The Story so Far
March, 1st 2015. The world is continuing on it's normal course. Conflicts in the Middle East, East and West jockeying for power, Climate change, poverty, SSDD. But, things are about to change. At first, alien contact took place in isolated areas, but recently, they've been getting more bold with their abduction and research missions. More and more X-Rays have been near populated missions. It is only a matter of time before a major population center is hit. Now is the time for the leaders of the world to take action. Will we stand united against this alien threat, or will we fall one after the other?

1. OP and CO OP's word is law, failure to recognize this will result in removal from the RP

RP Rules
1.Alien attacks will be created by the OP and the CO-OPS
2.Technology will be based off of the tech from the relatively recent XCOM game. If you have any ideas that don't fall in this category, just post it here in the OOC and we'll discuss to see if the whole group likes the idea.
3.Each person will have control of a nation, rebel group (look up EXALT) Aliens will be controlled by the OP and the CO-OP's when needed
4. Not all actions have to be related to the aliens. If you want your country or group to gain more power on the world stage, just don't do it in a way that ruins the RP for everyone else. If you want to do something like recreate the Roman Empire by backwards engineering alien tech and using it against your neighbors, that's fine, just don't make it the main focus of the RP. Yeah, that's right, I'm calling you out Licata.
5. Weapon Quality Scale
Like 10 is exclusive for USA and very advanced organization/rebel group.

8-9 is for contender nations with advanced and few outdated ones like UK, France, Germany (?), Russia, and China.

7 will be for strong regional powers, like Germany maybe, like Brazil, Saudi Arabia, Iran.

4-6 is for normal countries. Japan, South Korea.

3 is for weak economical countries.

1-2 for small countries

Research
Research time (in days) = condition of artifact * technology modifier * research focus modifier * advancement of artifact

Condition of artifact is
1.0 for items in prestine condition,
1.5 for items that are reasonably battered up,
2.0 for items that have been heavily damaged,
3.0 for smoldering ruins

Technology modifier is,
1.0 for "10" weapons technology, plus 0.5 per each point of weapons technology a country/organization needs to get up to 10.

Research focus modifier is,
3.0 if a country/organization can't dedicate much to research
2.0 if a country/organization can dedicate $10 million per year to research of that item,
1.5 if a country/organization can dedicate $40 million per year to research of that item,
1.2 if a country/organization can dedicate $150 million per year to research of that item,
1.0 if a country/organization can dedicate $600 million per year to research of that item,
0.8 if a country/organization can dedicate $2.5 billion per year to research of that item,
0.6 if a country/organization can dedicate $10 billion per year to research of that item,
0.5 if a country/organization can dedicate $50 billion per year to research of that item.
0.4 if a country/organization can dedicate $250 billion per year to research of that item.

Advancement of artifact is,
50 for basic technology like materials and architecture,
100 for advanced technology like weapons and computer systems[/spoiler]

Here are some example applications:

So if Iran spends $10 million per year to research a badly damaged ship hull, it will take a little under 18 months, costing the Iranian government a grand total of $14 million in research fees.

If they give it to the Chinese instead, who then also spends $10 million per year, then the research time will drop to a bit under 10 months, costing a grand total of $8 million in research fees.

If the Chinese raise the research budget to $600 million a year, the research time drops to only 5 months, but it costs a stunning $250 million in research fees.

This is, of course, isn't actually binding. It's just to provide a rough guide so that we don't have situation where someone spends 10 years researching an item and someone else does it in 10 weeks.

Maybe add a little key so we don't end up with arbitrary scale?

For example, say that a "10" in weaponry is the best 2015 can offer, and each point represents 20 years of progress - so if you have a weapons score of 4, you have the sort of rifles and artillery that would have been considered cutting edge in 1895, with a slight trickle of more advanced, scavenged weapons.

Same for the reaction. A 10 would represent total mobilization against aliens (everything except for feeding ones citizens) and each points doubles your material dedication - so if you have a score of 4, you have a little over 1% of your economic and scientific resources allocated against the alien threat.

Just a little suggestion, so that it's perfectly clear what each number on the scale represents.
