-7- The Rule of the RP
-8- Announcements

The 2001 RP: A New World[/align]
2001, the dawn of a new Century. Terrorism is on the rise around the world. You will take control of a nation in 2001. Alternate history is not only allowed, but encouraged. The POD(Point of Departure) is 1991. You can do basically anything with those ten years, just nothing to unrealistic. No New Japanese Empire, no Dictatorships in America. Nothing like that.

Below is the official map of this RP. It shows major powers (with or without players) and nations belonging to players. This map will be updated as often as possible.

I will be background checking all of your application for accuracy. You will not be accepted until your application is as accurate as can be. Don't worry, I will help you out if you don't know any information.
Last but certainly not least, there are a few rules to go over:

Rules:

Timescale:
In this RP, I will be generally directing the timescale, although you are welcome to help out with that in the game. Because of the nature of the way RPs like this work, a single day can elapse over countless posts, or a single post can advance the timeline by a month. All that is asked is that no-one advance the timeline unreasonably. By this I mean that if two nations are at a conference and are engaging in discussions, some other player can't make a post that takes place a week in the future. That being said, try to keep such conferences to a minimum in order to keep the timeline moving. And be aware of the limitations that exist in communication technologies at this time.

Waging War:
Any conflict that is started must be waged reasonably and realistically. This is - 2001, people! Troops are constantly hampered by the technological limitations of the day, which I will go into more detail about below:

Technology:
Understanding the limitations of your nation's technology is important. Make sure that you play according to that technology.

Know How to Lose:
This is the biggest problem I see in RPs, and I have no doubt that some dummy will cause this issue at some point. In every battle, at every second, every side tries to describe some heroic definitive victory move, a "checkmate" if you will, that causes their army to emerge victorious. This results in an incredibly childish back-and-forth and makes the game un-enjoyable. if you are losing due to decisions made earlier on, then for god's sake lose! Don't try to make up some bullcrap about a single unit of soldiers that manages to survive and win the day, that's not how real war works. Now, I'm not saying that occasionally, in certain circumstances, definitive heroics aren't allowed. If I catch anyone breaking this simple rule of integrity in a major way, there will be one warning, followed by out-the-door.

Meta-Gaming:
This is the last point I need to make. What is meta-gaming? Well, when the British start thinking about negotiating a takeover of Mexico, and suddenly Mexico boosts it's military numbers way up and is put on high alert, that's meta-gaming: because Mexico couldn't possibly know exactly what the British were thinking. This is unacceptable. Also, you must declare espionage before you commit it, (either on the OOC or IC) you can't just say that you committed espionage and knew the enemy's plans after you had decimated their entire army.

Announcements:

That is all, enjoy!

History from 1991-2001
1991
. 19/7/1991: All of the State Committee on the State of Emergency (GKChP) documents are broadcast over the state radio and television starting from 7 a.m. The Russian SFSR-controlled Radio Rossii and Televidenie Rossii, plus "Ekho Moskvy", the only independent political radio station, are cut off the air. Armoured units of the Tamanskaya Division and the Kantemirovskaya tank division rolled into Moscow along with paratroops. Four Russian SFSR people's deputies (who were considered the most "dangerous") are detained by the KGB at an army base near Moscow.

Boris Yeltsin arrested at his Dacha

. 20/7/1991: In the afternoon the citizens of Moscow began to gather around the White House and to erect barricades around it. In response Gennady Yanayev declared the state of emergency in Moscow at 16:00. Yanayev declared at the press conference at 17:00 that Gorbachev was "resting". He said: "Over these years he has got very tired and needs some time to get his health back."

Meanwhile, Major Evdokimov, chief of staff of the Tamanskaya Division guarding the White House, declares his loyalty to the USSR and sends troops in the the White House. Civilians who resit are arrested and soon the White House is under army control. Elite Alpha Group units take control of other areas under rebel control, such as the Moscow State University.

At this point, the coup has succeeded.

. 21/7/1991: Mikhail Gorbachev is arrested along with other "Western Traitors" in the CP and armed forces. Martial Law established in major cities.

.23/7/1991: Politburo declares loyalty to Gennady Yanayev

. 24/7/1991: New government declares "We have no interest in re-creating the Eastern Block"

. 1/8/1991: Martial Law lifted

. 25/12/1991: Soviet troops move across the border in to Ukraine and Armenia under the pretense of "Supporting the right of the workers" after riots in Donetsk and Sevastopol for Ukraine and Yerevan for Armenia. Ukrainian and Armenian army units are swept aside by massed Soviet tank and infantry formations support by the Soviet air force

. 26/12/1991: Soviet air force gains complete air supremacy over the two countries. Soviet tanks roll in to Yerevan, Armenia is taken.

