The qualifications for Asylum in the Merchant Republics are as followed:

1. You have escaped to a place within Confederation territory including consulates and embassies (subject to the host nation's regulations). Alternatively, we may also offer Asylum to those in wartorn or despotic nations that do not have the means or opportunity to escape. Though on a much more limited level as it can be a costly affair. On a further level many guilds and charities in the Republics play an additional role in facilitate the exfiltration of refugees into Mercatorum Asylum.

2. You wish to live in Asylum in the Merchant Republics. In some cases we may also offer citizenship for certain high value political refugees like scientists and political agitators.

3. We do not have a reason to refuse you asylum. Including:
A) An ally (with whom we have an extradition agreement), has demanded you be returned to them to face fair justice.
B) You are a known to have committed egregiously heinous acts in the eyes of the Confederation.
C) You represent a credible threat to the lives of Mercatorum if allowed asylum.

Regardless of whether you qualify or not unless you represent a threat to Mercatorum lives or an ally asks us nicely to find you no effort will be made to deport you, you can live in a functional asylum. We just won't mind if a bounty hunter decides to bring you back dead or alive to wherever you escaped from.
If actual asylum is granted than you will have refugee status, which entitles you to a modicum of basic rights as given to all freemen, you cannot be captured or enslaved and if someone attempts to repatriate you against your will, you can request the assitance of the Confederation to defend you on your behalf.

Refugees that become citizens are naturally afforded all the rights of citizens in addition to this which means even further protection from foreign reprisal. As such refugees are often very willing citizenship candidates. As after one's term of service you become all but untouchable by foreign powers.

We don't accept refugees unless:

They are not any kind of rebel, social change advocate, dissident, or anything along those lines (all henceforth referred to simply as "rebels"). We don't care what a rebel was rebelling about - if they've done it somewhere else, the chance of them trying it here rises exponentially, and we're not importing any anti-government troublemakers nor are we letting anyone try to change our society.

They indicate a desire to become a citizen - which, of course, requires passing the Citizenship Tests. Those who fail will be deported (unless they fail by getting killed or enslaved), though some will be given a choice in where they get sent next.

They are not a rebel AND they indicate a willingness to be a slave. We will take almost anyone as a slave! Only rebels are banned. We can't have anyone who might try to start a slave uprising.

We WILL provide TEMPORARY asylum to almost anyone on the run from the law, but scofflaws who do not want to become citizens (or who try but fail the test) will be deported to the nation of their choice once we get rid of any space-capable cops that are trying to hang around just outside of our zones of control. Scofflaws who are enslaved during the Survival portion of the citizenship test will remain the property of their new owners. Note that if we do not sympathize with a particular lawbreaker, we may "deal with him" ourselves since it is against our law to extradite. Therefore, while the chance of negative results is low, lawbreakers should radio in advance to make sure that we are friendly to their sort of "business."

Our nation is not a signatory to any international conventions on refugees and we do not take large numbers of asylum seekers. We will, in certain circumstances, extend the visas of certain people who are facing persecution and allow expedition of their application for permanent residency. But they must meet all other citizenship requirements in order to remain and are not given any special exceptions. If someone is facing persecution and for whatever reason is not granted residency status, we will attempt to find them a host country rather than deport them home. There are neighboring nations that are quite welcoming to refugees.
