The Brink of War (Open, MT/PMT)

Postby Arcadonisia » Sun May 29, 2016 3:40 pm

Silence. That word alone is rare to hear, let alone for it to be observed in the Borderlands of the Western Gates, a section of land that has become a regional hotbed for skirmishes from the Reformists of East Arcadonisia in recent years. Now as the night begins to fall, lights from border checkpoints can be seen from miles around, clearly marking the boundaries between the two countries with precise limits. Various warning signs can be seen posted all along the concrete walls, reading "WARNING!" "UNAUTHORIZED ENTRY IS FORBIDDEN" "TRESPASSERS WILL BE IMPRISONED AND OR DETAINED WITHOUT REPRESENTATION"

Soldiers could be seen patrolling the grounds, anxiously watching the horizons for any sign of trouble, which had become predictable as of late as Agents of the East Arcadonisian Government were known to poke and prod the perimeters for signs of weakness in ever increasing numbers. But tonight, the borders were silent and devoid of any activities over the Walls, causing an overwhelming sense of anxiety among the staff garrisoned behind the towering walls.

As the hours passed, the sense of calm deteriorated as movement could be detected not five miles from the DMZ, as infrared could detect a mass of bodies moving westward, stemming from the northeast. Flashes of lights and gunfire shattered the veil of silence as the mass of soldiers moving in began to open fire on the soldiers atop the Walls, breaching the integrity of the Neutral Zone and hustled into Western Arcadonisian territory, setting the entire area on high alert. Before the enemy could react, the field erupted in flames as land mines went off, killing or disorienting the members of the scouting party that approached the Wall. As the smoke cleared, Soldiers entered the field, searching for survivors to take into custody and found that none had survived the retaliatory strike.

Unfortunately, such instances were becoming commonplace, with regular skirmishes that claimed lives on both sides. The fragile veil of a truce between the two Arcadonisias was waning as accusations were being thrown. As a last resort, the Grey Order of West Arcadonisia reached out the Eastern Government in an effort to come to a peaceful conclusion to ease tensions and rid the haunting spectre of War between them. Reluctantly, Officials of the East agreed to attend a Peace Summit and negotiate terms to cooperate with the West, but as both sides prepared for the talks, the armies of both countries were being prepped and armed for an eventual conflict. Even if an agreement could be found in the talks, both sides knew that war was inevitable. Still, both sides it was better to try than do nothing, as war was an all consuming beast that was well known to all Arukkai.

With the date set, both sides sent delegates to meet in the small border town of Levellan, hoping to avoid war, even if it was just for a short while. Secretly though, something more sinister was about to unfold, an event that would lead both nations on the brink of total open war.

Great Palkia ambassador, Seth Jostle, has traveled to the location the talks will be given by sea to listen to the talks of both nations. If war occurs, Great Palkia will choose a nation to side with, the nation that appears to be the most innocent. Great Palkia

Ambassador Jostle,

On Behalf of High King Alistar, I would like to thank you and your government for participating in the talks. Although we would have appreciated some notice of your arrival to Levellan ahead of time, we see no issue giving you clearance to participate should you choose to do so. We encourage you to leave any pre-conceived notions of either country behind and listen to the claims issued by both parties to help in the process of making a clean and precise decision.

Yours,

Sean Micheals
Minister of Foreign Affairs

OOC: What year is this?

Coastbourne had humble beginnings, in it's early stages. Back in 2030s the nation, for the first time, won it's independence from Arcadonisia under leadership of Dr. Morales and his group. It seemed that the poorly armed militias had no chance; yet, they won. Success was so overwhelming that it empowered Morales to start acting. As a result, the new state was established, constitution drafted and Republic of Coastborne, rarely recognized but widely despised - at least at the beginning - appeared on the map. The very fact that neither East or West recognized the existence of human state hadn't mattered much for Morales, who begun his own grand project; building of a new nation.

Knowing that states won't be likely to do business with it, Morales turned to wholly different group - the huge, international corporations that were motivated by profit. By declaring county - which already had very direct democratic government - a tax haven, he opened the way for economic growth. Soon corporations moved in, seeing their opportunity. Various PMCs decided to use Morales's county as a base, citing the fact that he was eager to close eyes on.. multiple things, as well as himself invested in them a lot. As a result, Coastbourne became new wild wild west, for those who could operate in it - a land of golden opportunity, but also your worst nightmare if you weren't accustomed with the environment.