. 27/12/1991: Soviet SU-25's attack Ukrainian parliament, Ukrainian army units from Donetsk still loyal to the previous, communist regime take control of the Capital and declare support for the USSR.

. 1992
. March: Aid cut off to North Korea but increased massively to Cuba and Vietnam
. June: Post of Premier established, combining Head of State, Head of government and Head of the CP, Gennady Yanayev elected by politburo

. 1993
. February riots in Warsaw, provoked by poor living conditions and agents from USSR, Polish police brutally suppress riots

. March: Former Polish army troops join rioters, massive civil unrest in the north east. Polish state accuses USSR of starting the riots

. April: Polish leader killed, Polish army units moved to Soviet border

. July: After the use of tear gas, water cannon and rubber bullets by Polish police in the north-east against pro-Soviet rioters, Soviet troops cross the border in to Poland. Polish government surrenders two days later and Socialism is re-established

. 1999
. June: Gennady Yanayev brings in Cubanesque press reforms, now the media (still state run) can criticizes the government freely like in Cuba, this brought the downfall of Vladimir Kryuchkov, a friend of the Premier who was accused of using illegal drugs

Well, I am no expert on the USA but the first thing that comes to mind for the Xenophobia part is ALL of the 9/11 attacks succeeding and doing more damage, perhaps an immigrant kills one of the many Bush's as well.

Economy, USA has a very good economy anyway, perhaps slash the defense and NASA budgets

History from 1991-2001:
In 1992 the people of Canada voted to withdraw from the Commonwealth, much to the surprise of most of the world. The entire government went through a huge revamp, and instead of the old 'outdated' monarchy that once controlled the nation, it became the Republic of Canada. In 1994, the Canadian Constitution was drafted and put into action, it guaranteed the people: Freedom of Speech, Religion, Privacy, Press, The Right to Bear Arms, The Right to a fair trial, the right to form a militia, and the right to self defense. The president will be elected every 6 years, with Three major parties in control: The Progressive Liberals, the Conservative Republicans, and the Freedom party, a libertarian party devoted to the Constitution. The Legislature is unicameral, with 10 seats for each of the 13 states. They are elected every 2 years, and serve a max of 2 terms, the same goes for the president. In 1994, a Libertarian by the name of Edward White, was elected. He eased most of the gun laws, reduced taxes by almost 5%, and still managed to keep the military well funded. He also instituted a law that put a max limit on the amount of money anyone in government could make. It ensures that all politicians never forget their roots. He was reelected in 2000.

History from 1991-2001-

Failure in Vietnam, Success in Iraq militarily, but not much change overall, failure in Afghanistan and the string of toss up operations worldwide, showed the Americans something. They weren't invincible, and they weren't the sole power of the world. In 1996, War weary Americans for the first time elected a third party, tired if their boys dying overseas for useless operations with little to no success. Ron Paul, the new leader if the USA, promised isolationism with the world, in all but economic and diplomatic endeavors. His promise of " Bringing the Boys Home" gave many families hope of once again seeing members deployed worldwide. While military buildup continued, to counter Soviet expansion, only the Navy and Air Force was deployed worldwide, maintaining bases in Asia and the edge of Europe. Under Paul's administration, the economy grew incredibly, and military operations were little to none. Under Paul's first administration, race relations and the economy increased dramatically, along with an incredibly ambitious infrastructure program, employing many Americans and bringing American infrastructure back to the top, along with pursuing a more protectionist economic policy bringing many American factories back to the USA, and dropping unemployment greatly. While military officials expected great cuts, the military was built up as well, under Paul, soldiers were trained better, all infantry being made to qualify marksman with the M16, and pass emergency medical one and two. Under Paul, Gay Marriage and Marujunah have become legal, and regardless of prideful right wind leaders, In 2001, Ron Paul was reelected in a landslide, promising to continue American prosperity.

The real question for me is, do I be Egypt to beat up Mars, or Venezuela to piss off the US?

Egypt: I give you a moderate amount of support

Venezuela: I give you everything up to nuclear weapons (no nukes but almost anything else, like Cuba)

Not sure that'll work on Elepis considering he dislikes (from what I've observed):
