Though relatively new, founded on the 10th of November 2015 (refounded on the 26th of September, the following year), Slavania is a region led by professionals who spent at least a dozen months or more on NationStates. This region has a designation to unite all Slavs, yet we also welcome Non-Slavs with open arms. Slavania is a place which respects others' good deeds which will result in a promotion in your role in the region. Though newborn, this region is progress-seeking and rapidly moving onwards towards the future. Our greatest wish would be to have more than 50 members in our community.

Slavania is a region of free will and free speech; all backgrounds are welcome, not just Slavs. With respect for one another, we may achieve a thriving community. We also condemn inactivity in the region, as this puts other, active users down and limits the region. In fact – have a read:

.: CONSTITUTION
Preamble
We, the members of the region of Slavania, establish this document as our Constitution, which shall prevail and teach our people of our ways and culture, and it shall rule as the supreme law of the land. No other law, unless allowed here by the author or redactors, or if not previously contacted or designated, will be above or below this document:
Article 1: Citizenship
Chapter 1: Citizenship Eligibility
1. All Slavanian members are eligible for citizenship after one week of living in the region, and are also eligible for it no matter their race, gender, sexual orientation, place of origin, political (except racist ideologies like nazism, fascism, radical nationalism, etc.), religious (unless if the religion or cult is a radical one like jihadism, eradication of "non-believers", etc.), or any other kind of ideology, age, beliefs or position in society.
2. All citizenship applicants must establish themselves as a permanent Slavanian member.
3. All citizenship applicants must have not offended the Region of Slavania, nor what it stands for in any way, shape, or form.
4. All citizenship applicants must not have engaged in any destructive arguments or have offended other member(s) without formally apologizing.
5. All citizenship applicants must oath to not violate Slavania's laws.
6. All citizenship applicants must not have Slavanian citizenship with another nation.
7. All citizenship applicants must fulfil any other obligations and requirements in the guidelines of any citizenship application thread.
8. Citizenship will be approved by any approved officer who gives it.
9. Citizenship will be removed if the citizen is found violating law sections that have such punishment, or the Constitution.
10. Citizens must stay active for at least once in 30 days, or else, citizenship will be revoked.
Chapter 2: Denials and Appeals
1. Any approved official has the right to accept or deny citizenship applications.
2. Denials can be overturned by a 70% in Congress, if the applicant submits an appeal.
3. Appeals will be made to the approved official, who in turn must bring it to Congress in more than 3 days.
Chapter 3: Approved Officials
1. An "approved official" in terms of citizenship officials is described as the Delegate, Founder or a subordinate that any aforementioned official appoints to do this process.
2. Approved Officials must follow Article 1 of the Constitution to approve citizenship applications.
3. Officials found violating this Article will be subject to immediate dismissal and a trial for corruption.
4. Anyone, even non-citizens, can lodge a complaint against an official to the Delegate or the Court of Slavania. This complaint will be thoroughly investigated.
Article 2: Constitutional Rights of Members and Citizens
Chapter 1: Rights of Members
1. All members have the rights of free speech, including those of the freedom of the press and expression, unless the expression goes against these three cores of Slavania: Freedom, Democracy, Equality.
3. The right of freedom of thought, including the freedom of belief, opinion and conscience, unless those beliefs go against these three cores of Slavania: Freedom, Democracy, Equality.
4. The right of freedom of association, including the freedom of peaceful assembly and peaceful demonstration.
5. The right to equality and the freedom from the denial of participation based on arbitrary or discriminative criteria.
6. The right to a fair trial, an attorney, and to be silent if willing.
7. The right to contact the government about any issue and receive a proper response from any official.
8. The right to apply for citizenship, following the rules stipulated in Article 1 of the Constitution.
9. The right to reside freely in Slavania without any worry, and demand an explanation if ejected and/or banned.
10. The right to vote for any position of power, if registered in the forums and IP Address checked.

Article 3: Legislature
Chapter 1: Congress
1. The Slavanian Congress will be the supreme legislative authority, and holds a monopoly on any legislative process.
2. All citizens and all members who are in the forums who have their IP Address checked shall have the rights to be members of the Slavanian Congress, but divided into two legislative chambers.
3. The Slavanian Congress has the power to draft and discuss any law or amendment.
4. Any General Law or Amendment may be passed with 50%+ of the vote.
5. Any amendment or scrapping of the Constitution may be passed with 75% of the vote.
5. There will be two legislative chambers: the Citizens' Chamber and the House of Members.
6. Both chambers' votes will be combined in every legislative vote, except in impeachments.
Chapter 2: Citizens' Chamber
1. The Citizens' Chamber has the power to draft and discuss any kind of legislation.
2. The Citizens' Chamber shall be composed of all citizens.
3. The Citizens' Chamber has the sole power of proposing and discussing impeachment of officials.
4. Any impeachment can be passed with 65% of the votes of the Citizens' Chamber.
Chapter 3: House of Members
1. The House of Members has the power to draft and discuss any kind of legislation.
2. The House of Members shall be composed of all members in the forums who request to be part of it and have their IP Address checked.
