Egalan Opposition Seeks Foreign Assistance

Egalan Liberal Initiative

Greetings to all the freedom loving people around the world.
We are a group of intelectuals, entrepreneurs and progressive citizens trying to peacefully move our country away from socialism.
Please help us in our endeavour.

Some information about our country, it's political system and our movement:

1) Egala and it's states.
The country was created out of three historic regions; West, East and South Egala. Today, it is divided into 10 states.
The states in the West Egala region
W1 Lalike (4% of the population)
W2 Karga (5%)
W3 Salagia (10%)
W4 Kadon (5%)

The states in the South Egala region
S1 West Kunogala (9%)
S2 East Kunogala (11%)

The states in the East Egala region
E1 Teregala (23%)
E2 Ukleria (9%)
E3 Danoronia (14%)
E4 Kapitalograd (10%)
Image

2) The country's political system.
The confederacy has no head of state nor a permanent head of government. It is collective leadership is called The Executive Council (EC). It is a government in which every minister is elected through a two-round system with more than 50 percent of the vote. Voting is compulsory and takes place every four years. The Council, which runs the country's day to day business, has a chair which rotates once a month and which is mostly a ceremonial position aside from some rare cases of domestic emergency.
The Council proposes new laws and changes to existing laws which are then decided upon in regular referendums by the population. It has the power to amend minor regulations without referendums, but they can still be called to overturn such changes if enough signatures are collected (5% of each state's electorate).

Although political parties are illegal, the country is de facto run by a socialist coalition of trade unions as membership in these is almost obligatory for all those employed and the unions have great influence on the outcomes of elections. For example: The Egalan Union of Healthcare Workers and The Syndicate of Egalan Pharmaceutical Industry will hold a joint election amongst their membership to choose their candidate for the minister of health. This candidate is then supported by the unions' substantial assets and is almost a sure victor. This happens in most elections and the unions have a strong ally in the academic establishment.

The states have their own State Councils which are elected and operate pretty much the same way as the Executive Council. These have limited powers as our country isn't much of a confederacy despite it's name. Here too the unions are a dominant force, although their power varies from state to state.

3) About us.
Since political parties are outlawed and open promotion of capitalism is a punishable offence, for a long time we were nothing more than a network of like minded citizens without a formal hierarchy or a plan of action.

This changed a year ago with the latest EC elections where two of our members achieved impressive results.

Professor Kragudan won 20% of the vote when he ran for the post of minister of economy and finished second. In both states in the southern region he won around 40% of the vote, just a few percentage points less than the winning socialist candidate.

Professor Nerania won 17% of the confederacy-wide vote for the post of minister of agriculture and the countryside. She too performed much better in the south than in the rest of the country.

Another result prompted our members to get more active in politics and formalise our organisation:
Jurist Ravicek was elected as foreign minister with 70% of vote. He is from West Egala, the only region where transition to socialism was achieved through mostly violent means and he seems to think this to be the best way to do it in general. Our country always had a sizeable defence force, but it was only under him that it started with significant interventions into foreign conflicts, not caring what kind of a dictator we're supporting as long as he espouses a socialist ideology. We're worried that this will end up badly for our country as he seems to have considerable support for this among the populace. We want to change the tide of popular opinion against such action and restore our country's peaceful image.

For this we need funding and other forms of assistance. Here are some reforms we wish to implement.

I-Egala has strict laws which force companies to allow all employees to have a say in running it. This is illogical and goes against basic property rights as well as making efficient management of business unnecessarily dificult. We would abolish these rules for privately owned companies and abridge them into a more efficient system in the public ones.
The number of large privately owned businesses is small due to the only way for entrepreneurs to get capital is by applying their project to the Ministry of Economic (either state or confederal) for finance, giving the Ministry a large stake in it, often a majority one. We would change this to a simple loan system as well as help establish alternate, market based forms of finding and offering start up capital and other financial services for companies and citizens.

