I'm not sure if this falls under the category of promoting illegal activities, but this user appears to be supportive of Al-Qaeda, Al-Nusra and perhaps ISIS, all of which are widely accepted as terrorist organizations. The user in question has repeatedly made reference to his support for these radical Islamic groups, and indicated that he at one point "admired" ISIS during the June/July Iraq offensive when they were executing people en masse.

Is this really tolerable?

So? Unless he's advocating actual violence and such, and calling for the heads of infidels, he's allowed his opinion, same as anyone.
