This is a culmination of years of dispute over the tiny island chain known as the New Randomnican Archipelago, as well as the citizens of Unnamedland viewing the Hetricans as fascist imperialists after their war with The Court. The archipelago is strategically situated in the middle of the Order of the Southern North, and oil was discovered here by a Hetrican oil company a few decades ago.
The New Randomnican archipelago consists of the islands(listed from north to south) of Klarcson, Fvufa, Gieba, and other smaller, uninhabited islands. Klarcson is 20 miles long and 3 miles wide, and is very mountainous. Klarcson was mostly uninhabited until oil was discovered, and is now the the production headquarters of most of the islands oil. Fvufa is 2 miles long and 2 miles wide, and mainly consists of one large mountain-there are only a few small indigenous villages on the island. Gieba is 4 miles long and three miles wide. It is the flattest of the islands and has an Unnamedlandian naval base.These islands have a mixture of Unnamedlandian, Hetrican, Indo-Malaysian, and native culture.
The islands are officially Unnamedlandian, but they are self-governing due to their large distance from the Unnamedlandian mainland and the Unnamedlandian military being very weak. A few years ago Hetrica occupied the island of Klarcson and gained control of the island's oil supply. Hetrica's army is much stronger than Unnamedland, and because of a complicated system of alliances a war with Hetrica would mean war with The Imperium Empires and the even more powerful Indo-Malaysia. Because of this, Unnamedland hasn't been able to do anything about Hetrica-until now.

Greetings,

Federation of United States of Vietnam, under the representative of Minister of Foreign Affair and President of the Federal Committee of Executive a.k.a Head of State has written this letter to notify about our diplomatic position in the territorial dispute between the nation of Hetrica and Unnamedland.

As far as we know, there is a maritime territorial dispute between Hetrica and Unnamedland over the island of Klarcson of the New Randomnican Archipelago area. We know that Hetrica has occupied the area and beginned to drill oil on the island of Klarcson without permission from the nation that owns the island.

Because of that, we have determined that the occupy of the island by Hetrica is illegal and the island's owner Unnamedland is the victim, that shows Hetrica has not respected the International Law that has set by the World Assembly and approved by the International Community.

We strongly condemn the unlawful action of Hetrica and strongly support Unnamedland on the diplomatic side to take back the island. We recommend Unnamedland to resolve the dispute through diplomatic negotiations with Hetrica. If negotiations fail, please bring the case to the Permanent Court of Arbitration of the World Assembly to continue resolve the dispute in a peaceful way.

We do not encourage the two nations and their allies to go to war. However, if military interventions and conflicts do happen, we'll provide medical and food aids, military equipments and support troops for Unnamedland and its allies. We'll also cooperate with Unnamedland and its allies in espionage activities and share intelligence information with them.

We understand Hetrica's interest in the islands, and their reaction of protection regarding those islands, but that does not cover up the fact that this is a disputed region, and diplomacy should be the first line of action. Until diplomatic talks begin, we are going to stop all exports of Information a Technology to Hetrica and stop importing all Hetrica mining and agricultural exports.

The Pacifican people mostly support the Pacifican's government decisions, as Pacificora's Information technology exports start going towards Unnamedland and agricultural and mining exports start coming in from other sources.

Though Alonir is not under the jurisdiction of the WA we have recognized the justice in their call for a joint coalition force to assert Unameland's territorial rights to the island chain. However we also recognize there is a fairly diverse population decending from differing nations of the OSN. Knowing this we still condemn the illegal occupation of territory, though self governing, that still rightfully and legally belong to Unameland. Therefore we herby call for an immediate withdraw from occupied territories, and recommend that a more diplomatic approach to asserting territorial claims be taken by the government of Hetrica.

The onset of the New Randomnican Crisis has recently been the centerpiece of discussion in the political halls of Arcesius, the Diarcesian capital. The kingdom has heeded the World Assembly's call to bring about a peaceful conclusion to the rising tensions between Hetrica and Unnamedland.

