Jagellionian-Vancouvian Negotiations (Closed)

[OOC: I think we can get right down to it, without bothering with RPing all the arrival and such. You may reference or RP your representatives arrival in Tuernia as you wish, but we will be beginning immediately with negotiations.]

Theveste, Tuernia

In the capital city of Theveste, negotiations between the nations of Vancouvia and Jagellion will be taking place under the auspices of Tuernian mediation. The negotiations will be taking place in the Executive Mansion, Minister of Foreign Affairs Rene Charrier, will be representing Tuernia. If necessary, rooms will be provided at the Hotel Chassey.

Minister Charrier considers the last minute details of the conference room, as he awaits the arrival of the representatives from the two nations. A large round table occupies the center of the room, with six chairs around it, one for each representative and an aide. Pitchers of ice water and glasses occupied the center of the table. The windows were open, allowing a cool tropical breeze to float through the room.

He takes his seat, and waits.

[Vancouvia]

Ambassador Montgomery Alabama enters the room, questioningly looks around, and then says, "I'm here for the... the meeting?"

[Jagellion]

IC: King Wlaidslaw will be coming to negotiate. He arrives to Vermelles and says: "Wow! Our funds to this city turned out great!"

Wladislaw comes into the conference room and takes a seat

"So, I see Vancouvia was careless enough to send some amateur delegate. If they don't care why did they even state they have a problem with it?

Montgomery was shocked. "Sir, I will have you know that I have 13 years of experience in diplomacy. Now if we can stop with the rambling threats..."

"Mr. Charrier, I must say, you have a very lively city here. It is quite nice indeed."

[Tuernia]

OOC: Charrier is a man.

"Your Majesty, please, that is no way to begin such negotiations, I'm sure Mr. Alabama is supremely qualified." said Charrier as he rose from his seat and pulled out the unoccupied one. "Hello your excellency, this is indeed the meeting, please have a seat. And thank you for your compliments, we do take pride in our small but wonderful city."

After they were all seated, he began speaking.

"Gentlemen, we are here today to find a peaceful solution to the current conflict between your two nations. I think the best place to begin would be to establish the facts. Jagellion announced its intention to annex about half of the unowned islands to its north, and graciously asked the leaders of the world to communicate with it if this were a problem. Vancouvia then released a statement threatening sanctions if these annexations went ahead, with, and I believe this is justified, an unstated threat of military force. Jagellion responded to this with an embargo. Now we are here to reach a solution."

Charrier looked at both delegates.

"Are we in agreement on these facts, or would you like to correct me in any way?"

[Jagellion]

"Excuse me, I'm sorry for my attitude. Anyway, those facts are right."

[Vancouvia]

"I forgive you," whispered Alabama as he leaned towards the King.

"Those facts are correct, carry on, if you will."

[Tuernia]

"Excellent." said Charrier, as he pulled out a map of the concerned region.

"Now, I'm sure we're all eager to avoid a mutual embargo, and certainly any military action. The former would have ramifications not only for both your nations, but for your trading partners, and the later would be a huge waste of human life."

"What we need to determine here, is what kind of compromise we can make. Jagellion wishes to expand, for economic and strategic reasons, and Vancouvia feels threatened by this. How can we allow at least some expansion, while maintaining an acceptable comfort level for Vancouvia?"

"Perhaps we could start with the issue of militarization, or lack thereof, as I think that may be where the problem lies. Would Vancouvia be willing to accept Jagellonian annexation if some agreement on restricted militarization were reached? And would Jagellion be willing to accept some agreement like this? I ask only for agreement in principle, so we can begin our discussion. Also, if either of you have some other offer or plan in mind, please, speak freely."

[Jagellion]

"I say, Jagellion gets to annex these islands with nothing to return to Vancouvia. Before Vancouvia announced their against the annexation of these islands, Jagellion had never even though about invading Vancouvia, and why would you feel threatened? Also, we shall come with a name for these islands, how about, The Strolsk Islands?"

