Treaty of Mutual Defense and Cooperation
The following entails an agreement between the nations of Larsaka and North USA respectively
Article I: Defense
If either Larsaka or Northern USA is attacked, the other nation will come to its aid in all ways possible, including economically and militarily, as fast as possible. However, Larsaka, Silva1, and Northern USA are not obliged to come to each others aid during an offensive on another country, unless this other country declared war first.
Article II: Technology Exchange
Northern USA and Larsaka will exchange technology to improve each other’s situations. This includes defense technology, environmental technology, and industrial technology.
Article III: Free Trade
All trade between Larsaka and Northern USA will be free of Tariffs and taxes to promote trade between the two great nations. As well, each nation shall receive slots in each other’s airports and harbors to promote travel between the two nations.
Article IV: Cultural Exchange
To promote cooperation between the two countries, an exchange of Culture centers shall occur. As well, a foreign exchange program shall be created and implemented to increase cultural exchange.
Article V: Embassies
An Embassy shall be built in Washington DC and Larsaka City to promote political exchange and cooperation.
Article VI: This treaty shall expire in 15 years.

The move will also allow the regions nations to vote on a singular tariff that all member nations agree to. the move will seek to integrate the economies of Caprica into a unified trading bloc of nations.The move will allow the free movement of goods within the 4 nations within the agreed upon zone.

Another Major Agricultural trade, spearheaded by Gov. Jessop sparks concern over involvment

As many in Radicchio already know from previous announcements by Gov. Roman Jessop, Ag-imports are a major focus of his in the 2015 cycle and his involvement in the issue has caused much controversy as it has been revealed that he personally profited to the tune of $15 million Colonial Ducketts from his work in the sale of the Radicchio Colony's entire annual Citrus surplus to South Seas Soda Co. last year.

Earlier this month the 70 year old Gov. Jessop gave an interview which sparked controversy among the Radicchian People and many of his fellow Governors have publically detracted his statements.

Jessop said that he feels "food security is the greatest security that a nation can have," while brushing the dirt from his hands at a local community garden, "we encourage our people to grow their own food where and when possible but we understand that what we need to survive is major crop imports" "that is the deal we need so that is the deal i make."
"Now you are going to see higher prices for rices and all grains in coming years if we cant continue to find these partners and they are getting more scarce." He continued: "the reason for that is that larger nations are concentrating too much on military security and not enough on their food supply. Crops are failing, wars are being fought all over the region and disasters strike." "Who are we going to buy our food from when these bullies have to feed their armies? where are they going to grow their crops when their nations are irradiated wastelands?" "Where are they going to refine and process that food when their entire industry is focused on the war machine?"

Since this statement and among much public pressure, Jessop has gone to work making his case for not only foreign imports but also for expanded and more technologically driven agriculture. Most Noteworthy has been his pressure for the purchase and implementation of technology from The Hatikvah of Yisrael which would effectively END commercial fish harvesting within the Radicchian oceanic zone.
Jessop insists (with the endorsement of prominent marine biologists and fishery experts) that the Oceanic Zone's marine life is nearly depleted and that the only choice Radicchio has of meeting it's domestic food requirements is to devote itself to "Aquaculture" type fish farming with an emphasis on new, foreign technologies (from Yisrael,) however his opponents' claim that his predictions are exaggerated and meritless, citing record breaking takes in tonnage and numeration among fisheries as evidence that the Oceanic Zone is thriving.

In a document released thismorning, Jessop disclosed that infact, his position on the board of Radicchian Manufacturing Giant, Wexler Industrial (sole owner of domestic production rights to the Yisraeli "Anywhere Aquaculture" technology) could stand to make him a considerable personal profit of the aquaculture program was implemented.
Jessop added that his "motives are to help Radicchio and to preserve it's way of life at any cost," adding "iI have nothing to hide, I am a businessman with public concerns, if a profit is made, then that is the Capitalist system and it does not change the facts in this situation."

Jessop is scheduled to meet with Dr. Jeff Davies of the SeaHab project next week to discuss issues ranging from the Seismic research to stepped down fishing within the Oceanic Zone.