The Noralian President had other problems to face. The resurgence of activities by the fascist Noralian Nationalist League (NNL) was starting to worry the federal government. The report about the economy given by the Finance Secretary didn't help either. Yet Pres. Ivan Lopez was still popular among Noralians. At least for most of them.

The President began to scan this morning's papers in his office. Another report on a clash between the NNL and the police. People picketing outside the State Congress building in South Noralia. He turned to the international news section.

Will It End in War?, asked the title of the news article. Tensions continue to rise between Hetrica and Unnamedland as the territorial dispute over who owns the Randomnican Islands worsens. The WA, meanwhile, has called member nations to support Unnamedland.

Should I be worried? the President thought. His reverie was disturbed when one of his secretaries came in.

"Good morning, Mr. President. Here's your schedule for today..."

The National Security Adviser also knew about the situation in that archipelago. They had intelligence on that matter, and the media reports helping a little too. He went out of his office to proceed with his appointment with the President.

"Hello, Mr. President."

"Hi, sit down. Coffee?"

"No, thank you sir. I had one on my way here. As you may have read in the news earlier, things are looking grim over at the New Randomnican Archipelago."

"Yeah. How does that affect us?"

"Short-term, nothing much, but there will be long-term economic and security effects for us. We trade with both Unnamedland and Hetrica. A war won't be good for us, since trade volume will drop to zero. Best-case scenario, the conflict will be limited to the island region, but we'll still be affected as some of our shipping pass that area. If that happens, we might have to divert them to longer shipping routes thus wasting time and money to transport goods to and from other nations."

"Okay. Anything else?"

"I would recommend to stay neutral for now. See where this would go before responding to the WA call. Also, there's oil in the area, discovered by a Hetrican company just a couple of years ago. That's a possible motive for these two nations."

"I see. If the tension erupts into armed conflict, will there be any Noralian citizens directly affected?"

"As far as the DFA records are concerned, there are at least 10-15 Noralians in the region, mostly academics doing research work in the smaller islands. There are more in both Hetrica and Unnamedland."

Verdamm. "Okay, stay for a while here and we'll talk about it with Askand." The President lifted his phone and told his secretary to tell the DFA Secretary to come to his office.

The diplomatic tensions between Unnamedland and Hetrica regarding the New Randomnican Archipelago in general and the island of Klarcson in particular has reached the knowledge of the Diarcesian Monarchy, and as such, we express our deep concern on future developments in the disputed area. The call of the World Assembly for diplomatic assistance has moved us to take part in the side of the spirit of the law. We will exhaust all efforts to make sure that violence will be a measure of last resort.

Our position on the matter is that while the whole Archipelago is under Unnamedlending jurisdiction, the de facto occupation of Hetrica in Klarcson Island with the decision of the Order of Southern North World Assembly Council as its justification is an imposition of challenge to the status quo that requires a negotiated settlement. This is so that a mutually beneficial solution will be formed out of the two initially incompatible assertions. Let it be known that in our involvement we will ensure that the free will of the New Randomnican populace is expressed and considered, and that Diarcesian inhabitants and interests will not be jeopardized without just cause.

President Dne asks to hold a meeting with all powers in the standoff-including Hetrica-in the neutral nation of Noralia, about possibly finding a peaceful resolution to the crisis.Meanwhile, Hetrican and Unnamedlandian naval forces are still surrounding the island. Unnamedlandian demonstrators have surrounded the Hetrican embassy and several Hetrican consulates, and Hetrican diplomats are being asked to leave Unnamedland both to cut of diplomatic ties and for their own safety.

"As I've said earlier, the administration wants for a peaceful resolution of this crisis." Of course. DFA Secretary Askand Gaines plowed on, "We are considering inviting them--no, we're inviting Unnamedland and Hetrica to come here to talk and settle this. We even offer to shoulder whatever accommodation and living expenses their delegates will incur. Next?"