To support his activities, with the help of the corporations, Morales done something that earned him ire of current Arrukai government - used corporate money to begin massive colonization project, importing populations from right - leaning counties such as Nihon (especially since said county was overcrowded) to flood the county with new wave of human immigrants. Religious groups persecuted, those seeking new life, or escaping from something... wave after wave immigrants came, with corporate money investing in them while getting workforce in return to work in their mines and factories that were springing in the county like fungi after a rain. Arrukai or pro - Arcadonsian humans survived in few remote regions - although Morales hunted the Arrukai down, with people often doing so for sport.

It were however warlike Nihonjin clans settled across the border that made gravest concern. Although on Morales's order tall wall - and series of forts, strongholds and minefields built alongside it - was raised, the clans always found the way around, to raid Arrukai communities across the border, burn their homes, kill them and take their property. Just like mongols of old, Nihonjin today - now composing around 31% of total population - drove their small vehicles using advanced camouflage techniques through multiple subterranean avenues to emerge suddenly, kill the Arrukai, plunder their property, burn their homes then disappear without sight. While certainly question for later, cold war caused the Nihonjin raids to become a minor concern when not faced with perspective of all out war.

Deep in the mountains, several kilometers from Chesterfield, self proclaimed Diamyo Hojo Yoshinobu of the Hojo clan, which immigrated here from Nihon and received soil from President Morales in exchange for serving militarily - which usually meant raiding and plundering the Arrukkai - thought of his new prospect. Using the fact, he had plans of major raid into Alistair's territory, going deep with his men to plunder multiple settlements. The negotiations put him at warning... but perspective of easy loot made it look beneficial enough to consider. With that, he descended into his vehicle, already planing the route of the raid...

OOC: This takes place in the 2040's.

IC: Levellan, West Arcadonisia, 2043

The West Arcadonisian Delegate known as Sera Mastin sat quietly as his envoy arrived at the Levellan City Hall Building. At 35 years of age, his career as a esteemed diplomat has risen to new heights, especially with him being chosen personally by the High King as a Delegate for this occasion. For Sera, this was the one moment that could catapult him into stardom within his field, as none have been able to get the access to negotiate with the East in decades. With a sigh, he looked into the window, watching as an armed group of soldiers bearing the Grey Order symbol awaited his arrival.

"This is it, ladies and gentlemen. Be on your guard and leave the talking to me." announced Sera to three other colleagues of his who were his aides. Each of them nodded as they adjusted their suits before leaving the vehicle. Snow fell silently as Sera made his way to the main entrance, followed by the Armed soldiers. The receptionist, who looked clean an pristine, rose from her chair to shake hands with Sera.

"Welcome, Mr. Mastin." said the receptionist as she let off a faint smile.

"Thank you," replied Sera as he checked his watch, making sure that he was on time. "Can you tell me where the delegates from East Arcadonisia are quartered?

"Of course, sir." said the receptionist as she checked the computer logs, checking the names of the Delegates. "Ah," exclaimed the woman, "The delegates are waiting in room B13, Second Floor."

Sera nodded as he thanked her once again before entering the elevator to meet with the delegates. With luck, Sera would be more than capable to work out some arrangement with the East.

The Grey Quarter, Trestra, West Arcadonisia

Minister of Defense McConnell strode through the bustling Grey Quarter as he found a bench to sit on to read over a report that had been given to him earlier in the day. He sat in a bench that overlooked the heart of the Quarter, with a perfect view of a statue resembling High King Alistar's likeness. A chilling breeze blew by, causing the leaves in the surrounding trees to rustle quietly as his brow furrowed while reading the following statement:

McConnell,

It is my duty to inform you that there have been widespread reports by my Agents of hit-and-run raids of East and West Arcadonisian towns up and down the western borders. Our intelligence team has concluded that the string of attacks have been carried out by coastebournian militants who are moderately armed and are sufficiently mobile. So far, we have taken note that the patterns of attack are indiscriminate, as they attack Arukkai and Human towns alike within our borders. It is recommended that King Alistar and yourself convene with me to discuss a plan of action to correct this issue.