II-Egala treats churches as businesses and taxes them heavily, as well as forcing them to include workers' management like other companies. We would allow the churches to have their traditional hierarchies and free them from taxes. We would allow religion classes in schools for children of parents who want their kids to attend them. The country is mostly irreligious although there are still people wo follow our traditional faiths, more so in West Egala than elsewhere. The government's strict stance towards religion is supported by the populace as a foreign militant group landed in Salagia several years ago, recruited some local fanatics and started a guerilla campaign which was quickly crushed.

III-The country's main armed forces are made up of professionals, but every citizen has to undergo 2 months of military training after which they can be called to serve in their state's National Defence Force in case of war or other emergency. We would abolish this mandatory service and keep the military as an all-volunteer force. We would cease all foreign interventions aside from those made for humanitarian reasons.

IV-Commercial production and sale of pornography is illegal. We would legalise and regulate it.

4) Our leadership, current plan of action and how you can help
President of the ELI- Professor Kragudan, 48, East Kunogala, university macroeconomics lecturer.
1st Vice president- Professor Nerania, 52, West Kunogala, dean of the state's agricultural faculty.
2nd Vice president- Doctor Korkov, 45, Kapitalograd, surgeon.
Chairman- Eyeglass Maker Rokodan, 33, East Kunogala, entrepreneur.
Vice chairman- Agricultural Worker Djovilek, 62, Karga, farm owner.

Our president and some other prominent members will run in the upcoming election for the East Kunogala State Council and we believe that we have a good chance to win and show the rest of the country that implementing liberal measures will benefit us all greatly.

Please help by giving us financial means, volunteers or other peaceful means of assistance you deem fit.

OOC: I'll post another group's plea for help in the next post, but here are some rules, guidlines and explanations for the roleplay
1)Don't invade the country. In this roleplay it's a large and well defended country with a loyal population. Only if you manage to make it plunge into a large scale internal conflict may you intervene.
2)Feel free to ask if you'd like to know more about the country, characters or anyting else for the sake of the roleplay or curiosity :)
3)No godmodding, obviously.
4)You can play your citizens whether just some bloke trying to help the opposition or an important figure sending them cash or other forms of aid. Of course you can play several characters, it's prefered.
5)You can play an Egalan oppositon member, whether a candidate or just some ordinary person supporting them in their own way. Before you make this character please ask me for permission. I'll probably give it, but I just want to make sure their story is consistent with the larger one (for example two players might try to have their character be the ELI's candidate for the same position). You can play more than one Egalite as well.
6)The ELI isn't being persecuted as they don't have a real party structure. The leadership is formed in a sort of think tank and most of the membership is unofficial so they're not breaking the party ban. They are also not persecuted for trying to restore restore capitalism because they aren't calling for capitalism, they claim they're just trying to correct the failings in the socialist system. Have that in mind during roleplay.
7)The Egalan names include their position in society and one personal name.
8 )Detailed responses when IC please.

OOC:Since much about the country was explained in the previous post, this group's positions and description will be in a much breafer form
Patriotic Brotherhood of Egala
Image
To those who have the will to stand up to world communism.
We are a group of patriotic freedom fighters using any means necessary to save the soul of our nation from the red plague.
Join us in our cause!

Our leadership:

Leader of the Brotherhood- Kickboxer Parulek, 30, Salagia, sportsperson
Deputy Leader- Schoolteacher Grudov, 31, Kapitalograd, geography teacher
Regional Commander for East Egala- Musician Gurena, 26, Teregala, frontwoman of Patria Tontrius, a heavy metal band
Regional Commander for West Egala- Agricultural Worker Garanek, 41, Karga, farm worker
Regional Commander for South Egala- Comrade Faludan, 38, West Kunogala, freelance worker,

Our programme:

We see that the socialist system ruins the natural order of things in our country and we plan to reverse this degradation. Strict hierarchies will return to both workplaces and families with fathers and managers appointed by state leadership running things with wisdom and firmness.

We will prolong the military service to 6 months and expand our armed forces. They will be used to fight the red menace wherever it shows it's ugly head.

We will abolish the direct elections of ministers and regular referendums. A society is only strong as it's leader. The Brotherhood's leader will be in charge of naming ministers and passing new laws.

