for both of use, it asks what reforms you're planning to take. I shall leave it here for you two." The man saluted again and left. After reading the message, they each wrote a message.

Whilst the Central Committee was well aware of the lack of socialist sympathies within the military of Fiscis, they are also able to reach out to different factions within the military, offering them both money and weapons shipments. With the ongoing fragility of the power balance between different political factions, the Armed Forces know that whoever receives Cedorian funding and weaponry may well be able to tip the balance decisively in their favor when it comes to power within the armed forces. Leveraging this, Cedoria is able to begin discreetly supplying elements of the Fiscisian military, and thus making them more amiable to good relations with Cedoria, pressuring the leaders of Fiscis to do the same, and being in a position to cause trouble for them if they do not.

Funding for the Socialist faction inside Fiscis has now begun in earnest, and the People's Republic of Cedoria also gives clandestine financial support to assist the Socialist movement in development worker run newspapers and radio stations dedicated to the people's cause. With Cedorian backing, the Socialist Consilier will have much larger and more effective power base to draw upon.

Thus, Cedoria pursues a two-track policy, firstly funding the legitimate Socialist leadership and their supporters to advance Cedorian goals within Fiscis, and secondly, covertly attempt to infiltrate a small segment of the Armed Forces, which could in theory take action if the situation were to suddenly turn bad in Fiscis.

The former Fascist leaders of Fiscis may not intend to have to submit to real power-sharing, or to surrender the absolute authority they once possessed, but the public of Fiscis would be expecting real reform, and the People's Republic was going to push as far as it could reasonably do so to ensure they were genuine, and furthermore, that the Socialist movement would benefit from them. Fiscis and Cedoria had always had poor relations in the past, and that needed to change. Cultivating key allies and supporters internally was a good place to begin.

As Abdo found the problems of Fiscis he knew to instantly respond to the problems. Abdo brought the problem to the council he was instantly given permission to help solve it. He is given the full resources to help Floarea Vianu and restore power to her.

"This conference is now in session." said the man before seating himself behind the main table. The four consiliers were seated around the main table on television. "So let's begin with each of you what you plan to reform." the man continued. "Starting with Adam Zaituc."

"Mr. Zaituc, please stand."
Zaituc stood, his glasses hanging from his jacket pocket. "Thank you. I think one of the main problems with this country is that it fails to embrace the free market. If it had embraced the free market and a trickle down economic system, perhaps reforms wouldn't have been needed. Another problem is that the government is simply too large. A small government that gave tax cuts to the rich would be a good government." He have a grin, sitting back down.

"Mr. Cutov, you're next."
Cutov stood in his uncomfortable suit. He wasn't a very good public speaker. "Thanks. This capitalist pig is dead wrong." Zaituc grinned from the table as Cutov continued. "If we instituted his economic plans then Fiscis would collapse into a government of rich people controlling the rest of the country's people's lives. It would become rule by the elite. The elite are exactly what socialism aim to destroy: people like you." At this point Zaituc looked insulted.

"Excuse me Mr. Cutov, it's Madam Vianu's turn."
Vianu rose quickly, "Stop pretending either of your ideologies is different in the end. Both are far to radical for economic stability. In foreign polivy Mr. Cutov is expansionist like the rest of his communist scumbag 'comrades' as he calls them. In fact, we believe that foreign governments may be aiding his 'revolution' already. Fiscis fought a long war against Soviet Oppression and I do not intend to see that go to waste. I wish to return myself into power. The people support me- and I thank them for it. It is foreign governments that despise me. I don't seem to fit their globalist molds."

"Thank you Madam Vianu. Now it is her Holiness' turn."
"Thank you." said Radu. "The people of Fiscis have long been subjected to the hatred of communism. To the hatred of Islam. To the hatred of free market capitalism. I suggest that we combat all three. These groups are raping our women, burying our men, and destroying our faith. Therefore they must be destroyed. If it requires our forces to be baptized in the blood of God's unholy enemies, deus vult."

"Well why the hell are we importing these arms? The government never imports anything. Unless..." the general paused. "We're going to need to keep this quiet and purge military personnel of communists. Technically speaking our supreme commander is still Floarea Vianu, and she wouldn't want communists in our armed forces."

