My vote personally goes to Tojo but

Adolf hitler: created of the nazi interment camps for the disabled, Jews, blacks, and anyone who spoke up to him. Murderer of 12 million human beings.

Joseph Stalin: leader of the communist Soviet Union during and after for about 15 years, he caused famines and had soldiers murder farmers for not working hard enough then he caused random people in town to farm, they didn't know and they didn't produce enough. They were murdered too. His communist society said that if you spoke up to those above you, you might get killed. If you wasted their resources, you and your loved ones would be hurt. Murderer of 20 million human beings

Tojo: "leader" of Japan during World War II, when Japan saw their soon to be loss, they told women and children to find sticks and sharpen them, to charge at the Americans and stab as many as possible before you were shot. He was the inventor of kamikaze, where you would board a plane with a bomb in it, and drive yourself into a ship, committing suicide but also killing the "devilish" Americans. Osama bin laden: leader of the al-Qaeda a group that claimed responsible for 9-11, and many other horrible terrorist attacks. His group still exists today, however it has broken up because of his death.

Kim Jong il: Supreme ruler of North Korea from 1994-2011, he caused multiple horrible famines in his country and was the leader of a terrorist group that was based and attacked HIS OWN COUNTRY.

Kim Jong Un: Current Supreme ruler of North Korea, recently he has been in a scandal where the press found out about him doing executions by shooting cannonballs and other guns at his victim, till he/she dies

I would say it was Adolf Hitler. He committed his actions out of hatred. He also started World War II.

You can judge them solely based on that, but I tend to go for using both intentions and outcomes to judge an action. Makes intuitive more sense to me, tbh.

And Mao is still a mass murderer even discounting all the starvation. He wouldn't be the worst based on that count, but still up there.

In my opinion, the classification for "Worst person" should go to whomever had the worst intentions from the outset, and not necessarily the most success at implementing that plan. I don't quite know who that would be, though. Hitler, probz.

Why isn't Abu Bakr al-Baghdadi, the leader of a religious extremist group that has made repeated threats against the world, on the poll?

(He's the leader of ISIL)
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

Hrm. This is always a tough one because it glosses over some rather nasty things that historical figures from a little longer ago pulled off. Like, Genghis Khan apparently built mountains out of the skulls of people living in the cities that wouldn't surrender.

Without making a definite claim, I'd suggest Joseph Mengele. He had a rather hands on involvement in the holocaust that makes him nastier than your regular Schreibtischtäter. So evil was he that not even his comrades in arms from the Waffen SS wanted to be associated with him and attempted to have him struck from their rolls.