We will curtail the rights of sexual deviants and others who may try to spread immorality through our society.

We will introduce the position of State Governor. These will be named by the brotherhood's regional commanders.

Our plan:

The vast and somewhat sparsely populated West Egala is where our revolution shall begin. The people here have always stayed true to our nation's warrior past, more so than in the other regions, which can be seen in the structure of our armed forces. Half of our servicemen come from this region which accounts for less than a quarter of the population. Here we will first light our nation's warrior flame and let it spread to other regions where people will turn on their communist masters when they see how deceived they were. Although we do not promote an official religion, we will ally ourselves with the churches prosecuted by the government to boost our numbers.
For now we are small in number, but you can help us with cash, other material, volunteers and trainers.

Untill the final victory!

OOC: needless to say, this group is outlawed. It has a formal membership in form of some urban gangs in it's makeup, but they are only connected through the leadership which is unknown to the authorities. They are not currently involved in a guerilla struggle, but the candidates they field win a small amount of votes and this looks to be the only viable course of action for it's leadership.

Greetings Professor,

We have seen the Egalan Liberal Initiative's cry for help, and as a democratic-socialist nation, we are sorry to see you move away from our ideology. But, we understand that every nation should be able to make its own choices. The Workers' Khanate does see you as the best choice for the next Egalan government. Kheeriin is willing to donate $15,000,000, 4 unarmed biplanes, (for dropping information pamphlets,) 100 reams of pamphlet paper and 10 industrial printers. We only ask of two things if you wish to receive our assistance; first, allow all forms of political parties in Egala if your movement overtakes the government, and secondly, please try to avoid fighting with other factions. (If you are attacked by your government or any other faction, we will donate soldiers that wouldn't fight under our flag, but yours.) We do wish you luck and hope you use the donated resources as well.

May luck come your way!
Kablai Khan, First Khan of the Workers' Khanate of Kheeriin

P.S If you wish to have your political movement become Monarchist, (which I highly doubt, but I believe it could happen,) you could become the first nation to join the Kheerish Commonwealth and share the glory of the Second Golden Horde, but only if you wish to.

Thank you for your offer. Right now we don't have any weapons as they are off limits to private citizens. Once we arm and train our initial fighting groups we can proceed by raiding National Defence Force depots in West Egala and recruiting people in towns and villages. If you'd support that, please proceed by sending instructors, infantry weapons and hard currency to landing spots in Lalike ,Salagia and Kadon where our men will be ready to pick them up and proceed in organising a fighting force.

From: Professor Kragudan, President of the Egalan Liberal Initiative

We were thrilled when we heard of your generous aid. My fellow liberal candidates and I have registered a joint campaign account on which you can deposit your donation. We're not sure if it's legal to drop pamphlets from the air as the law is ambiguous in that regard and it was never done before, but the biplanes can be used to fly banners. As for the pamphlets, we can still hand them out on the ground, but here we are at a disadvantage as the union backed candidates can count on an army of activists to back them up.

As for the conditions of your support; we have no interest in violent action and we wholly condemn it. The legalisation of all non-violent political parties is something we will also promote whether in government or not. We have no intention to promote monarchism and indeed such a position would diminish our image as serious reformers as the population in all parts of Egala is staunchly republican.

Thank you a lot for your aid and your dedication to human liberty.

A day after he arrived the agent was visited by a couple of men. One of them was a skinny bespectacled man with a pony tail who introduced himself as the Deputy Leader of the Brotherhood, while the other man was large, tattooed and was indriduced as a footsoldier of the movement.

The Deputy Leader was impressed by the agent's luggage, full of guns, ammo and radios. He told him they'll send it to their groups in the western part of the country to help them defend themselves from the police.

''But the best way to build up our arsenal before we start with the armed struggle would be to bribe guards in smaller NDF depots and just take them without causing much of a fuss. We'll need monetary funds, preferably local currency for that. Another way you can help us spread our message across would be through helping organise concerts for bands who support our ideology. Maybe send some big names from Northland to perform.''