Inside the spoiler tag is the text of the letter for the Government of Fiscis. If you are not a member of the Government of Fiscis, please do not open it.
It has come to my attention that the nation of Fiscis has been divided into four groupings: Adam Zaituc's Capitalists; Dragomir Cutov's Socialists, Floarea Vianu's (formerly Madam Conducator's) Nationalists and Elena Radu's Religious group. To avoid the possibility of in-fighting with these groupings, we have suggested that Fiscis be separated into four different sectors (which may become devolved regions or independent nations depending on which path you agree to take, although our suggestion in general is for separation):

Details of the separation:
  • The Nationalists (denotated with a black N on the map) are planned to retain the southern part of Romania, plus the area of north-east Bulgaria awarded at the Chisinau conference.
  • The Capitalists (denotated with an yellow C on the map) are planned to gain the north-east of Romania.
  • The Socialists (denotated with a red S on the map) are planned to gain the north-west of Romania.
  • The Religious (denotated with a blue R on the map) are planned to gain the Moldovan and Ukrainian territory held by the modern-day state of Fiscis. For the purposes of dispute settling, if and when Istanbul/Constantinople is captured by Fiscis, the city shall be considered to be territory held by the Religious grouping (except if the four sectors become independent nations, in which case the city shall become the territory of whichever nation holds it).
It is our belief that this proposal will help to allow each group to control their own destiny, free from the demands of other groups. Instead of having to share power, each of the four leaders will be able to run their own sector. Whilst deals may need to be made, and the process to re-integrate internationally may take a while, the long-term result shall be a distinct lack of disagreement - instead of four leaders squabbling about why their policies are best in government meetings, you get four leaders able to operate their own policies in their own designated areas. If you have any comments about this proposal, please wire them back as a private letter sent to the Tinhamptonian Department of Foreign Affairs.

Slowly descending, the three men in dark business suits with sunglasses managed to grab their luggage and exit the airport. Hailing three different taxi cabs, they gave no acknowledgement of each other's presence despite staying within eyeshot of each other.

They were the last three members of the twelve man People's Intelligence Agency (PIA) field team that had landed in Fiscis over the past few days. With meticulously constructed backgrounds as wealthy Eastern European businessmen, with strong commercial interests in the gambling and construction sectors of Fiscis's economy, as well as ties to the Anarcho-Capitalist and Religious political factions of the country, none suspected that the ordinarilly dressed gentlemen were arriving for a special mission, or rather a series of special missions on behalf of Chairwoman Tizack. The reforms in Fiscis had opened a window of opportunity, and Cedorian money was already aiding the Socialist movement to construct independent media outlets around the country, broadcasting critiques of the Capitalist economic system, as well as outlining the manifesto for a socialist transformation of the economy and people's democracy. Already it seemed to be gathering popularity in the poorer sections of the country, largely because the Cedorians had been careful to ensure they wrote the manifestos themselves, and had them read by lower ranking members of the Socialist movement than Consilier Cutov, who were both more articulate and less prone to erratic behavior then he. Aware of his weaknesses though they were, the Cedorians were content to leave Cutov as a figurehead for the time being, whilst they steadily used their financial and political clout to influence the development of the Socialist movement in Fiscis. With Cutov became more and more dependent on Cedorian funding for his success and future prospects, he was rapidly becoming merely an amiable figurehead.

Also promised in these manifestos were cuts to military spending, more aid to families and greater protection of freedom to worship for religious minorities, often, these statements attacked Consilier Radu for her fanaticism and insisted that she would persecute minorities who did not worship her god in her way. In this, the Socialist movement that was slowly brewing in Fiscis had begun to adapt its tactics to the unique situation.

But the team itself had come for a different, and slightly more ambitious job, as the twelve member team had split into four groups, each one inbound for a different target....

(OOC: It's not, that isn't even implied. It's more just stirring up unrest and dissent to trouble you for now. Of course, it might build to that later if you try and curtail my activities: But in this RP, I will abide by your direction of course. It's just a bit boring to always exchange communiques back and forth isn't it? Nations do covert operations all the time, this is hardly 'civil war')

I had created this thread in a rush and that was my mistake. The reactions I received were exactly what I had expected and actually exactly what I wanted to not happen. Once again, I apologize, but this thread is now over.