Someone from the Capitol City Herald asked, "How about the recently released video by the NNL stating their allegiance to Hetrica and their willingness to fight alongside them in case of war? Any comment on that?"

"The NNL is a terrorist group that is wanted by the law. Any actions they'll make are not in any way, reflective of the position of the Noralian government."

"With this crisis, are there any Noralians in danger in case this turns into a shoot fest?" somebody from Noralian News asked.

"To be honest, there are Noralians in some of the islands. In case we'll see that it's about to get a lot more worse, we'll do our best to get them out, like what we did in Sovendia before. But, again, we're asking both parties to peacefully settle this dispute so that it'll not be bad for everyone."

After announcing their diplomatic stance on the issue, the Diarcesian Navy in port is put in standby awaiting further orders. An initial flotilla of one supply ship and one hospital ship escorted by a destroyer is sent to a point 300 nautical miles from the New Randomnican archipelago. A request for permission to access territorial waters was relayed to the Unnamedlandian and Hetrican governments so that its stated humanitarian objectives could be achieved in the case of eventualities.

We should attack them" The door creaked open, and in came a slender figure. " why attack them sir, why not attack ourselves?" The general looked at the man with his face dumbstruck " Attack ourselves? Are you mad?" The man shook his head "Mad no, Wierd yes. We should attack ourselves and make it seem like Unnamedland did it, make them the bad guy." The president thought about this, "Maybe, but first we will attend the upcoming peace talks" The general saluted and marched out, the foreign minister walked out and the slender man strolled out in a Wierd way. The president then took a sip of his cola and turned to look out the window and ponder.

Just making sure, we don't want trigger-happy fingers at this point," Triarch Gideon reminded the Navarch over the phone as they discussed plans and contingency plans on the New Randomnican Archipelago. The monarch Phlegomy has delegated day-to-day monitoring of the situation to Gideon due to his skill and experience in grand strategy.

"Yes, we wouldn't want them teaming up on us, don't we?," the Navarch said jokingly as they ended the conversation. Soft knocks on the door followed shortly.

"Come in," Navarch Jovis said.

Entered the office is one of the Navy whelps ordered to relay information from the Foreign Ministry. "Here's the responses for the territorial waters access requests, sir," handing the replies from Hetrica and Unnamedland to the Navarch before saluting and being allowed to leave. Jovis perused both of them and laid silent for a few seconds.

"As expected, an unfavorable response from Hetrica and somewhat opposite from Unnamedland. Hetrican fuses are short, and considering their recent history, I wouldn't want anything that's theirs within our firing range right now." He summons the antenavarch to give the next directive. Diarcesian ships deployed are to be brought closer to the archipelago up to a designated point just more than 200 miles from Klarcson and observe from there.

“Meaning that, by international law and convention, an attack on Hetrica would be completely legal.” Commissar-General Eric Peetre's eyes followed the foreign affairs employee, pushing through the crowd of people to reach the sound-proof conference room where the crisis response delegates of the People's Foreign Affairs Committee had already gathered and were regarding the table in front of them, paper and files scattered around and mounting up in unstable constructions.

They were greeted with stone-faced looks. Once the door had closed behind Evelin and Eric, shutting out the outside noise, one of the group, an older man with already greying hair took a deep breath: “The Committee wants an immediate condemnation of Hetrican actions but also foreign affairs policies and leadership in general.” Evelin was speechless. “Heads will roll” was all Eric could utter before another piped up: “Imperialist tendencies cannot be tolerated by the Union in any way whatsoever. Not doing anything would be silently acknowledging and affirming a legitimacy these actions by the Hetricans do not have. Either way, we have people in Unnamedland and even on the archipelago.”

“Klarcson has been occupied for years, why should our people suddenly be in danger?” Evelin was shocked. Everyone knew that the Letwinist Front had wanted a less passive foreign policy but this, this was past revolutionary. “Well,” the speaker was a small woman, middle-aged like herself and with similar brown hair tied back, “a few years ago, we did not have this WA resolution. It will harden the fronts and Hetrica will feel threatened. If they or their allies decide to lash out... we will have a problem. Or did you understand the DEFCON 4 deceleration by their government as a call for peaceful negotiation?” Evelin sighed audibly: “I understand, comrade delegate. We will do as the committee decides.”

