First idea:
Do you think it'd arise too much debate for nations to be able to say, "I have 50% native [demonym]s, 2.6% [foreign demonym] immigrants..." and so on? I figured there would initially be three fields in the settings, kind of how the demonyms are set up, and one of these three fields would be required - probably by default it would say 100% [demonym pl. noun] and would be able to be edited;
and then there would be a button to create up to, say, 10 fields or whatever;
the fields would clearly have to add up to 100%, or an error message would result and the previous (saved) value would remain if that requirement wasn't satisfied;
and finally, the percentages would be reflected on our nation pages, coded however mischievously admin wants.
Maybe it's too much work?
Second idea:
The settings page should have a preview button, so we can see how our changes on that page affect how we look, and we wouldn't have to make two or five trips to the settings page until we're satisfied.
