The Dead City Awakens
Chicago, Sometime in the Near-Future
Some have said the world would end in a bang. Others have said it would end silently, like a whisper. In this case the bang lead to the whisper, and the whisper led to an even larger bang, and then silence. A city, gone like the wind. Was it destroyed in a nuclear explosion you ask?
No. That would be too simple. Too merciful. Chicago died slowly, each day becoming less and less off a city, and more and more of a living hell. A hell occupied by a private army, disease ridden mutants, and the city's own defense systems. A hell created by man's own hand, a hand it bit off, chewed up, and spit out in it's own evil image.
It began many years ago, with the creation of the City Control and Security Automation System, C-CSAS(Pronounced, C-Sass) for short. C-CSAS was the combined effort of both the government and many private companies to bring the crime-ridden, almost anarchic Chicago into the new Digital Age. For years Chicago had been deteriorating, the result of gangs, lack of working law enforcement, and a corrupt city government. Eventually it had become akin to a war zone. Gangs allied with one another, fighting each other in bloody battles. The few police that had yet to be corrupted were forced to stand idly by while their superiors got more and more payoffs from the very gangs they were supposed to fight off.
Back in D.C, the issue was fiercely debated. Some called for Martial Law to be called in an effort to salvage what little civilization remained there. Others called for all funding to be cut off, effectively laying a silent siege to starve off the city enough for peace to resume. This issue, like every other, was left unsolved for months, while the sides bickered and bickered, never budging from their views, never compromising. Eventually a group of companies joined forces and formed the Friendly City Pact. These Companies traveled to Washington and proposed a radical new idea, divided into phases. Phase one was the most simple part of the plan, but also the most violent. It took elements from both ideas and melded them into one evil, yet brilliant, idea. A coalition of PMCs, dubbed Task Force Freedom, would move in and place the city under privatized martial law. They would seize the key city functions in preparation for the later phases. At the same time this Mercenary army would crack down heavily on gang violence, using almost exclusively deadly force. This phase lasted less than a week, and the death toll was in the thousands, but nobody cared. It's for the best, they would say, some people need to die for the basis for freedom.
But freedom was not to come.
Phase two was the longest and most complicated. The mercs, having secured the key points, would hold position until the scientific division could move in and install the new C-CSAS software to the city's grid. The installation took almost a month, with many more deaths as a result of rioting by both civilians and the few gangs that remained. With the new AI in place, the city's functions were turned back on. Water once again flowed normally, electricity ran, public transit was the fastest in the nation. The city's population calmed, and peace seemed certain. But, as history has proven time and time again, peace never lasts.
Phase three was the last phase. It was one of a noble cause and horrible results. Phase three was the automation of security systems throughout Chicago, replacing both the limited police and large mercenary force with robots, auto turrets, and drones. These security systems were connected directly to C-SAS, and worked well for a time. The last bit of crime was stamped out, the mercenaries gradually began withdrawing, and life was all around the best it had been for years.
Then all hell broke loose.
A terrorist group, the Forgotten Army, emerged just days after the automated security took control of Chicago. They vowed to bring down the 'oppressive machines and restore the world to a time when humans relied on themselves, not technology'. Ironically, they used technology to meet their goals. The terrorists hired some of the best hackers in the world, and took control of C-SAS, at least for a short time. They turned the security systems loose on the city, killing civilian and soldier alike. It was a massacre that lasted a few days. The Friendly City Pact tried to get the system back under control, to no avail. Eventually they did the unthinkable and cut off all power to the system. This was another in a long line of errors made during the crisis. When they shut off power, they unintentionally also revoked all control anybody had over the system. When it was rebooted, C-SAS ran amok. The security systems turned on anybody and everybody, and nobody could stop it.
The city was reduced to rubble within a few weeks, and dubbed a lost cause by the government. The police, mercenaries, and even the gangs attempted to fight back, but were defeated at every corner. They fled to the sewers below and the industrial districts where the security systems had yet to make themselves present. These numerous disasters were further compounded only a short while after when a new disease showed up among the few people left alive in the city. The disease was unlike any seen before it. It caused those infected to turn blind, blood seeping from their eyes, yet extremely fast and extremely strong. These infected humans were alive, yet completely unable to have rational thoughts. They thought only to kill.
Eventually the military made a choice to demolish all roads leading to and from the city. This was not to keep anybody from leaving, the rogue security systems did that all on their own, but to keep anybody stupid enough to try and enter the city out. Next a decision was made to construct a wall around the city, sealing it's fate. This was two years ago. Today the city is still a living hell, and has even gotten worse. The constant fighting has reduced many buildings to rubble. The last news from inside the wall was heard over a year and a half ago, and all it said was 'Very few of us are left. They have killed us all---'. Whether they were speaking of the security systems or the infected is unknown. Now, after much debate, it has been decided to send a team of scientists, intelligence agents, and soldiers into the wall.