“What is the People's Security's standpoint regarding military intervention comrade Commissar-General?” the woman had already turned away.

“The Security Council is ready to assign medical staff to the area, maybe peacekeeping troops. This is a state-state war so peacekeepers and observers may actually be relatively effective.”

“No offensive action?”

“No, comrade.”

“Fine, peacekeeping is all we may need. We will relay a communiqué to the Security Council and prepare a motion for the Congress. Comrade Lohmus, please have a statement prepared.”

The Forces of Hetrica have held occupied the island of Klarcson for multiple years, without significant efforts of de-escalation. The obviously imperialist, unprovoked and barbaric attack on Unnamedland was never excused or explained and the territory was never returned. The Letwinist States hereby condemn to the utmost the tyrannical system implemented and destabilising acts of aggression committed by Hetrica.
As demanded by the World Assembly, the People's Union will aid Unnamedland to restore its jurisdiction over the entirety of the Randomnican Archipelago. We will stand as a sign against imperialism and the bullying of smaller yet more democratic and therefore advanced nations through those spending their time and valuable resources on cowardly acts of military aggression against non-combatant targets.

In the defence of the people, by the power and will of the people, to protect the sovereignty of Unnamedland and secure the well-being of its people, guided by the knowledge that foreign aggression is a viable threat, deeply concerned by the raising of the Hetrican war-preparedness-rating, the People's Union of Letwinist States is to be in the State of Imminent War Danger.

Citizens are advised to refrain from travels to Hetrica and return if within Hetrican territories, due to safety concerns, citizens are urged to stay away from travel routes taking them through Hetrican airspace or waters. The president threw the latest HIA report on the floor. "God f****** dammit, Now there are god damned rebels. If those unnamed bastards weren't enough." The president grabbed another bottle of vodka and started to drink. He slunked into his chair and started to cry, "Anneka why... Of all disiseases it had to be cancer. Now she is going to die because she has some motherf****** disease." The president cried in his chair. He got up and walked over to the balcony, leaning over the edge he cried. He took a sip of his bottle, climbed onto the railing. He said to himself "I'll always love you Anneka, but I cannot live without you." He jumped.

The general pushed threw the ever growing crowd, everyone was trying to take a look at whatever was on the other side. As he passed each person he heard things like "I hear he jumped" "He was pushed" "I bet those Violetopian Unnamedlandian bastards assassinated him" The general looked upon a body, it was the body of Johnson. The general stopped, gob smacked by what he was seeing. He shook his head and picked up the body of his leader, walking back into the crowd the people none blocked his path. Silence struck the crowd, he walked over to the police van. He placed his leaders body in a body bag, and watched the van drive off escorted by police. He turned around, the crowd was silent. But the crowd started to shuffle, people trying to get to the front. Somebody came out holding a Unnamedlandian with a gun to his head, more came out holding Unnamedlandians and violetopians and every matter of person who was from a nation that opposed Hetrica. They were all kicked down onto there knees. The crowd started yelling hatred against the people, the general watched on. Once all were in position, the citizens fired upon them. The crowd then ran into the rest of the city, hunting down and killing many. The president was dead, the general now had command. And hatred boiled across the nation.

"In other news, tensions between Hetrica and Unnamedland continue over Hetrica's occupation of the Randomnican Archipelago. To give us an insight on what it's like to be on the islands right now, we have Prof. Ernest Constantine, professor of linguistics at the University of Noralia-Port Jade who is, right now, live at Fvufa, one of the disputed islands. Good evening Professor."

(a little bit of static) "Good evening Jess, and to (static)-our viewers."

"Professor, can you tell us what are you doing now in that island?"