"The Church of Northland gives me whatever I need I I told them of your plan and they have granted you use of a special account that has been set up in your group's name." said Jason Hurid also handing him a card with the piece of paper taped to back with the pin number on it of 7723.

"By the way I have decided to stay as long as you need me to and the account has about one million dollars in it there is a group that will raise funds for the account every month $10000 will be wired into it. And the Lord of Foreign Affairs Sir. Keith Anaya will come here in three week to meet with your leader. ", Said Jason Hurid as he laid on the the sofa turning the TV on.

''Better not. Such a high profile visit will divert the communist regime's eyes towards him.'' He thought about it for a while as the footsoldier took the bags with the equipement and carried them away. ''No, wait. There will be a martial arts tournament in Kapitalgrad in a week. Our leader will be participating and your foreign affairs guy could attend and mingle with the fighters.''

The man put the bags into his car and drove off westwards, calling the Regional Commander for West Egala to ask him where to deliver the goods.

Grudov and Hurid turned towards the TV as the newsreader was talking about East Kunogalan State Council elections which will be the closest in a long time.
''What do you and your government think of those guys?'' Grudov asked Hurid about Professor Kragudan and his comrades who were answering some questions on the screen before the news shifted to talking about a new pair of turtles in the Kapitalograd Zoo.

"As it not proper for me to speculate what the King thinks about any other nation, but me personally think that the way they want the government of this nation to run will make it weak in the event of an emergency Northland has been a kingdom from the midevil times and we're only just a few years ago allowed the king to be elected after there are no more males left in his family to take the throne. If that happens then the Church of Northland holds an election for a new Royal Family. Any strong nation needs a strong leader that cares for their people and protects them from heathens both inside and outside of the nation. Plus this man looks as if he lays with other men.", said Jason Hurid as he sent a message to Sir. Keith Anaya telling him about the martial arts tournament in Kapitalgrad in a week.

Grudov laughed at Hurid's remark about the professor. ''Yeah, he does.'' he nodded, although he looked just like a regular professor in his late 40s.

The martial arts tournament was to assemble mostly Egalan big names, but some international competitors would be present too, including one from Northland. Parulek was the state champion of Salagia, but he wasn't the favorite in this tournament.

''This church of yours. Does it have any ecumenical ties with the Egalan religious groups? They mostly worship traditional deities here. None of us in the Brotherhood leadership are religious, but the whole brotherhood has a positive disposition towards the Wargod.''

''Not just yet. I'll need to consult our Leader about that and the commies will probably catch them if they aren't careful. They are always suspicious of religious workers.''

The two men settled on some minor details and Grudov went home to grade some tests.

The guns provided by the kingdom were distributed to some Brotherhood gang leaders. Over the coming weeks they could prove itself a more useful tool than previously thought. With other street gangs mostly depraved of firepower, the Brotherhood would have a chace to have it's numbers swell considerably.

After Grudov went home Jason returned to watching the local news about the upcoming elections in Egala he was doing so to get as much information about the opposition group as he could. His research would take two weeks so he could write up a full dossier on the Egalan Liberal Initiative and leave it for the Patriotic Brotherhood of Egala leaders to use.

Colonel Jason Clark stepped from the boat with his entourage and began heading to the rendezvous point. The Bureau had been contacted by some "Patriotic Brotherhood", which was seeking help in opposing the Executive Council. Most of Lerro's intelligence analysts believed the Egalan system was too entrenched to be effectively destabilized, peaceably or otherwise. Under their new foreign minister however, Egala had undertaken an aggressive foreign policy, propping up socialist loony-tunes every which place. Even if this Brotherhood had little chance of seizing power, whipping up some domestic troubles and hindering Egala's ability to project force was a desirable goal. Lalike was believed to harbor a higher degree of anti-government sentiment, so it was here Colonel Clark was supposed to meet some representative of the Brotherhood. In case they hit it off, then arms and cash would be forthcoming.

