Reccomendation for the Admission of Calaverde to the General Assembly

The Security Council,

Having received and considered the application of the Republic of Calaverde for membership in the United Nations,

1. Decides in its judgement that Calaverde is a peace-loving State and is able and willing to carry out the obligations contained in the Charter, and accordingly,

2. Recommends to the General Assembly that it admit Calaverde to membership in the United Nations.

Yes. They passed legislation to join and the Secretariat has received their letter. We expect they will appoint a Permanent Ambassador E&P if their membership comes to vote in the General Assembly.

A resolution of the United Nations General Assembly on
Accessibility to Public areas for the disabled


Author: The United Kingdom of Great Britain and Northern Ireland

The United Nations General Assembly,

Reminding all nations of the The Standard Rules on the Equalization of Opportunities for Persons with Disabilities, adopted by the General Assembly in 1993, grants handicaped people and people with physical, mental or sensorial disabilities basic rights and promotes equal chances for these people compared to "normal" people

Furthermore reaffirms this resolution

Notes with regret that accessibility to disabled people, granted in this text, is unfortunately poorly implemented or even totaly ignored in some nations.

Therefore

Calls upon all member nations to check and eventually improve their facilities to help accessibility to public areas to the disabled a all times.

Requests the World Health Organisation (WHO) to supervise and act when the accessibilty of the disabled is not respected

Furthermore creates the United Nations High Commission for the Disabled (UNHCD), managed by the World Health Organisation (WHO) and the Economic and Social Council (ECOSOC), in charge of promoting the rights of the disabled including the right to accessibility to public areas, schools and cult areas and of reporting to the ECOSOC and the WHO any violation to the rights of the disabled.

Encourages financially lesser developed poorer countries to implement facilities helping the disabled to have access to public areas by giving a special fund.

The People's Republic of China would first like to know where the funding for these programs will come from? Will the United Kingdom be increasing it's UN contributions?

Of course developped nations would have to slightly increase contribution, but the project will mainly be financed with penalties towards nations who do not grant access for the disabled to public areas. When there will be no more fines, this will mean that all countries grant perfect access to the disabled, and the UNHCD's mission will be accomplished.

We can expect some $2.8 billion USD for 2015 membership contributions. The question is if developing nations are going to be able to afford these penalties and, furthermore, if developed ones will opt to pay them.

developing countries will be able to pay facilities for disabled, and there will be no penalty if they use it correctly . The fund is for improving access to the disabled, not buying nation leader's new car or weapons or whatsoever. If the fund is well used, no penalty no financial problems.
