I would additionally suggest contacting one of the P2TM Mentors via TG (telegram). They're a really great group of people who volunteer their time to help out fledgling RPers (such as yourself) and the P2TM RPing community in general. If whomever you contact can't answer your questions, they'll direct you to someone who can.

Also, I notice from looking at your posting history that you've posted in an RP that you don't belong to. Yeah, please don't do that again. It's considered rude.

I'd suggest hanging around P2TM and International Incidents for a while. Join some beginner RP's just to get a feel of how to do it. Generally some war RPs have rules where you must abide to otherwise you'll be kicked. It does come across as daunting for new players sometimes, but thats how I started.

I'll try to help you. First things first: What kind of war are you looking for? Do you want to roleplay as your nation in a war against another player's nation? If so, that type of roleplay would belong in the International Incidents or NationStates subforums. If what you want to do is to roleplay a war where the factions involved, real or fictional, are not your nations, then that roleplay does belong here. If that is the case, then, first of all, I will have to advise you to browse the forums and try to join some other roleplays first so that you can get some experience and see how those roleplays' respective OPs (Original Posters, the guys who create the threads and manage their roleplays) handle things.

If you are, however, determined to start a war roleplay of your own, then I would heavily suggest that you take the time to read this guide to OPing/GMing. The guide linked here is, in general, aimed towards character-focused roleplays and not nation-focused roleplays where players control entire nations that go to war with each other, but most of the advice in there is still solid, applicable in either type of roleplay (save for Rule #9, since applications in nation roleplays have different parameters that must be fulfilled).

After understanding what it entails to make a roleplay of your own, you still need to make a thread for people to sign up for your roleplay and discuss things related to it. For that purpose, you may want to refer to this guide for advice on how to create your own thread for sign-ups and discussion, commonly known as an Out-Of-Character (OOC) thread (whereas the In-Character [IC] is where people actually play the roles of their own characters/nations. It should be noted that the terms IC and OOC are used regardless of whether the roleplay is character- or faction/nation-based, so don't be confused if you find it odd). As with the other guide linked above, it has very solid advice and will undoubtedly help you quite a bit.

If, at any point during your endeavor to create a roleplay, you want to ask a roleplay-related question or check if people would be interested in your idea, you can always bring it up here, or mention it here, and of course if you find yourself in need of further advice, you're free to contact any P2TM Mentor or post in the Traveller's Café (first link of this paragraph) asking for such advice. You may also want to check out this other guide, in particular the Dictionary and the Three Pillars of Roleplay.

Last, but not least, if you happened to know any of this beforehand and think it's obnoxious to repeat it or something, that wasn't the intention, I just don't know how much you know.
