H.F.T.N Legislative Assembly (Open)

In furthering the goals of the Heartless Free Trade Network (H.F.T.N), those being to create a strong free trade network that binds fellow member-states while also acting as a beacon of light to those fleeing the darkness of poverty; as such, the H.F.T.N Legislative Assembly has been established. Membership into this assembly cannot be denied for original H.F.T.N members while the application of new member-states will be handed but the H.F.T.N founder. Regardless, any nation entered may freely leave at any time or transition to a different partnership status within the H.F.T.N. Any bill passed by this Assembly is also binding (depending on the content of said bill), though it only applies to member-nations of this esteem Assembly. Categories will be created as we go along. To ensure our goal, any Bill that ends this Assembly or makes it so all Bills passed by this Assembly become nonbinding (regardless of there content) will not be put to vote. Furthermore, moderators will ensure this legislature never falls under the subservience of another state or union. This will be done by the founding states' Pages, who act as this legislatures moderator and even elect additional moderators on a need basis. Those who will vote on Bills will go by the title and rank of Page. How the Page is to be elected, and their term, is left to the member-states that the Page represents. Pages may propose laws, amend laws, and even repeal a law if the need arise. Repeals & amendments may only target one bill, Pages are also limited to one proposal at a time (be them amendments, repeals, or laws).

This area is only for the proposal and drafting of laws. This section is only semi-IC, so you are free to ask questions and maks occ type statements.

If you are found using a puppet here, you will be permanently kicked out. Your puppets can still be Unilateral or Bilateral Partners, but they cannot be Legislative Partners.

We will be fallowing nationstates, only allowing up to 1 law to be voted on at any given time. Said law will be picked for voting on Friday, while voting will end Mid-Monday. Debate on said law(s) and voting will occur in another thread.

Trade Regulations

A bill for the prevention of a slave trade

No member of the Heartless Free Trade Network shall engage in the selling, buying, or transport of human slaves within this network. Understanding a slave is “a person who is the legal property of another and is forced to obey them,” humans may be transported as part of a trade deal (i.e. workers for construction, scientists for research, etc.) as long as they retain free will, and are allowed to decline with proper justification. This bill does not extend to member nations’ other trade partnerships, and only applies to the Heartless Free Trade Network.

A bill meant to ensure the safety of materials under transport by sea, and to pre-resolve any conflict regarding accountability

Any nation sending materials (to be henceforth referred to as the "host nation") are to provide their own security for as long as those materials are in their waters and international waters. When materials enter the sea territory of the nation they are being sent to, the receiving nation is expected to assume responsibility of security. If materials are to be damaged, stolen, lost, etc. in the host nation's waters, or international waters, the host nation may not demand compensation from any other Heartless Free Trade Network member nation (though asking for financial assistance is allowed). Should materials be damaged, stolen, lost, etc. in the receiving nation's waters, the receiving nation must provide some form of compensation to the host nation, either monetary or material; except when the stated damage and/or theft is done by the host nation. Negotiations for compensation are to be held by the nations' involved and are not the responsibility of the Heartless Free Trade Network.

A bill meant to curb or stop the terrible practice of sex trafficking

Defining Sex Trafficking as the practice of using coercion, fraud or force or being indentured normally without consent into slavery to be sold or used for sexual slavery
Recognizing that sex trafficking is a practice that is detrimental to who is sold or used in this underground economy
Hereby the Heartless Free Trade Network condemns sex trafficking

Administration

A bill to give more executive power to the founder, so as to better compete with more authoritarian free trade groups found in this NS-World of ours, and establish a free trade survey

Hereby gives the Founder executive powers to both propose and enact new laws on behalf of this Legislative Assembly, though still subject to Amendments by this Legislative Assembly, without having to convene a vote. The Founder will also have the ability to found a "Trade Court", which will deal with any disputes between members of this Legislative Assembly and the Trade Network they are apart of. Our Founder will also have the ability to take executive action(s) in regards to the promotion, alliance, and networking of this Trade Network with other international (Trade) organizations/blocs. This bill also sanctions the creation of a "Free Trade Survey", so member-states can be aware for any-all active free trade organizations/blocs plus/and/or any-all open trade opportunities.

The USH offers it's greetings to the New Equestrian page; though would also seek to clarify what you mean by, "humans may be transported as part of a trade deal" or, at least, under what circumstance might such a situation come about?

That is in reference to labour or services. For instance, if New Equestria and Unified Heartless States were to make a deal for the services of construction workers to build bridges, the transport of those construction workers would be allowed. But they would have to be given the choice to not go if they (the worker) can provide justification.

Understandable; then the only suggestion the UHS would make, would be to change, "within the network" to "within this network" in the first part of the bill. Overall, the bill is pretty well drafted we feel.

Overall the bill seems pretty good though we would still tack on an additional statement to this sentence:

Should materials be damaged, stolen, lost, etc. in the receiving nation's waters, the receiving nation must provide some form of compensation to the host nation, either monetary or material; except when the damage and/or theft is done by the host nation.


We wouldn't want to create a situation where one nation, so long as it is in another nations waters to fulfill a trade, can steals it's own cargo and-as-such can then force the receiving nation to compensate them (either monetarily or through trade fulfillment).
