Whatever corporation/nation builds the first space elevator...this would reduce the cost of going to space exponentially and make bringing massive amounts of resources into space needed for making a permanent colony quite cheap...although what nation provides the funds to make that happen...anyone's guess

Well a Dutch company is already in the process of preparing a research colony for the surface of Mars, so we'll see small-scale human space colonization in our lifetime. Unless you're not going to live another decade, in which case, RIP.