New International Airport Planned

After much debate by the Radicchian Governors, it has been decided that Radicchio's new International Airport will be built on the Radicchian East Island near the East Orilenyo Flow estuary.
"We have decided to build near the estuary to avoid densely populated areas, afterall, there is no need to destroy people's lives just for a new runway", says Peter Cole, Under-Secretary of Public works for the East Island, "but nor do we need to turn planes away just because there isn't enough room to handle them in current facilities, Radicchio will be a new HUB for air travel thanks to this move." "The planes can fly over the sea rather than over populated areas, and a bullet train can take passengers to the city centers. Everyone wins."
The project is currently seeking new airline carriers and will be underway soon.

SeaHab announcments

Dr. Jeff Davies has confirmed today that following his survey of the hypersaline "underwater lakes" surrounding the SeaHab facility, which he has dubbed "salt pots," he has agreed to participate in a Government funded expedition into the salt pots in which he will help Naval experts study ballast procedures for making rapid descent and ascent procedures for submersible vessels into the brine wells.

The research will begin once his team has completed construction on a series of current turbines which are meant to provide the SeaHab Facility's power load once completed.
The Radicchian Navy is funding a portion of the turbine field under a grant to research current patterns in the area.

New Sonar Detection Array protects Oceanic Zone.

The Radicchio Islands enjoy a large Oceanic Zone coupled with the Archipelago Waters of it's sister colonies, the radicchian tropics and botany bay colony. In these protected waters, the Radicchian Sea Corps enforces exclusive fishing rights, limited shipping and protected research, among other activities which warrant heightened security and as well as the conduction security patrols.
This zone is becoming even more vital to the future of Radicchio, its economy and security and un light of recent Global, economic and political events, The Radicchian Governors have chosen to deploy a vast array of detection buoys at the perimeter of the zone as well as the parameters of the sister colonies Archipelago waters.
The array will include over 20,000 "flooded dome" surface buoys which will detect incoming vessels from super tankers to dinghys all around the parameter of the zone as well as a number of subsurface unmanned detection stations which will detect submerged vessels as well as track the movement of schools of migratory fish and sea mammals.

Additionally there will be an unlisted number of subsurface and ocean floor based buoys which will provide a so called "surface to surface" detection grid aimed at locating incoming fishing vessels, submarines and warships.

The Governors are considering adding an overlapping radar array to the system.

The statement said, "Larsaka Air, after hearing about a new International Airport being built in Radicchino, congratulates the colony on its great achievement and hopes it will promote cooperation in the region." Afterwords, a representative from the flag carrier answered questions from the press. We asked the question on everyone's mind, which was, "will Larsaka Air fly to this airport once it is completed?" The representative replied, "As a company, we our reasonably successful and have sufficient funds to open a new route to the region. It is up to the Radicchino government if they want us to fly into there Airport, and if they allow it, it will be the first step to open new relations between Larsaka and Radicchino." Another question asked was, "How many planes does Larsaka Air have?" The answer to this question was 100, serving on routes across Larsaka, Northern USA, and Silva1. Right now, Larsaka Air is a private company that recieves heavy funding from the governemnt, which has warranted the recent increase in destinations and Airport facilities.

In an effort to make Larsaka city the "Jewel of the world", The president announced that Larsaka city is planning to construct a gigantic expo center that will be the host of numerous events. This Expo center will be near the Airport and will have an event floor, huge dining haul, and an auditorium. The announcement comes at the same time as Larsaka also announced the construction of a trade building, which house the Larsakan Trade Ministry, a division of the government devoted to managing trade deals. After the recent MDT also created a customs Union, Larsaka has become a very viable partner for trade around the globe, and the current government organization could not handle the influx of communication. As well, this building will have office spaces for other trade organizations and major international companies which wish to operate in Larsaka. The building will be 100 storys in height and will become one of the highest buildings in Larsaka city once it is finished.
The airport Ministry announced that all gate rent at Larsaka International Airport will be cut by 5 percent for the next two months, in an effort to attract foreign airlines.