They have two objectives: 1. Discover the source of the disease that plagues the city, if it still exits, 2. Either disable or get C-CSAS under control.
But missions rarely go as planned.
Factions
The Remnants
The Remnants are what is left of human life in Chicago. They are a loose band of mercenaries, police, gang members, and civilians. There is almost constant infighting on how best to fight back, but they still manage to launch attacks, although they do so less and less now. They have had to rely on scavenging throughout the city for supplies, but this is costly and ineffective. Each day they loose more and more fighters to the security systems, who they call The Bots, and the infected, simply known as The Lurkers. Equipment, skill, age, gender, everything is varied greatly between them. The only constant is their willingness to fight
The Infected
The Infected are the results of an unknown virus that was released during the final days of Chicago. They look like fairly human, but with bulging muscles, bloody eyes, and stand at 7 feet tall. They move faster than any human ever, and can cover a city block like it was nothing. They also have extreme strength, able to lift and throw cars like they were Styrofoam. Their skin is an ashen white, giving them an almost ghostly appearance, and don't let the fact that they are blind fool you. Their other senses were boosted immensely to compensate, and can detect anybody within a hundred meters if the person isn't careful. Lastly, they don't necessarily kill humans for food. It is unknown what they do with them once they are killed or injured. The few times it's been observed, the infected drag their catch into buildings that seem to be almost nests for them. Their main nest is the Sears Tower, which could mean that it is also the source of the infection. Be advised, it is still unknown how the infection is spread, so extreme caution is to be taken.
C-SOS/The Security System/The Bots
C-SOS is extremely complex, and thus, this will be a very simple explanation of it's basic functions and security systems. C-SOS controls all major city functions. Power, water, transit, etc. all fall under its control. This means that when it went rogue, all standard city functions ceased. All power was diverted to the security systems, which will be covered shortly. C-SOS is not run from a single location, but many hidden throughout the city. They operate in inconspicuous buildings, almost impossible to find. Their was only one map made that showed the location of all operating centers, but it was lost long ago. This means that the best, maybe only, way to disable the security systems is to cut off all power to the city. That isn't easy, as all the power stations are heavily guarded by The Bots.
The Bots take several forms. The most common form is the standard foot soldier, which look very similar to a standard human, and carry either an ARX-160 or Chiappa Rhino 50DS. Next are the tank drones, about the size of a small car, they normally carry a few missiles and a mounted .50 caliber machine gun. They are fairly uncommon, and normally are only used if the standard foot soldiers can't handle the fight. Next are the Buzzard drones. They are about 2 meters by 2 meters, with four turbines for propulsion. They care a 9mm Gatling Gun, and are regularly seen patrolling the skies. Finally,the mounted turrets are located in key points around the city, and take many shapes and sizes. They are what they sound like, mounted turrets that defend key points. They are immobile but heavily armored.
Reclaimer Team
That's you! Reclaimer Team is a group consisting of Scientists, Intelligence Agents, and Soldiers that is to be deployed to Chicago to complete the assigned objectives. They come from a wide array of backgrounds. Some went to Harvard and MIT, others are long time agents of the CIA and FBI, some Delta Force and SEALs, but all share one goal; staying alive. Initially Reclaimer Team is to be deployed in small numbers, but will be reinforced if deemed necessary.

Skills: Formerly a Designated Marksman for the Rangers and later Demolitions for Delta Force, Williams is suited for almost all roles, but if you put him in a morally questionable decision, he will freeze up.
Bio: Roy's childhood was one of hardship. When he was only four, both of his parents were killed in a car crash. He was spared though, having been at his grandmother's at the time. After that, he lived with his Grandmother. School was remarkably easy for him. Roy easily got straight A's, was the captain of the Football team, and was an all around popular fellow. When he turned 18 though, rather than accept one of the many scholarships he was offered, he joined the Army. There, he also shone. Roy was the best in his class, a top marksman, and the fastest to complete the five-mile run, with a time of 6 minutes and 8 seconds. He entered up with the Rangers, and continued to astound his instructors. He remained at the top of his class, and even outdid his instructors on more than one occasion. Eventually the US found itself embroiled in another war, this time in Iran. His unit was one of the first to deploy. Their mission was to destroy the Nuclear Missiles that had recently been discovered and confirmed as being legitimate. His team succeeded, but everyone aside from him and his best friend James Richards, were killed. Richards had been wounded, and under heavy fire, Roy had saved his friend and had even acquired more valuable intel. Richards was sent home, his legs gone from the knees down. Roy, with nothing to loose, entered Delta Force.
Here, things were tougher. He was no longer the star, but rather a moderately skilled soldier. Even so, he proved himself time and time again. When the Chicago incident hit it's climax, his team was put on full alert and deployed to a small encampment just to the north. They expected orders to move in and disable the rogue security systems... The order never came. Finally, 2 years later, he was given a chance to enter the city and take it back. Finally he had a chance to truly prove himself.
