[Draft]Sexual Education Act

Looking upon the disaster of unplanned and unwanted pregnancies, resulting from bad education about sexuality
Concerned about careless sexual acts without a thought towards possible sexually transmitted diseases
Determining that this can be solved at least partially with education about sexuality
The World Assembly
Mandates member nations to provide education about the possible consequences of sexual acts, including but not limited to reproduction and transmission of sexual diseases, about what is considered to be a sexual act and about common methods to prevent reproduction, as well as their safety, once to every inhabitant, as soon as they are
1. able to understand it
and
2.able to reproduce
Allows member nations to leave out details that education, as long as most of those who were educated
1.are not reproducing because of a lack of knowledge
2.are not considering forbidden sexual acts to be legal or
3.are not performing sexual acts without the knowledge of it being a sexual act
Mandates member nations to educate every inhabitant who cannot consent because they are not considered competent, for example because of their age, about which acts are generally not allowed to be performed on them, or to be expected to be performed on others, as soon as possible.
Allows member nations to leave out details in that education as long as most of those who were educated are not assuming forbidden sexual acts to be legal
Forbids member states to demand money or other benefits for education they have to provide under this act, except under other provisions in this act
Tasks the WA General Accounting Office with providing partial or full fiscal compensation for such education mandated by this resolution to member nations struggling with the fiscal demands of this resolution.

"If the WA is going to mandate members teach something so specific as this, it really ought to provide funds for those nations which struggle to comply with existing education reform. Why are we teaching these facts to individuals as soon as they can understand such a thing? Seems rather like putting the cart before the horse if individuals can understand years before they will ever be able to reproduce. Depending on the level of detail required for understanding, this can do anything from requiring sexual education to 9 year old humans to necessitating a college degree in biology for the full impact to be made. As usual, the format is sophmoric at best. You really ought to take a long hard look at existing resolutions for formatting."

Third draft up. Removed a critical error that would have rendered this piece of legislation useless(added in draft 2)
Restructured to make intentions clear.

This is not a good idea, nor even particularly necessary. It's clear you're trying to protect kids from being sexually predated upon, but the way to do that is not to instruct them in all the various ways in which they might be violated. There's a way to warn kids about perverts without making a huge list of all the things the perverts want to do to them.

We haven't changed it yet, but would the following wording be better, in your opinion?
Mandates member nations to educate every inhabitant who cannot consent because they are not considered competent, for example because of their age, about which body parts should not be touched by others normally, or touched by them on others, because it would be sexual abuse.
