What's your nation's top secret organisation? Are they independent, or a part of the government?

In Omarios, the top secret organisation is the DSI (Directorate of Secret Intelligence). Absolutely NOTHING is known about this organisation, except that it was created by the government possibly in the 1940s/50s to counter espionage, political dissent, and double agency. This agency is not a part of the Omarian Intelligence Service, or the Military Intelligence. The organisation is feared by everyone, as it caused so many forced disappearances, it is locally dubbed as "the boogeyman". It is believed that this agency is so discreet in its activity that rogue intelligence agents started looking for it. It is also believed that the Omarian Intelligence Service doesn't know who serves in this organisation.

Messeren possesses the MCI/MJZ (Messyrii Commissariat of Intelligence/Messyrii Jamosi e Zathaminae), a government organisation which was established sometime around the late 30s or early 40s. Strictly a crytocracy, the identities of the leaders are known only by the Messyrii High Council and Royal Family. The MCI is divided into many cells, rather than there being different organisations, it handles basic intelligence, covert operations, anti-terrorist silencing operations and other acts that have caused it to have a feared reputation and the nickname of "Invisible Hand", due to how it can see, hear and touch everything inside Messeren without so much as a whisper.

The cells enable it to function in safety and secrecy, as any agent or operative captured would be unable to deliver any intelligence into enemy hands via torture as the intelligence would not be known. The MCI does function differently from military intelligence, which is headed by the military high command, the MCI does however operate in war time against foreign regimes and threats, and are capable of manipulating events.

It's hard to make an organization secret, because in order for it to function, it must have some sort of a budget, and that budget must be granted by the Legislative Yuan. While appropriations can nominally be presented in secret in part by the Executive Yuan to the Legislative Yuan, it is in reality impossible to maintain this secrecy as legislators are typically keen to leak sensitive information. That organization must also have an organizational legislation in order for the Examination Yuan to appoint officials to fill its posts; legislation can't be kept secret, and the appointments of the Examination Yuan can't be concealed either. Also, no official is completely safe from scrutiny; the Control Yuan has constitutional power to investigate everything in the executive branch, and the discretion of the Control Yuan is historically unreliable.

Another factor working against secret government is the system of gazettes. All government organizations must publish their gazettes, which by law details every piece of document going in and out of the organization. A report sent from the Ministry of the Interior to the Executive Yuan would be transcribed on both the Ministry of the Interior gazette ("we sent to the Executive Yuan this report, which states...") and the Executive Yuan gazette ("we received from the Ministry of the Interior this report, which states..."). The precise contents of the document may not be transcribed completely, especially when they concern the privacy of citizens, but it is impossible to conceal the fact that a document was sent or received. China is committed to administration based on legislation, and any instruction not bearing the seal and signature of the competent issuer is not legally binding — a subordinate is not required to acknowledge the requirements of his superior unless it is made patently and under seal.

The value of official authority outweighs the value of secrecy as pertains to formal groups; any secret organizations of the Republic would be temporary bodies organized for a specific mission and dissolved once that mission had ended. Even our death squads and men in black are part of an official and public organization; the Imperial Office of Covert Operations (alternately and informally, the Wetwork Office), a branch of the Intelligence Department of the Ministry of War & Security. Nobody outside the political elite knows exactly what they're doing at any one time, but everyone knows that they exist and will come for anyone who causes too much trouble. They have public offices in major cities.

The Office of Covert Operations did at one point act like more conventional secret police and got it into their heads that they were the true power behind the throne. Following a purging of their ranks by Imperial military forces and angry mobs of civilians when they decided they could refuse an order directly from the Emperor, they abandoned such delusions and are now firmly loyal to the throne.

There are two such organizations whose existence is known but the vast majority of their activities are classified, with those that are known having been conducted some fifty to forty-five years ago. It receives funding directly from the Monarch's accounts and as such are not part of the Government. The field members of the guard may be seen during the annual Privy Parade, though their uniform precludes the identification of members, having a full ceremonial knight's helmet.

The rest of the guard works in various locations across the country, in individual 'bases', which are often concealed or hidden.