"Ah, Jes-(static) are conducting research about the language the resid-(static) of Fvufa speak. I'm with 4 of my colleagues from the university and a researcher from Hetrica as well."

"Okay. How long you've been there, Professor?"

"About 2 months (static). We are almost done he-(static) and we expect to come home soon"

"I see. Professor, how are things in the island right now? Do the residents feel nervous about the rhetoric going on between Hetrica and Unnamedland?"

"We-(static) Jess, I'm not going to comment on polit-(static), but I don't see any signs of fear or anxiety among the people here. They are livi-(static) their lives here. I can say though that an armed confli-(static)-ill be bad for everybody here."

"Christ!" Ambassador Wilhelm Abbyk looked out of the window of the embassy. People were marching outside, some of them with guns.

His security officer, who was also in charge of the embassy security, entered the room. "Sir, I've put my men at the gates on high alert, and you may want to turn on the TV."

After turning on the TV, they learned the news of the Hetrican President's death and people were rounding up Unnamedlandian citizens all around the city. "It's their fault!" said one Hetrican interviewed.

"When did this happen?" Wilhelm asked.

"An hour or two ago. Reports are still a little sketchy, but as you can see, people are enraged."

Wilhelm then told his comms officer to send SMS warnings to registered Noralians in Hetrica. And to transmit his message to the DFA.

PRESIDENT'S PALACE
Capitol City, Noralia
01:40 NST

"Mr. President," the President's chief of staff woke him.

"What," the President grumbled.

"We have a situation, Mr. President. Secretary Gaines and others are here as well."

After changing into something a little more respectable, he went into the meeting room where he saw the DFA secretary and the National Security Adviser. Various military men were there as well.

"Okay, tell me what the hell is happening," President Lopez asked everybody.

"Mr. President, at about 10pm, Noralian time, the Hetrican President was found dead in his palace. according to Wilhelm--our ambassador at Hetrica--there are reports that Hetricans with guns are going around, rounding up Unnamedlandian citizens," said Askand of the DFA. "They blame them for the president's death."

"The hell? This complicates matters then! Now what?" the President said.

"We will issue a statement later about maintaining calm for both sides. We'll continue on the talks, but this incident might make Unnamedland back out," the Security Adviser said.

"How about Noralian citizens in Hetrica?" the President asked.

"Wilhelm reports he had told them to stay inside their homes and accommodations. Our text warning service, you know. He hasn't received any reports of Noralians harmed. Hopefully it stays that way." Askand said.

"Okay. Everybody take an hour for a break. Askand, expedite your preaparations for the talks. You," pointing to the National Security Adviser, "and the chiefs here, prepare scenarios that may rise because of this incident."

Anton Shrapnelin, Minister of Defence and Foreign Affairs, stood from his armchair, as the printer buzzed, spewing forth the official declaration.

The chimney of the Durand De La Penne class Destroyer Nadija Korolev spewed white smoke into the pristine breeze of the ocean, as the main diesel engines were fired up. The type 052 and Udaloy class Destroyers of the same task forces did the same, as the cruiser Rodina spooled up its low power gas turbines.
The radio on board of the Nadija Korolev sent an acoustic signal.

"What about the reports of Unnamedlandians being killed in Hetrica right now?" one of the Noralian News reporters asked.

Askand took a deep breath. "We condemn the violence that's happening. We call the Hetrican authorities to restore order and protect foreign nationals in their country, and respect their human rights."

"Do you think it'll affect the talks?" the reporter asked.

"Yes, but we still call both parties to come and settle their disputes peacefully." Askand said.

As the headlining news in the foreign sections of local newspapers read something like "Unnamedland and Hetrica Heading to Noralia for Territorial Dispute Talks" and the military considering sending some special forces to extract, in a worst-case scenario, the Diarcesian citizens staying at the moment (two sociologists who live with the natives to learn more about their culture), the Diarcesian government sent the following request to Noralia for a provision for neutral parties to observe the imminent negotiations:
