Let's begin with the three arguments for C&Cs listed by Sedgistan in the Guide to the Security Council:
- The Security Council should recognise those whose actions align with the principles of the World Assembly.
- The Security Council should acknowledge those who have a significant/unique impact on NationStates.
- The nominee’s actions need to be immortalized for future generations to learn from.

Above is every single C&C categorized under an argument. Many C&Cs are listed under multiple arguments. Note that some resolutions here were repealed, proven false, would be illegal today, or are no longer considered to be commendable/condemnatory.
The purpose of this dispatch is to provide a reference with which nations participating in the SC can use to see what arguments have been used to justify a C&C, or to see what precedent is there for a particular argument in a C&C. I hope nations with questions such as "Can role-players be condemned?" or "Is this even condemnatory?" will have their questions answered after reading this reference on passed C&Cs. This is not to say that standards for a C&C should be set low, rather that they should not be ridiculously-high-that-no-one-has-been-condemned-or-commended-in-months high. This historical context should show that C&Cs are deserved by players today.