I must also note that my scouts in the immediate area have heard rumors of a strike near Levellan, where our talks with the East are currently underway. I fear that should they decide to interfere, the chaos could possibly be blamed on either party. Please see me immediately.

Headmaster Monroe

After resealing the envelope, Alex dialed Alistar's office. He answered within two rings. "Alistar, it's Alex. Ryson needs to speak with us immediately. He has reason to believe that the talks are in danger."

OOC: This is more of an update, rather than an official post, this is what the Dorian government and other non-government entities have been doing within the last ten or so years.
0600 Hours: Western Coastbourne, Near the West Arcadonisian Border (17/9/2043)

Deep in the hills resided a small group of humans, Arukkai, and hybrids at war with the genocidal maniacs in charge of Coastbourne, they had been fighting a guerrilla war for years, since the unrecognized state of Coastbourne took a chunk out of Arcadonisian territory. Most of them were former military personnel, both Arcadonisian and Dorian, refusing to stand down in the face of Coastbournian genocide. During the hunting season they would strike, and seemingly disappear back into the forests and hills. They called themselves Lockwood's Defenders after the battle of Lockwood back in 2014. It was apparent that many members of the resistance, if captured would face the same fate as an Arrukai: killed, stuffed, and sent to some museum in Gran Cuscatlan, Tragenberg, or New Yama. Well, that's what many said. Within the populace was a small, and quite but growing support base. Humans that didn't like the regime killing their former neighbors and hunting them like animals regularly contributed to the Defenders, people with basic human decency, that actually knew right from wrong, rather than having genocidal ideals drilled into their heads by Morales and the CLA. Within the areas that Lockwood's Defenders controlled, they took care of the people living there both human and Arrukai, and protected them from the ravenous hunters that would venture into their territory. Within the forests under the Defenders, grisly markers would deter hunters from encroachment: mutilated CLA bodies pinned to trees, former hunters and paramilitary raiders hanging from tree branches. It was apparent that they would show no mercy to anyone who intended to hurt the people they were trying to defend. It was an unrecognized state within an unrecognized state.

Within the more populated areas and cities of "Coastbourne" was a secretive network of spies, most trained by the Guadalupadorian Intelligence Service gained silent public support within the cities, where there were favors that needed to be done, they'd do it: a sick child needing medicine, a family needing to pay bills, a business that needed to stay afloat? They helped all sorts of people down on their luck, and in return, they had a sizable espionage network to act as an early warning system on what the CLA and the paramilitaries were doing and planning. Money and Capitalism were the Defender's best friend.

Internationally, the Guadalupadorian government began economic war with corporations based in Coastbourne, by covertly buying up any products developed within the unrecognized state, and over-saturating the market with such goods, driving down the value of such things. With no economic regulation within Coastbourne, these acts became commonplace. The Dorian Stock Market refused to trade in Coastbournian currency on the account of its reputation of genocide.

Hundreds of private charities constantly called out Coastbourne for its humanitarian situation, and called for an end to the Arukkai genocide within the country. These charities raised millions of dollars in their quest to convince Morales to stop the mass killings.

The Situation on the other side of the border was apparent, ever since Coastbourne started its "existence," the Dorians stationed on the border in West Arcadonisia were standing at guard, watching and waiting for any news to trickle across the border about any hunts or raids by the CLA or the paramilitaries within Coastbourne and would regularly fire up their artillery, firing a few salvos downrange toward the nearest suspected CLA position as a message to them that Coastbourne was, state-wise, an international pariah and didn't have any legitimacy on the world stage.

The Eastern Forests, Borders of West Arcadonisia and the self-declared state of Coastbourne

It was seven minutes past midnight as a small group of Agents of Acrimae stood watch over the heavily militarized borders of Coastbourne. Most of the Agents remained on the Arcadonisian side of the Forests, which remained intact. The same could not be said of the Forests that once covered the lands across the barren isle of charred earth as the traitors scorched the land for resources, heavily damaging the millenia old forest. The boundaries of Arcadonisian control were easy to spot, as the snow line ended at the Coastbournian checkpoint, a signal that the arcanium powered climate control mechanisms that were stationed past the boundary were either disabled or destroyed.

