The elcor government is known as the Courts of Dekuuna. The elcor follow the recommendations of their Elders, who spend years poring over ancient records of jurisprudence to determine the precedent that should be followed in any given situation. The Elders record closely argued and minutely detailed instructions on what course to follow in any theoretical crisis. These are filed away in huge libraries of data discs and are consulted when needed. This makes elcor policies very predictable, provided one has done a great deal of research. High Elder Bython- current leader of the Courts and a noted reformer is planning to make changes to increase Elcor influence in Citadel space.

Brief description of diplomatic relations: Elcor diplomatic relations are good. Their stable trade routes throughout Citadel space have made them an ally of every Council species while their conservative nature and isolated economy have avoided them of any major enemy.

Military state of readiness: The Elcor readiness is neutral/low. While they are a benign and peaceful race, recent troubles have convinced High Elder Bython to emphasize more on military and defenses.

The elcor do not maintain a large fleet of military starships. This seems to be due to a combination of their conservative nature preventing hasty rushes to war, and their relatively-isolated and self-sufficient economy that would never encounter a trade dispute serious enough to threaten war over. Elcor warriors have nigh-invulnerable skin, carry shoulder-mounted heavy weapons and utilize sophisticated VI systems to improve their combat capabilities. They are effectively living tanks.

Leader: De jure, none. Matriarch Fecxia is head of the largest political bloc in the Republics, and serves as de facto head of government, while Councillor Tevos serves as the elected Asari Councillor and head of state of the Republics.
Citadel Council member: Yes.
Galactic Region: Citadel Space
Brief description of diplomatic relations: The Asari are the diplomatic arm of the Council, and maintain warm relations with all factions in Citadel space, with some exceptions. The Terminus is quietly ignored and left to it's own devices. The Quarians are regarded with suspicion, as many Asari remember the Mourning War and the endless demands that followed, while the Batarians are disliked for their practice of slavery, which goes against many parts of Asari culture, but this is ignored for the sake of Galactic stability.
Military state of readiness: Extremely low. The last major war in the Galaxy was the Mourning War, which despite Quarian pleas the Asari kept the Council out of, and before that was the Krogan Rebellions. With the Turians serving as the Council's military arm, the Asari maintain a small but elite military.

Brief description of diplomatic relations:Currently in a state of isolation, preparing to colonize multiple star clusters in the near future.
Military state of readiness: Preparing to protect colonial endeavors, Training navel and ground personnel for combat.
History:After being found by the prothean empire they were uplifted in order to provide slave warriors for the prothean ground forces. Then after twenty years of rebellion the Kahlai began to be used to prothean control. There was a good side to being uplifted by the race that eventually controlled most of the known galaxy, such as advanced technology, prestige, and gaining planets of their own.
Then unfortunately the reapers arrived. The Kahlai fought alongside their masters claiming victory after victory. But after every victory their number were shrank to the point were the reapers saw no point in finding their home planet. They then went on to kill all the protheans who grew to resent their slave and launched a campaign of terror against them. This was stopped at a high cost of all but 3 million Kahlai.
The Kahlai made the decision to lay low for several thousand years. Due to a mistake in orders the machines kept the Kahlai in quarintine for 49,000 years instead of 4,000 and thus the Kahlai were caught off guard by the news of other races the protheans kept an eye on, such as the Asari, Salarians, And the Humans.
Then the choice was made to stay in isolation in order to consolidate their resources and then when the time was right, colonize the galaxy in order to enlighten them and take the place of the Galactic empire that the Protheans had at one time.

It is a supranational government, and is based on a parliamentary system, with the Alliance Parliament based at Arcturus Station. Representation is based on the population of member nations on Earth and the colonies. Several seats are elected by 'spacers' defined as citizens who spend a significant amount of their time in space and do not stay too long on any one colony or planet.

The Alliance government is headed by a Prime Minister; as of 2157, this position was occupied by Tavus Hansen. The Prime Minister is an elected member of Parliament. While the Alliance is a supranational government, the member nations retain their individual sovereignty back on Earth.

The Alliance has had no contact with other species, besides the Protheans of Mars. It is unclear what caused there disappearance, but it is logical to assume that there is someone else out there, and that they might have a bigger gun...

Military state of readiness: The Alliance military is well respected for its novel tactics and technology. Their strength lies in fire support, flexibility, and speed. The Alliance is best refered to as a "sleeping giant" as little over 3% of humans volunteer for military service. They make up for low numbers with sophisticated technical support in the form of VIs, drones, artillery, and electronic warfare, and emphasis on mobility and individual initiative. Their military doctrine is not based on absorbing and dishing out heavy shocks in a long and drawn out conflict. Rather, they bypass enemy strong points and launch deep into their rear, cutting supply lines and logistics, destroying headquarters and support units, leaving enemies to "wither on the vine".
On defense, the Alliance military lives by Sun Tzu's maxim, "He who tries to defend everything defends nothing." Only token garrisons are placed on their colonies. These are intended for scouting rather than combat, avoiding engagement to observe and report on invaders using drones. However, the Alliance stations powerful fleets at mass relay nexuses so that in the event of an attack they respond with overwhelming force.

