I think you've misunderstood the resolution. It allows you to protect your crops as long as you make sure that you try to prevent the pesticides from polluting places they're not meant for. Surely it's in the interests of your farmers to not waste money on pesticides that do not protect their crops?

Why must they buy pesticides? If you don't want to allow pesticides, you can ban all the active ingredients from being used as pesticides in your nation.