Getting information on the Egalan Liberal Initiative was harder than he thought it would be because of the fact that they had no central membership roll or anything, but he didn't work is way up the Inquisition ranks to Reconnaissance Man by sitting around doing nothing. Then he decided that he would pose as a report to ask the sitting government officials some questions about the Egalan Liberal Initiative he just needed the help of the missionaries within Egalan boarders if there were any so he called the Church of Northland and after two hours they told him that there were two missionary houses in Egala that would be at his disposal if he so needed them.

After which he contacted one of the houses and asked them to look into the Egalan Liberal Initiative for him which they did, but he instructed them to do so carefully as the current government doesn't like religious groups too much and that they should tread lightly.

Missionaries are trained to use small arms like handguns, shotguns, and SMGs and always work in 12 man groups.

Colonel Clarke and his men were met by a group of people, mostly in leather. He was approached by a bearded muscular fat man in his 40s who introduced himself as Regional Commander Garanek. Next to him was a woman some 10 years younger seemingly a bodyguard or a lover.

He explained to them that Lalike would be the best place to set up training camps due to it's geography being dominated by mountains and forests. There are some villages and towns where ethnic minorities live which have been having dissensions with surrounding Egalite settlements. The brotherhood could use this to it's advantage. In this region people were always more inclined to settle political differences with violence, but for every person that might consider joining the brotherhood, there are 3 or 5 outhright ready to fight it. In other parts of the country the number was even higher.

''We'll need some time to overturn communist indoctrination in the populace. As for any supplies yall have brought us...''
He pointed towards a small agricultural lorry and some motorbikes around it. ''We'll distribute them with these, but I'll have to return the lorry soon. It's my boss'.''

OOC: Garanek's boss is the ELI deputy chairman and that woman is his daughter who works on the same farm as they do.

Possible interviewees in the capital were Health Minister Nadova, Interior Mininister Burov and even Doctor Korkov of the ELI.
None of them were planning to visit the upcoming tournament and if Keith Anaya were to visit it the Egalan Foreign Minister probably couldn't meet him due to being out of country, but his deputy could.

The missionaries reported back to Jason Hurid after talking with Health Minister Nadova, Interior Minister Burov, and even a man named Dr.Korkov and told Agent Jason Hurid that Sir Keith Anaya would be able to attend the tournament to meet with the brotherhood leader in secret while using the excuse that he's there to talk with the Egalan Deputy Foreign Minister where he may be able to get information on E.L.I., the missionaries said that he would probably need to be accompanied by four knights for protection as they found a lot of possible threats in the country that they couldn't confirm or prove otherwise false, but they said Sir Keith Anaya should play it safe. After Jason Hurid finished the report he called the castle to let the Lord of Foreign Affairs Sir. Keith Anaya know of the situation and what he would have to plan out for his visit after which he contacted the Knights of the round to set up his protection detail and plan of action for his "visit" with the Egalan Deputy Foreign Minister, but he was going to pass a note to the brotherhood leader with instructions on how to better organized his group written with the advice of Bishop Donald Welch of the Church of Northland. After Sir. Keith Anaya received the note from Bishop Welch he boarded his private jet and make his way to the Egala to attend the tournament.

Bishop Donald Welch's role in the Church of Northland is to help set false flag attacks to set up events to make one group look better than the other. The secret note can say whatever you like.

"We understand the difficulties of irregular warfare." Colonel Clark motioned and his entourage began to hand over the supplies. "Early on, your only goal is surviving. Then you grow, then you fight."

The Egalan military was larger than Lerro's; in case the Bureau was discovered aiding a violent opposition group, there could be an issue. Furthermore, Clark didn't quite trust this "regional commander", certainly not as someone who could skillfully propagandize.

On the other hand...

The Egalan government was heavily corrupt. If they acted too brutally in trying to suppress the Brotherhood, it could backfire on them. Plus, bribed officials could be made to do or ignore many things.

"Do you have any contacts within the regime?"

Sir. Keith Anaya had arrived in Egala and made his way to his hotel under escort of the Egalan police and six Northland Knights, Sir. Keith was amazed at how many people showed up to the airport to see him arrive he thought it may have been staged, but he couldn't be sure he just waved to the crowd as if he had no suspicions the crowd looked like they had never seen another nation's foreign minister before. He walked to the car that had been provided by the Egalan Police the Northland Knights had checked the car for bugs, bombs, and other objects that may be of harm to Sir Keith.

