I am of agreement that the wording is vague enough for exploitation. The Community of LoLaF takes immigrants rights very seriously and as representative of those feelings I do not believe your draft is doing everything possible to protecting them.

First off "MANDATES that member nations accepting incoming immigrants do everything in their power to ensure immigrants' safe travel" only protects immigrants coming into nations that are accepting immigration. Any immigrant attempting to escape persecution or poverty by going to the nearest nation over can still be abused or put at risk, even by the nation itself if they simply make immigration illegal.

Second what does "everything in their power to ensure immigrants' safe travel" even mean? It could be anywhere between not providing any obstacles or a mandatory fist class plane trip across the border.

And once again "do everything in their power to prevent exploitation of immigrants" is still vague. Especially within nations that exploit their citizens regardless of how they got their.

But if you work making your proposal more effective It will definitely have my support.

Safe travel ... where? To/from the nation in question? Within that nation's borders after they arrive? Forever, after they decide to immigrate to a particular nation? This needs quite a bit of clarification.

REQUIRES that member nations track all immigrants to their borders through registration and border control;

Track ... for how long? X days after they immigrate? Z years? Are all immigrants to be implanted with a computerized chip to allow their constant GPS location to be determined?

Also, what about those who feel that this is a severe overreach of governmental and WA authority? Why do you feel that this tracking is warranted or needed?
