Just let them join ISIS, and let them die there. They'll just become cannon fodder there anyway.

I presume that if we have sufficient evidence to arrest them for a crime, we generally do. If not, we really should.
I suppose revoking a passport might be a way to restrict someone we don't have enough evidence to arrest (though its still punishing someone who hasn't been proven guilty).
It seems what you're looking for, though, is a way to arrest people on mere suspicion. No thank you.

Bombs are a partial way to deal with ISIS fighters in the field (you still need ground troops, be they Shiite or Kurds or American or something else), but they won't end the war. To do that, you have to stop them from recruiting more fighters.
