That's not correct, I'm afraid. What you can change is your title, for example from "The Republic of" to "The Democratic Union of". This changes nothing regarding your classification. Kind of like how North Korea is called the "People's Democratic Republic".

Anarchy is a classification given to nations with high levels of civil, economic, and political freedoms. If you want a different classification, you therefore need to reduce at least one of these levels.

This is completely wrong. The 500 million mark is for a custom nation title. The nation classification is a game default based on freedom levels.

Also as far as I know NS Gameplay has a tendency to exaggerate? My friend complained that whatever issue he answered lead to unwanted (but consistent with the choice) results, so it might really just be how the game goes. *chuckle* Anarchy is gained by having maximum civil, political, and economic freedom. If you want to change it, then yes, you have no choice but to lower one or more of those freedoms.

You're considered an Anarchy when civil, economic, and political freedoms are all 73 or higher. So lower one of those to 72 or beyond.

Note that there is no way to directly check your economic freedoms.