[Vancouvia]

"Frankly, the VC doesn't care whether the islands are militarized by Jagellion or not. Their military does not threaten us. What does is their invasion of the islands for the sole purpose of selfish financial gain. Vancouvia gains nothing from allowing this to be carried out. In fact, our companies will actually lose financial profit from the new raw materials flooding the market."

Wladislaw is shocked. "And your calling Jagellion selfish? Just because you have nothing to gain from everything does mean you need to stop it! Jagellion doesn't have anything to gain from you occupying Illa Island, or Tuernia making Vermelles, or Rontbar annexing Lovsk! But are we stopping nations from doing that? NO!"

[Tuernia]

"Your Majesty, please! I know this is frustrating, but maintaining calm is essential to successful diplomacy." said Charrier, politely.

Charrier looked incredulously at the Vancouvian representative.

"Do you not find it ironic, sir, that you just said you are opposed to the annexation because it is for "selfish financial gains" and yet your opposition of it arises from a lack of "selfish financial gains" for your own country? On what basis would Vancouvia be willing to negotiate, then?"

He then turned to the King.

"Thank you your majesty, some names will make things easier. I will refer to these islands as the Strolsk for now, purely for ease of reference without currently recognizing Jagellionian sovereignty."

[Jagellion]

Wladislaw sits silently looking at Montgomery

"Strolsk? What a harsh name! My, I can see why you'd feel at home there." Montgomery placed his hands on the table.

"Oh, sure, it's ironic, but the VC has made it perfectly clear what our policy is on aggressive expansion. We must look after our business' and our peoples' interests. You're not alone, King, the Congress also saw fit to warn Cristo, which I may remind you is our ally." He paused.

"Also, what of their position? This is clear imperialism here. At least two nations are closer to the islands than you, and none of them have, to my knowledge, been consulted."

[Tuernia]

"Mr. Alabama, you're not giving us much to work with here. This expansion is hardly aggressive, there is no one to to be aggressive against in these islands. And expansion is not always an evil thing, nations grow all the time. As his majesty said, your own nation saw fit to expand into Illa Isle. It would be one thing if Jagellion were taking over another country, or if these lands were already claimed by someone else, but fact is they're not."

"Again, ambassador, I implore you to give me some basis for the beginning of negotiations."

"Trust me," said Charrier, trying to lighten the increasingly tense mood, "neither of your traditional names are as pleasant to the ear as French names, no?"

"Your Majesty, have you received positive responses from your neighbors? Or are you counting silence as tacit consent?"

"All our neighbors haven't been active for at least a couple days. Although I'm sure Polar Svalbard, a close ally will back us up. But, I want an apology, my close friends daughter's name is Strolsk."

[Vancouvia]

"Our brief, temporary occupation of Illa Island has nothing to do with this... Now, back to the situation at hand, I find it absolutely terrible that you have not bothered to talk to the closer nations before staking a claim. This only further shows your aggression."

Charrier called for a root beer for the ambassador, while internally thinking that was a ridiculous choice of beverage for a diplomat in the midst of serious negotiations. It quickly arrived, and he then spoke.

"Sir, it's easy to see why we think it hypocritical of Vancouvia to be so recalcitrant over this matter, when you not long occupy Illa Island, but have invaded Bhumidol as well. Although that was, as most would argue, justified in the face of Bhumidolese human rights abuses, you seem to apply very different standards to others than those you apply for yourself."

"You keep bandying about "aggression," it's simply a buzzword sir, more fitting for a press conference than the current discussion. Your continued rhetorical digressions and attempts to rile up his majesty leave me seriously in doubt of your sincere attempts to reach an agreement."

If the islands were to, say, be utilized for common regional use, we would be very up to that compromise. A takeover by Jagellion would hurt everyone but Jagellion, that much is certain."

"And you think that sanctions and possible military force are justified or expedient to secure this goal? Do you not think that the region would likely cast aspersions on your clear attempt to restrict Jagellion? Certainly there are many nations with similar goals which would stand against you."

"What we have here is the chance to set a precedent of peaceful expansion, of negotiated solutions. Failure here means a precedent of conflict whenever nations want to expand, which is something Vancouvia cannot hope to stop."