3. The House of Members has the power of discussing impeachment of officials, but cannot propose an impeachment and neither vote on the matter.
Chapter 4: Speakers
1. There will be one Speaker for each legislative chamber, elected by the integrants of each chamber, separately.
2. The Speaker of each house has the duty to regulate discussions, and to avoid contradictory legislation in each house.
3. The Speaker of each house has the duty of putting legislation up to vote in the form of a forum poll in their chamber.
4. Both Speakers must report their chamber's results to the Slavanian Congress, and combine them to announce the result. However, this does not apply in impeachments, as stated in Article 3.2 and 3.3.
Article 4: Executive
Chapter 1: Prime Minister
1. The Prime Minister will be the Delegate and Head of Government of Slavania.
2. The Prime Minister will be elected with 50%+ of the vote. If failure, a runoff will occur.
3. The Prime Minister has authority over Foreign Affairs and Culture, along with the Ministers of Foreign Affairs and Culture.
4. The Prime Minister will lead the Cabinet.
5. The Prime Minister may implement policies regarding regional message board adverts and spam and expel recruiters for violating said policies.
6. The Prime Minister might eject and/or ban any member if permitted by the Laws of Slavania.
Chapter 2: Ministry of Foreign Affairs
1. The Ministry of Foreign Affairs will be led by the Minister of Foreign Affairs and the Prime Minister.
2. The Ministry is responsible for all interactions with foreign regions.
3. The Ministry has the power to negotiate treaties, alliances, and other agreements with a foreign entity. Enactment of a treaty or alliance requires a vote of Congress in accordance with the provisions for General Laws.
4. The Ministry is responsible for the drafting and distribution of a regional update.
5. The Ministry is responsible for approving, denying, constructing, and requesting the removal of embassies and consulates.
6. The Minister of Foreign Affairs will be elected if it has the most votes.
Chapter 3: Ministry of the Army
1. The Ministry of the Army will be led by the Minister of the Army.
2. The Ministry is responsible for overseeing the Slavanian People's Army.
3. The Ministry is responsible for the defence of the region.
4. The Ministry is responsible for the creation of an Intelligence Network. The Ministry may appoint individuals to aid in gathering intelligence.
5. The Minister of the Army will be chosen by the Cabinet.
Section 4: Ministry of Culture
1. The Ministry of Culture will be led by the Minister of Culture and the Prime Minister.
2. The Ministry is responsible for the integration of citizens into the Community.
3. The Ministry is responsible for planning and carrying out Cultural Events for the region and with allied regions.
4. The Ministry is responsible for promoting RMB and IRC activity and promotion of the regional forums.
5. The Minister of Culture will be elected if it has the most votes.
Chapter 5: Ministry of Security
1. The Ministry of Security will be led by the Founder and the Prime Minister.
2. The Ministry will ensure the safety of Slavania.
3. The Ministry might establish regional passwords if needed. They must be visible to the population.
4. The Ministry has the duty, along with the Slavanian People's Army, to fight any invasions or attempts of coup d'etat.
Chapter 6: Founder
1. The Founder is Carartia.
2. The Founder will be the Head of State.
3. The Founder may proclaim a state of emergency, along with Cabinet and the Ministries of the Army and Border Control. All members of Cabinet and the Ministries of the Army and Border Control must vote 80% in favour to enact a state of emergency.
4. In a state of emergency, the Founder alone might install regional passwords at his or her discretion, and they may be visible or not. The Founder can also eject members without reason at will, but if he or she wishes to ban a member, he or she will follow the Laws of Slavania. Freedom of speech and demonstrations might also be regulated, if the regulation is to regulate and/or stop a regional threat, and elections might be cancelled at the Founder's discretion. The Founder might also enact laws without the consent of Congress, as long as these laws are to deal with the regional threat. The Founder may also dismiss the current Cabinet if essentially needed to deal with the regional threat.
5. If for any reason the Founder ceases to exist, the Prime Minister will assume his duties, but not the title of Founder. The title of Founder will always be entrusted to Carartia.
Article 5: Elections
Chapter 1: Elections
1. Elections for all electable cabinet ministers and the Prime Minister will always start at the 27th day of November, March and July and will always end three days after.
2. Special Elections will always start one day after the previous elections, and will always end two days after.
3. Campaigning can be done at any time, within or out of election period.
4. No one must hold more than one position of power at any time, but being a member of the legislative chambers of the Slavanian Congress is accepted.
Article 6: Slavanian Supreme Court
Chapter 1: Slavanian Supreme Court
1. The Slavanian Supreme Court has the sole power to deal with any judicial matters, and has a monopoly over these matters.
2. The Slavanian Supreme Court will interpret laws if asked to, and will rule over criminal cases.
3. The Slavanian Supreme Court must be neutral and transparent in the handling of cases.
Chapter 2: Judges
1. There will be a pool of three judges.
2. One judge will be picked by the Founder, another by the Cabinet and the final one will be picked by the Upper House of Congress, the Citizens' Chamber.
