[ABANDONED] Languages

This is my first attempt at a draft, so please help me

Title: languages of the World

Category: * don't know
Industry Effected: I don't know

The World Assembly,

Recognising that English is the most widely spoken language in the world

Noting that some nations have indigenous populations which are not the majority

Concerned that there are nations which do not speak English, and with the possible extinction of indigenous languages

Hereby, subject to any limitations set by earlier resolutions that are still in force

1. Instructs WA member nations to teach their children English, and at least one indigenous language. For some nations, such as those which speak Spanish, this will mean that students at school learn a minimum of three languages. Nations which speak English as a first language, or where the indigenous population remain the majority, need only teach their school children two

2. Expects that this legislation will take a minimum of three years to implement, and will follow suit

3. Provides the following exceptions:
-Highly tribal peoples
-Persons with learning disabilities who cannot learn multiple languages
-Any other case-by-case case, as determined by the digression of the nation

3. Urges member nations to pass legislation to sign legislation promoting English and indigenous languages

4. Allows member nations to teach students MORE languages than the minimum stated in the list, to the digression of every nation

"You need to define what constitutes an "indigenous language", and Clause 3 doesn't define "highly tribal peoples", not to mention that "Any other case-by-case case, as determined by the digression of the nation" could be interpreted any number of ways, effectively nullifying any real effectiveness of the resolution.

Not sure what the point of Clause 2 is?

You've also accidentally misnumbered Clauses 4 and 5."

OOC: I'm pretty sure that this runs afoul of the real world rule. Also GA legislation can't be earth-centric as there are space faring nations in the WA, on top of all that English cannot be said to be the most widely spoken language in the multiverse.

I take it that for nations where there ARE no indigenous languages, they wouldn't have to bother? Because I have heard of a far off land called "Engerland" (or something like that) where the only language spoken is Engerlish - and while it is true there was once a language called Latin spoken there, that was brought by foreign invaders who conquered the country (so I am not sure it could be classed as indigenous), as were most of the other languages that sprang up (French, Spanish, Dutch and so forth) and that there is a possibility that "ancient-Engerlish" was the original language but it is so old and so antiquated that finding a current, living, breathing citizen who speaks it is impossible because they all died centuries (if not millennia) ago.

So - if there are no indigenous languages to speak, does that mean the children don't have to learn any?

Although - to be - fair - if you look through the GA forum, what language is EVERY single post written in? Even the posts from the space-faring nations?

IC answer: it's automatically translated into a language that each understands.
OOC answer: the WA can have an operating language which seems to be English, what it can not do is tell everyone else to speak that language. The Organization that shan't be named also has operating languages but doesn't mandate those languages

As with any proposal that seeks to replace or impose a language, The Second Moon Rising will not support this.


The Riser delegate stands up and taps a wrapped finger on the surface of its desk. "At one point, English was widely offered as an elective during our children's education. It was phased out of most schools during this one's own years of education, as there was rarely enough interest to half-fill a classroom once a day in any one school. English is not an attractive language and, perhaps most most importantly, the majority of Risers are not able to attempt to speak it without risking physical harm. In this one's pursuit of becoming a representative to the World Assembly, this one had to undergo surgery, albeit a minor one, in order to communicate efficiently in this place without relying on a translator. And this one would be greatly surprised if The Second Moon Rising was the only nation represented here who has a majority of a population that finds English to be a physically difficult language to speak."
The Riser delegate stands at just over six and a half feet tall and bears a vaguely humanoid shape. All other features are obscured by layers upon layers of elaborate robes and veils in varying patterns and weaves of silver, the hands are covered with meticulously wrapped strips of cloth so that only the tips of short nails are exposed, and even the voice is ambiguous. The plate on the Riser delegate's desk bears the Romanization "M'yullouand'inthouahuynn y yht Shoa Vouaniya A'alayoulin Luath'louad". Stuck to that, there is a large blue Post-it note with elegant handwriting that reads "Do not bother to try and pronounce this one's title. This one is simply the Riser delegate.".

I am of the opinion that WA nations must comply with WA resolutions as soon as possible. Not necessarily that they are in full compliance immediately, but that they engage in the steps towards full compliance immediately.

That said, "Expects that this legislation will take a minimum of three years to implement" doesn't actually require anything.