The Knights were also granted cars to follow Sir Keith where ever he needed to go.

Knights wear a modified midevil knight breastplate with a black trench-coat over it and have a lapel pin with the royal crest on it.

The Interior Minister is a former firefighter and even though he's an able administrator, he's been mostly tackling street crime and corruption and wasn't experienced in counterinteligence. The interviewer got a clear impression that the minister didn't consider the liberals an organised and dangerous group, even though he disagreed with their positions.
Korkov was honest about the ELI's chances being strong only in the south at the moment, but he hoped that they could cement their hold in that region by attracting aditional allies and suporters after their victory and spreading to the rest of the country.
He wasn't explicit, but the one person they wanted on their side was Transport Worker Lianin, a South Egalan business owner known as ''the last rich man in Egala''.
This man owned several small firms that formed a transport network in South Egala and the waters around it. He effectively put people loyal to him in right positions to direct the ''workers' democracy'' in the direction he wanted it to go in his companies. He was also rumored to be a major player in the region's underground, but no interior minister managed to connect him to the crimes. Animosity between him and the union leaders was no secret.
The Brotherhood's leadership and membership in the southern region were an unemployed bum and a bunch of his mates respectively, they too would love to get the ambitious Lianin to their side.
The missionaries suggested that the note be a formal but secret recognition of the brotherhood as the legitimate government in order to help them attract other extremist groups into their fold, maybe even get Lianin as an ally by offering him rule over the whole of Kunogala.

''Not in the highest echelons.'' he admitted. ''But I'm sure most of our men know a few minor officials personally. Some of us are ex-military, so there are bound to be some contacts there.''

The men loaded the supplies onto the truck. The smaller bags they put on the backs of their bikes.

''We're also getting some help from Northland Republic. It would be vise if your leaders got in touch with theirs to coordinate your efforts against the reds in Egala.'' He admitted. He wasn't sure about doing so at first, but decided to rather risk Clarke being a double agent than to have Lerro and Northland stepping on eachother's toes.

''They have an agent in Kapitalograd. I'll have our Deputy Leader take you to meet him if you'd like.''

Sir. Keith Anaya made his way to the same hotel as Agent Jason Hurid where the two would meet in secret and plan for the event and on how to slip the note to the brotherhood leader, Sir. Keith Anaya added transport worker Lianin's name to the note which contained a secret yet to be made public by the Church of Northland endorsement of the Brotherhood. Sir Keith told Agent Hurid that if he was captured in this country the Kingdom would deny he worked for them or was even a citizen and that they never spoke. After which Sir Keith Anaya went to his room to get some rest before the tournament in a few days outside his room two knights stood guard and the rest were in the room across the hall with cameras in Sir Keith's room and one at the door to keep track of visitors.

Clark thought for a few moments. "I am not authorized to set up a joint effort with any foreign state at this time. If they are willing to talk, then we can do that, and I can get in touch with my superiors." He motioned for a few of his guards to follow him. "The rest of you", he ordered to his men. "Stay here."

Perhaps if Northland had come to the aid of these gentlemen, there was something virtuous about them that he had missed. What's more, if this operation was exposed, there was a chance the Northland government would take the heat.

At the moment though, Clark had the physical safety of he and his men to worry about. "How much of a military presence does the central government have in this area?"

Sir Keith was approached by one of the knights and made aware of Lerro's Colonel Clark being in the nation and that he may be a threat to Church interests, with that Sir Keith told the knight to have a missionary set up a meeting between the two of them. The knight called a missionary and asked him if he could set up a private meeting between Sir Keith and Colonel Clark after the call a missionary in the area where Colonel Clark was at walked over to Colonel Clark and asked for a moment of his time to talk to him.

Colonel Clark looked at the uniquely decorated Northland soldier. He did not have a dossier on Northland and was unaware of how to address a knight. Still, this could be a fruitful conversation.

"Very well."