The Hahne-Kedar company and Aldrin Labs are key suppliers of the military. All soldiers receive gene therapy for improved strength and stamina. The Alliance also recruits biotics, who are trained using techniques developed at BAaT. The new L3 biotic implants are considered a significant step forward in biotic amplification.

Currently, the Alliance possesses a navy consisting of over 200 vessels ranging from small hundred-meter frigates to imposing kilometer-long dreadnoughts and carriers. The Alliance Navy has spent a great amount of effort into the innovative design and deployment of carriers, which are as large as dreadnoughts, but their primary armament consists of fighters instead of ship-length mass accelerator cannons. The Alliance Navy is headquartered at Arcturus Station in the strategically invaluable system of Arcturus, which contains several primary mass relays that link to major human colonies, and the secondary mass relay that leads to Sol and the human homeworld of Earth.

History: In 2148, a mining team on Mars made perhaps humanity's greatest discovery. After investigating the "Bermuda Triangle-like" reputation of the southern pole, the team unearthed the subterranean ruins of an ancient alien research station, revealing incontrovertible proof of the existence of alien life. Humanity was no longer alone in the universe.

The impact was profound in all areas of human culture, but nowhere more so than religion. New beliefs sprang up overnight such as the Interventionary Evolutionists, who zealously proclaimed the discovery as proof that all human history had been directed and controlled by alien forces. Even established religions struggled to explain extraterrestrial life. Some tried to incorporate this new-found knowledge into their dogma, some remained silent, while a few tried to stubbornly deny the evidence found on Mars.
The news of the discovery dominated the media and raised questions not only about the existence and purpose of humanity, but questions about the aliens themselves. Foremost, were they still out there? While these questions had served to fracture most religions they had a unifying effect in politics. Rather than nations fighting each other over their differences, it was now "us vs. them" and the foundations of a united human front were laid.

Within a year of the discovery, Earth's eighteen largest nations had drafted and ratified the Systems Alliance charter, establishing a representative political body to expand and defend human territory. Shortly thereafter, the various nations of Earth pooled their military resources to create the Systems Alliance Military. The same year, 2149, the Alliance discovered the Sol system's mass relay orbiting Pluto, previously thought to be a moon, Charon. The Charon Relay propelled them into space and the reach of humanity grew quickly.

Brief description of diplomatic relations:
The Volus have amicable relations with all of the Council races, however, the Volus are a client state of the Turian Hierarchy, and as such, all foreign affairs between the Volus and other races are dictated by the Turians. The Turians provide protection to the Volus, who have a distaste for war and conflict, in exchange for resources, auxiliary forces, and several other considerations.
The Volus are also well known for the creation of the Unified Banking Act, which essentialy set the stage for a galactic economy, with the Volus still maintaining and balancing the economy to this day.
A bit of a sore spot between the Volus and the Council Member races (Asari, Salarian, and even the Turians), is that they have never been invited to become a Council Member race, despite many years of service to the Council races, and the galaxy at large.

Military state of readiness:
Historically, the Volus have a distaste for war and conflict, resulting in a very small, almost non-existent military, and reliance upon their status of a client state to the Turians for military protection. The Volus do, however, maintain auxiliary forces, such as bombing frigates and other air power, to support the Turians. Throughout Volus history, war has been tremendously short, due to their desire to avoid conflict, and these skirmishes usually end up resulting with some economic soloutions, be it a trade, sanction, or other economic gesture.

History:
The volus were the third race to post an embassy to the Citadel after the asari and salarians, roughly 2,384 galactic standard years ago (according to Citadel records accessed through Avina, outside the Embassies). The volus' mercantile prowess made them instrumental in developing a stable galactic economy. They authored the Unified Banking Act, which established the credit as the standard currency of interstellar trade, and the volus continue to monitor and balance the galactic economy even today. After first contact with the turians during the Krogan Rebellions in the first millennium CE, the volus petitioned for client status within the Turian Hierarchy.
Despite their important contributions to the Citadel and galactic society, they have never been offered a seat on the Council. This is a source of anger for some volus, particularly the volus ambassador Din Korlack. Council races need to have provided some extraordinary service to the Citadel, such as the turians' military support during the Krogan Rebellions. Council races also need to provide fleets, resources, and economic aid in case of disaster, none of which the volus can currently supply.
Volus culture is dominated by trade, whether it be of land, resources, or even other tribe members. The volus have a reputation as traders and merchants, and many, such as Barla Von, work as some of the best financial advisers in Citadel space. Due to the volus not being physically adept, they tend not to be violent, and can even seem overly-pacifistic and cowardly to other, more militant species. The volus homeworld Irune is remarkable for having done away with warfare as an institution of the state, as the volus lack the romantic view of war found in the galaxy's more aggressive species. Physical skirmishes between groups rarely last long, and are almost always ended by social castigation, bargaining agreements, or harsh economic sanctions.