Those Agents that straddled the border were on a high class mission, to rescue and escort as many Human and Arukkai civilians to the West as possible. Their primary mission however was to smuggle weaponry and medical equipment to those Dorian and Arcadonisian soldiers who fought to resist and ultimately repel Coastbournian control of Arcadonisian territory through any means possible. Officially, the Grey Order was not aware of Occultus Activities, however, the Government quietly nodded in approval of any actions that the Occultus might do in order to restore the Balance that was in a perilous state.

To infiltrate Coastbourne, the Occultus Agents would utilize the abandoned Terminus entrances that were scattered across the eastern half of the Continent, which were cordoned off after the third civil war and remained inaccessible to non-Occultus members. This was the safest way to transport supplies and refugees across the border without being compromised. As the plan fell into action, several Agents deployed several decoys across the borders to lure attention away from any Terminus entrances inside Coastbourne. Regardless of how this mission pans out, the Occultus knows that the Coastbournian insurgency poses a greater threat to Arukkai survival on Earth than the constant bickering between the East and West. As a part of their core beliefs, the Balance must be maintained, no matter how much blood must be spilled.

0030 Hours: W. Arcadonisia/Coastbourne Border Region (9/18/2043)

It was Fireteam Six's night out for patrol, it seemed like it was the third time this month that they were out in the forest, watching and waiting for any movement from the CLA, Arukkai hunters, or their most recent enemy: the Nihonjin Hojo Clan, fervent racists that actively hunted their people, Dorian, Arcadonisian and Arukkai alike. They had recently got some intel from the GIS, and their contacts within Chesterfield that the Hojo Clan struck inside West Arcadonisian territory. Their mission? Mainly to patrol for any activity within the area, especially from the Hojo Clan. They watched the dirt roads intensely, as these undeveloped areas were known by both Hunters and Defenders alike. As they crept through the forest, stopping and watching for activity every few hundred meters one Defender Guerrilla spotted something peculiar about one of the newer roads westward.

"Arius, I don't think this is just some undeveloped road." Deandra Macdonald pointed out several disturbances near the dead end.

As Fireteam Six neared the dead end, the commander, a former Dorian soldier, Arius Morau started to notice even more peculiar things about the area: he felt a cool draft coming from the end of the road. Arius continued on to where he felt the breeze of air, and looked up, and around the dead end. pulled down part of a military-grade camouflage tarp and revealed a tunnel down into the ground. Then, everything clicked: That had to have been where the Hojo Clan had been coming from when they raided across the border. It was too new for the Terminus Network that the Defenders knew of. "Come on let's get back to camp now." Arius whispered, and the rest of Fireteam Six dispersed back into the forest, taking the long way back to their camp. An hour later, they were distracted by a lone camouflage vehicle travelling the same road they had, going the opposite direction. Arius watched the vehicle go out in the same direction that they did along the road through his binoculars from a covered hillside a few hundred meters away.

Raymond Peters, an Arukkai sniper trained his sights on the vehicle. "Want me to take out their tires?"

"No, let them pass by. We need to relay this info to both the Occultus, and GIS." Arius said, before moving on with his team, back to camp. It was around 0215 when they made it back to camp under the deep cover of night, and Arius himself woke the resident codetalker in the camp, and told him to contact the GIS immediately with the development. Arius would address the Occultus when he met with them in the morning.

1235 Hours: W. Arcadonisian Side of the Border

The Defender's Intel was a breakthrough that the Guadalupadorian Intelligence Service desperately needed in piecing together the attacks by the Hojo Clan, and how they raided settlements past the border. Piecing together the Defender's Intelligence that the Hojo Clan were the most likely perpetrators, GIS Regional Command in Oshnuum started to put together a portfolio on all the intelligence they could gather about the Hojo Clan, who led it, where were they, when did they arrive in country, what sort of equipment they used, etc. The GIS was essentially given a blank check in order to take down the enemy. The GIS even got one of GARNETs ArCOM Array Satellites to begin surveillance on the Hojo Clan's central compound, redirecting it from other Coastbourne surveillance directives. The GIS then contacted the Dorian Army to make sweeps and foot patrols a regular action along the border region with Coastbourne, mainly to find where the initial tunnel opened up, and if there were any more. Within eighteen hours, the first foot patrols were out and about in the snowy forest, using both soldiers, and Unmanned Gears to help flesh out the search with ground penetrating radar, and IR sensors. Now the Dorians were serious in putting these genocidal raids to an end.