Chief Rihplii Approves Legislation "to Open Athretvari to the World!"

Nivârima — Chief of the Technate Ehlena Rihplii, only in office for six months, won a major victory today when she approved Technocratic College resolutions shedding Athretvari's isolationist policy and opening it "up to the world". She seemed overwhelmed as she was answered with thunderous applause from members of the Federal Lotterial College, the Technate's lower legislative chamber.

Chief Rihplii promised Lotterial College members that her administration would begin to establish a strong diplomatic standing around the world representive of the nation's great industrial and military capabilities.

Said Chief Rihplii at the Lotterial College 3rd Plenary Conference in Nivârima on Saturday, "The time has come for us to open up, to welcome, and to engage. We must set out upon this adventure, and seize the great opportunities that will arise from this awesome endeavor to insure our nation's peace and prosperity."

Chief Rihplii sought to assure conservative faction members by stating that Athretvari would be diligent in its affairs, and not enter into hasty agreements. But she also sought to appease economic faction members by promising to seek out trade deals with major active powers throughout the world.

"Do not fear, the promotion of mutually beneficial trade will be a core principal upon which our diplomatic efforts will be focused."

The resolution formally approves an agreement to allow Larsaka Airlines and Trans-Athretvar Airlines reciprocal rights to fly direct to and from the capital cities of Athretvari and Larsaka.

The resolution also formally recognizes and establishes normal diplomatic relations with each nation in the region.

Approval however for joining a Caprica trade or defense union wasn't agreed to by leading members of the Technocratic College after Chief Rihplii sounded alarm at too quickly entering into mutual defense agreements.

"We are a proud and capable people, we should not be too hasty in tying ourselves too tightly, or too quickly. There is no great immenent threat to our economy or security to warrant any hasty alliances," said Chief Rihplii before addressing the Lotterial College.

Chief Rihplii also condemned the violent terrorist attack in New York, North USA, saying, "Athretvari sends its deepest condolences to the victims of this awful terrorist aggression against civilization in North USA. Athretvari stands with the people and government of North USA in condemning this attack and we offer whatever assistance we can provide."

The Athretvar government also offers to work with North USA on combating international terrorism and cross-border crime.

The proposed trade union between Capric Ocean countries has shown progress today when Larsaka announced that all four nations in the Capric Ocean were very open to the idea. As well, Larsaka reiterated its wish for a Mutual Defense Treaty between Silva and Larsaka in the same announcement.

Air Larsaka has announced plans to open even more routes around Earthica and was recently voted "favorite brand" by Larsakan citizens in a pole. As well, Larsaka Air has announced new plans to by ERJ-150 regional jets wich will operate around the Capric Ocean only. The new routes will originate from Larsaka city and go to many new countries, including Calva, The Northern Kingdoms, and Freelands of Natives.


The Larsakan Government also issued a statement about increased military readiness in the region. "upon observing heightened military activity on the Athretvari and Zamunda, we stress the need for communication and hope the situation is handled with care."

Larsaka City started pouring concrete in the construction of the massive expo center, which is designed specifically to host major international events. Larsakan City officials have been trying to make Larsaka City much more prominent on the world stage latley with major construction projects and a new, renovated Airport.

Part 1 Trade
1) Each Nation shall not place tariffs on goods traded internally between member states
2)Each nation agrees to have the same external tariff as every other nation i he Custom Union.
3)Each nation shall allow free movement of goods through their country and controlled waters.
4)Each nation agrees to not purposely undercut prices within member states
5)Each nation must agree to safety standard for working and fair working wages within their respective countries

Part 2 Banking
1) Each nation agrees to standardize it's loaning and banking process to potently ease Union banking Transaction
2) Each nation agrees to place loans from other member states as top priority and paid off first.
3)Each nation agrees to keep governmental Debt at a manageable level.
Part 3 Policy
1) Each nation agrees to a Non-Aggression Pact between member states
2)Each nation is allowed 1 vote within the Custom Union board
3) a simple 50% or majority vote can pass any future additions or subtractions to the bill