Brief description of diplomatic relations: Economic ties with the EU, CPF, and SA. Friendly and partially represented by the SA.

Military state of readiness: Not very well equipped for full on war with a massive power, at most another Earthern nation but mostly for defensive purposes and supporting the Alliance.


History: Formed about 100 years ago in 2054 by a triple merger with Mexico, The United States, and Canada. Added onto 2 years later with the joining of the independent Caribbean states and Central American States up to Panama. From there it eventually became one of the three Earthern superpowers.

Besides from general events the biggest events occurred after the discovery at Mars and the Relays. Soon enough massive research began on this technology and massive "re-industrialization" occurred to keep the UNAS on it's superpower status, only behind the SA and CPF. Then when President Arsène Rosette entered into presidency at 73% of the public vote many new bills were passed to increase executive power as with any crisis which this seemed to be. With many new choices and new discoveries the public seemed to need a leader who could get things done. Would this be good or bad? No one can tell until after the fact.

Military state of readiness: They have currently started building an exploration and expansion force. They have just recently achieve the use of Mass Relay travel. They have just been able to raise a small military to start their expansion across their cluster.
History: The Mox are a new race that has recently appeared in the galaxy after achieving spaceflight nearly 130 years ago. They are the smallest race in the galaxy and the ones with the shortest lifespan as they only live for thirty-five years. However, just because they are short in both size and lifespan does not mean they are without their smarts, or savageness. Besides the Vorcha and Batarians, the Mox match them in brutality in their history that they have been trying to make bigger and deadlier weapons in order to satisfy their "Napoleon Complex" and their need for brutal weapons.

It was only during their equivalent of the Human Victoria age that the discovery of mechsuits had altered the entire landscape of the Mox and effectively became the primarily center of most of their technology and the way for them to come together as one race and throw their people in a golden age for the next 100 years and achieve spaceflight by employing their own technology and have been able to calm their own selfish ambitions and lust for war against themselves to conquer the stars as they had learned of Mass Effect technology from the first sight of the Mass Relay in their cluster after they had achieved FTL and started their first jump through the Mass Relay and back again. They have been doing this secretly until they have made their first warship and expand their own navy.

In this day of age. The Mox have became more centralized as they have become more of a race, but that hasn't stopped them from trying to make bigger and better mechanized mechsuits and feed their ambitions and Napoleon complex in order to make their suits bigger than the current ones and have make more bigger weapons and they have developed the most complex pilot training and cockpits for their mechsuits in the galaxy( and yet they still call it too simple and have been looking at ways to make it better) and they have been looking for expansion outside of their cluster.

Common Mox "tanks" which are true because they do not bolster no wheeled-infantry fighting vehicles. All of them are around a Mako and can casually lift them. They are fuelled with a miniature engine that is powered by eezoe and has the same type of armor that tanks have. It also carries heavy weapons.

Brief description of diplomatic relations: The Illuminated Primacy has close ties to no other government. They do however, maintain trading outposts on the borders of their territory. They have been known, however, to work with other Citadel Races when it suits their interests.
Military state of readiness: The Illuminated Primacy supports a Small Fleet, but is supported by Drell Specialists who work as Special Forces, Spies, Saboteurs, and other clandestine jobs.
History: Having discovered the Citadel on their own, the Hanar were welcomed in by the Asari, Salarians, and the other Associate Members of the Council. Since then they have remained relatively isolated from the rest of the galaxy. Around 2000CE the Hanar made contact with the Drell on Rakhana. Upon seeing their plight they rescued as many of them as they could. To this day, the Drell serve the Hanar as bodyguards and assistants.

The Family
(Government,diplomatic relations)


Farther Kaxpa Kardo,current head of the Kardo family and founder of the Kardo Shipping Company.

Vexillan Kardo,future successor and daughter of Kaxpa.

Jinxa Kardo,son and second born to Kaxpa.

The Family as a strict hierarchy and clear lines of succession. The oldest of the living children is to be named head of the family and either take name of Father or Mother. The way they operate is like a business and a cabinet of advisors but the ultimate decision lies within the hands of the current Head of the House Hold.

The family was what you would call branch families,these are like the cosines and other relatives that retain Kardo name. They hold some political status be use of their ties to the Head Family. They are usually chosen to be advisors or the captains of trading ships.

They Family as strong relations with the Volus protectorate,Asari Republics and Illum. They hope to one day found trading post in almost every major cluster.They are so successful that have a trade outpost in the Turian,Asari and Volus Homeclusters.

Military&Readiness
The family is defiantly not known for being a militant group,the Volus actually never really participated in a war before. Though they have a small Security company that employs Turians as contractors. But most of their strength is in their trading fleets,guarded by some of the best array of flotillas and fleets money can buy.

As of yet the Family as no special task forces.
