I've heard of a WA thing called tyranny by majority. How does one get this rank?

Well seeing that you are an Iron-fist consumerist, you would have to increase your political freedoms while clamping down hard on economic freedoms. Civil rights is the same though. Basically it is an anti-capitalist, totalitarian democracy with heavy decentralization of government.

It's not a category that you hear a lot in NationStates. It's quite uncommon.

That is a type of civil rights question, so if you want to get the Tyranny by Majority, you should pick the "shoot em all" answer. Basically you're aiming to be a decentralized version of North Korea(NS classification: Psychotic Dictatorship), where you're still communist and oppressive, yet politically free. This is probably why it is such a rare form of government tbh. Ancient Athens came close in RL at times, but their economic freedoms were higher.
