Does your Constitution guarantee the right to own guns? Yes. Article 9 states that: Citizens of the People's Republic may, for their protection, own guns and arms.

What restrictions are in place at the federal level? Sub article 9a: However armor-piercing ammunition is prohibited, along with certain Military-exclusive weapons and/or munitions.
-Sub article 9b: But licensed collectors in good civil standing may be able to obtain permits to collect older arms and specific Military-exclusive weapons.

Is open carry allowed? Depends in the place and time. Some public establishments discourage it (despite not really banning it), and some private establishments do so as well but these maintain a right to ban it alltogether; a prime example being apartment and mass-housing complexes.

Is concealed carry allowed? It's permitted in some areas; among them red light districts. Concealed carry is very popular with prostitutes.

Is there a gun registration program? Yes.

What types of guns are not allowed (if any)? Things deemed military-grade, however that itself is vague because many former battle rifles are probably in the hands of many citizens. *However, some few and small areas that were once Communal Farms have semi-autonomy. From Cold-War era drills some probably still retain DShK heavy machine guns, and even small amounts of WWII era anti-material weaponry (mostly Soviet hand-me-downs).

What percentage of your nation's eligible citizens own guns? Less than 3%, officially by registers. However bear in mind that many citizens are in possession of firearms that were once government property (that's mostly unregistered); some of them in the older AK family, and many second-line weapons like carbines in the SKS/SVT families, or older bolt-action weapon platforms. Mostly Mosin-Nagants, Springfield rifles, and converted Arisaka or Mauser rifles. Also very likely high in possession are TT pistols. *Following 1984, there was a Cash-for-Guns disarmament initiative on the basis of public safety (and because many saw toasters and blenders as more useful than a dusty rifle) which returned many weapons, however it is still hard to tell how many former government weapons are in civilian hands. Many of these firearms are also unofficially converted and sold to foreign collectors and gun enthusiasts. Others enter a grey market or circulate underground and away from the law.

What groups of people are not allowed to own guns (if any)? Convicted criminals and people with known ties to violent/criminal organizations.

Are permits required to purchase a gun? Yes. Apart from being over 23, one has to have a psychological-psychiatric clearing from a public or private clinic with a valid license, and they mustn't have a criminal record that goes above minor infractions.

Does your nation have "stand your ground" laws? There is no explicit dogma when it comes to those policies, but there isn't any explicit duty to do the opposite. Prosecution laws when it comes to manslaughter discourage most "shoot-first" actions if proven to actually be manslaughter. One, because though legal detainment is legally three days, it can be extended if petitioned by the prosecutors and the legal bureaucrats seldom want to "offend" prosecutors (sometimes police prosecutors). Furthermore Double Jeopardy is permitted at a constitutional level in some circumstances where acquittal is involved, so it's possible somebody can be "revised".

Historically the people of Las Palmeras never had a concept of "freedom" , let alone the implications in protecting it like the American's cherished 2nd Amendment. For nearly 400 years (most of it's history); most people were peon laborers or even property of landlords and ultimately subjects to the Spanish Crown. One's life is not their own if they are killed, and nobody wants to be next to a killer, the desire to please in order to be protected and loved is still high. Hence, many gun owners are probably idle and repulsive about their own tools. To simply put it, "freedom" is an alien construct culturally. In the typical mindset, you can give a man a gun but they'd reply "What do I do with it now?"

That should be quite sufficient for self-defense, or holding out until the police show up. 'Sidearms' doesn't just cover pistols and firearms - it covers things such as swords too, which are perfectly legal.
Is open carry allowed? Yes.
Is concealed carry allowed? No.
Is there a gun registration program? Yes; it is how you get a license. It must be renewed every five years.
What types of guns are not allowed (if any)? Things larger and more powerful than sidearms; automatics.
What percentage of your nation's eligible citizens own guns? >80%.
What groups of people are not allowed to own guns (if any)? People with specific mental illnesses, people with a history of mental instability, people with a criminal record, children below 16, non-permament residents, or people on a special Royal Ministry of Justice list.
Are permits required to purchase a gun? Yes; they're part of the registration process (and must be refreshed every five years), but they're not too difficult to obtain - unless you are in any of the above groups.
Does your nation have "stand your ground" laws? There is no such explicit law; but it's covered by a number of acts of parliament and royal decree - these, however, don't quite amount to that.

Is open carry allowed? Yes, though it's not seen as necessary and therefore doesn't happen.
Is concealed carry allowed? Of course. If you're jumped in a back alley downtown in the middle of the night, pull it out and put him down.
Is there a gun registration program? We try to keep track of who owns guns and who doesn't, but it hasn't done anything much.
What types of guns are not allowed (if any)? Anything from fully automatic assault rifles for home defense, rifles for hunting, and handguns for personal protection.
What percentage of your nation's eligible citizens own guns? The Ministry of Statistics estimates that around 94% of Ashyarians have complied with the compulsory firearms law.

What restrictions are in place at the federal level? Restrictions include:

• Weapons can only be in homes for ceremonial or decoration purposes and can not be loaded/armed.
• No ammunition is allowed outside of ranges or Sport Shooting. All ammunition has a tracking chip within it, and it will provide a location of where you are. If it is removed, you will be arrested.
• If you attempt to sell unregistered ammunition (ammo without the tracking chip) you will be sentenced to 1 year in prison.

Is open carry allowed? No.
Is concealed carry allowed? No, unless you are registered with the local protection board.
Is there a gun registration program? Yes, but it is hard to pass.
What types of guns are not allowed (if any)? Anything over 9mm, and anything that is not a pistol, or revolver. (e.g Assault Weapons)
What percentage of your nation's eligible citizens own guns? 9.8% (They only keep guns in homes for aesthetic purposes, and are not functioning.)
What groups of people are not allowed to own guns (if any)? Everyone outside of registered, Law Enforcement and Military personnel.

Does your nation have "stand your ground" laws? Yes. Arguable we are even more extreme: It is completely legal to kill a disarmed individual who has recently attacked you but currently poses no threat, as it is assumed they will pose a future threat to either you or another person and it is safer to eliminate them immediately. Similarly, responding to an attempted assassination with assassins of your own is not just legal but expected.

Only police officers, intelligence operatives, and military personnel can possess firearms after receiving special permits, and these firearms may not be stored on their property or kept by them while they are off-duty unless they receive a special waiver (except for intelligence operatives, whose duties require they usually have a weapon on hand at all times). There is also a process for civilians to obtain firearms, but in general only wealthy politicians and powerful corporate personnel are able to go through with this process, as it is lengthy, expensive, difficult, and requires information that few people have access to.