3. Judges must be always neutral and transparent in their cases.
4. The three parties that chose the Judges must re-evaluate them every four months, and the Judges might be taken out and replaced.
5. Judges are forbidden from running in elections or joining political parties during their tenure.
Chapter 3: Interpretation Request
1. Anyone living in Slavania can lodge an interpretation request to the Slavanian Supreme Court.
2. The interpretation of a law must be fulfilled in two weeks.
3. The ruling of two Judges(one will be barred from discussion-making) will decide how the law is followed.
4. An appeal might be filed to the Court, in order to revise the law again. In this case, the Judge who did not discuss with the others will handle the appeal. His or her decision is final in the case, until a new Court is appointed.
Chapter 4: Criminal Cases
1. Anyone living in Slavania can file a criminal complaint to the Slavanian Supreme Court.
2. Upon the receiving of the criminal complaint, a criminal case will begin, if there is sufficient evidence.
3. One Judge must serve as the Judge of this case.
4. In the case, the accuser will be recognized as "The Complainant" and the accused will be recognized as "The Defendant".
5. If "The Defendant" ceases to be a resident of Slavania, he or she will be tried in absentia and will serve his or her sentence after arriving at the region again. However, ban sentences will be served anyway.
6. Any side might employ a lawyer to their disposal, or choose to represent themselves.
7. After a month of hearing the case, or if the "The Defendant" admits guilty, the Judge overseeing the case must make a ruling of guilty, not guilty, or innocent. If "The Defendant" is found guilty, sentencing will begin.
Chapter 5: Sentencing
1. The Sentencing must be done according to the Slavanian Penal Code.
2. The Sentencing must be done one to three days after the ruling.
3. The Sentencing may be appealed. The Judges who did not hear the case will hear the appeal, and an Appeal Criminal Case will begin.
4. 6. After a month of hearing the case, or if the "The Defendant" admits guilty, the Judge overseeing the appeal must make a ruling of guilty, not guilty, or innocent. If "The Defendant" is found guilty, sentencing will stay the same. If "The Defendant" is found not guilty or innocent, charges will be lifted.
Chapter 6: Criminal Record
1. The Slavanian Supreme Court must keep a criminal record of every sentenced member of Slavania.
2. In this criminal record, all crimes done by a member (defamation, lying and mobbing exempt), all charges that have been imposed on a member (defamation, lying and mobbing charges exempt) and the IP address, provided by any forum moderator if the sentenced was a forum member, will be in this file.
3. If a person has a criminal record, he or she's right to vote and to hold any position of power will be nullified while the documents are still in existence.
4. A criminal record will be destroyed if after a month of completing every sentence the member requests it, after two years of the member's inactivity after serving all sentences or if all sentencing done to a member is lifted.
Article 7: Slavanian Penal Code
Chapter 1: Penal Code
1. Treason. Definition: Conspiring against Slavania, aiding an enemy of Slavania or illegally overthrowing the government. Sentence: Permanent Ban.
2. Identity Fraud. Definition: Claiming to be someone else if not imitating or comedy or to avoid being identified as a security threat or banned member or stealing someone else's identity. Sentence: 4 months - 2 year ban. If second offence occurs, Permanent Ban.
3. Espionage. Definition: Infiltrating Slavania to spy on its intentions and delivering it to the enemy or viewing prohibited content for a select few, allowed to view the censored documents and publish them to the public without government authorization. Sentence: 1 year - Permanent Ban.
4. Blackmail. Definition: Demanding concessions to a member of Slavania in order to not reveal private information to the affected member. Sentence: Public Apology if documents not revealed, 2 months - 1 year ban.
5. Miscarriage of Justice. Definition: To violate the neutrality and transparency of the court. Sentence: 1 - 3 months ban from forums, but not region.
6. Corruption. Definition: Abusing one's power for private, personal and political gain or private, personal and political gain for someone else. Sentence: 8 months - 3 years ban.
7. Organized Crime. Definition: To belong to an organization dedicated to committing a violation of the Laws of Slavania. Sentence: 3 months - 1 year ban.
8. Electoral Fraud. Definition: Violating and/or manipulating the results of an election of Slavania. Sentence: 2 years ban.
9. Vexatious Charges. Definition: Accusing a person of false criminal charges. Can only be done if "The Defendant" is innocent. Sentence: 3 - 7 months ban.
10. Defamation. Definition: Telling a lie about a member of Slavania in political matters. Sentence: Public Apology and 3 days ban.
11. Lying. Definition: Telling a false testimony about a member of Slavania. Sentence: Public Apology if not Defamation, Nothing if Defamation, as this sentence already applies.
12. Mobbing. Definition: Constant annoyance to a member of Slavania for the purpose of making that member depressed or angry. Sentence: Public Apology and 3 days ban.
