Great Emperor Kino smoothened his robe and walked in an elegant matter with his personal delegation towards Marakama Cave. It is 9:00 AM in the morning and all the delegates, especially Great Emperor Kino are in Arakaman Mosi which is located in Venice, Italy. Great Emperor Kino went to a dead end in the cave with all the delegates and said the words "Arakinos wa oppugn rana abi." Great Emperor Kino's words were in a sacred and ancient language known to only the family of Great Emperor Kino. Suddenly, the dead end in the cave opened to a room with a long desk along with chairs around them that are cushioned with leather and the feathers of a bird which were cleaned through a cleaning process. Great Emperor Kino said "Please sit down. We shall draw maps only when the other delegates of the council show up. We will just discuss the politics of the Council of Magnificent States. Also, please note that harming other delegates in any way or even swearing at them will get you kicked out of this council meeting and even the war. If this misconduct gets serious enough, you will be executed on spot" Great Emperor Kino was very sagacious leader and vicious general, especially during any wars. Great Emperor Kino thought "Should I let the delegates debate with each other with a controversial topic I bring up and not care about me while I prepare my army for the war, or should I stay and help the delegates during this council meeting?"

“Ah, so I presume that this is the location of the council meeting. It looks rather primitive and a tad putrid, unfitting of such an important council.” lamented Valery Fernand Vandelstam, the foreign minister of the Viceroyalty of Floydian Britannia. He was wearing a dark navy blue suit with a contrasting neon orange tie, no doubt an unsubtle reference to his own family history as the light-skinned, clean-shaven, brown haired Dutchman hailed from an influential merchant family, once elites in the former V.O.C., in Madras Province.

Accompanying him were six guards, clad in black bullet-proof, shock-resistant military-grade body armor and Plexiglas visor helmets, and armed with state-of-the-art G36 electromagnetic coilguns, bearing the dreaded trademark of the Floydian Britannia Security Force (FBSF) on the right shoulder-pad of their armor.

“I apologize if this seems excessive,” Vandelstam stated, “but knowing the history of this region, I feel it is best for us to prepare accordingly.” With that, Vandelstam sat accordingly to a chair on the central meeting table with his guards scattered around the room, on standby in case of an emergency that would involve the liquidation of the foreign delegations.

“Well, let us begin, I suppose. What is the first order of business here?”

“Ah, so I presume that this is the location of the council meeting. “Well, let us begin, I suppose. What is the first order of business here?”

Our first order of business shall be the politics that shall run the Council of Magnificent States

[Rho-Maion]

Location: Venice, The Occupied Territory (aka Arakatis-controlled Italy)

The five delegates from the United Socialist Sphere of Rhomaion remained silent as the council meeting began. The Italian delegate was also actively staring at Great Emperor Kino, her facial features wrested into an expression of hate that resembled that of a harpy about to torture a victim. An unsurprising action given the fact that this meeting was taking place in a land conquered from the Italians. Their heavily armed guards were equally silent, though that was to be expected. Armed with coilguns as well, and clad in body armor similar to the Floydian Britannian guards, they also wore advanced filtration masks that doubled as both gas masks and helmets, protecting them from chemical, biological, and radiation threats, as well as conventional weaponry.

The period in which the National Syndicalist faction dominated Roman Grecian politics was a period that would be both praised and condemned (but mostly condemned) by later Italian historians. It had seen the spread of socialism to Africa and thus initially helped cement the ideals of the workingman and woman in the Mediterranean.

However, the National Syndicalists' actions became increasingly imperialistic and authoritarian. The establishment of "satellite states", and their eventual subsumption into the USSR did not sit well with many people, especially the African socialists who had helped overthrow the various kingdoms and sultanates in the first place. The National Syndicalists also managed to alienate the entire religious population.The official policy toward religion before the National Syndicalists was one of toleration. Various edifices of the organized religious structure of Greek Orthodoxy and Roman Catholicism had already been dismantled long ago. Since the early days of the People's Republic of the Roman Grecians, there had been a moderate governmental policy of "cultural struggle" in dealing with religion. It consisted of a two-pronged approach: one through educating the youth and promoting atheism in schools, and another by encouraging more radical minded clergy to take over churches where they could. As a result of this, Italian society gradually grew more atheistic.

However, there was still a sizable religious population by the time the National Syndicalists took power. The radical members of that faction succeeded in pushing for a "people's war" against religion. For the first time in its history, the People's Republic adopted a policy of "state atheism." The state (and pretty much just the state, as the National Syndicalists had managed to strip away some of the powers of the workers' councils) expropriated all churches, and banned all publication of religious material. Intense anti-religious propaganda was produced and various clerics were imprisoned. All of this, to no one's surprise except perhaps the NatSynds, caused great discontent and divided the population. In the final days before the National Syndicalists were voted out of power and the USSR collapsed, there were reports of militant groups being formed, varying from socialists and anarchists opposed to the authoritarian bent of the NatSynds, to separatists in Africa angry at Roman Grecian influence, to Christian radicals angry at governmental state atheism. There was even a series of bombings of minor governmental buildings, attributed to an organization known as the "Christian State of the Adriatic." Basically, everyone was pissed off as fuck.

This chaos could not have come at a worse time. The ever-watchful imperialists in the Tobias Senate proceeded to take advantage of the socialists' weakness and advanced into Italy. At one point, the Gauls were close to threatening the Eternal City itself, but their advance managed to finally be halted and was steadily pushed back. Unfortunately, the tenacity of the Tobias Senate war machine combined with the USSR's internal conflicts made it so that a complete liberation of the Italian peninsula given the concurrent situation was out of the picture. Thus, the USSR was forced to cede the northern reaches of Italy to the Senate.

It would be among the final decisions made by the sovereign state, as it was clear a drastic reformation was necessary, in order to correct the mistakes of the National Syndicalists and keep the socialist dream alive. Therefore, a month after the conclusion of the war and after deliberations among delegates gathered from across the country, the United Socialist States of Rhomaion was no more. In its place stood a devolved supranational union, the United Socialist Sphere of Rhomaion. The first entity of its kind in the world, it was a politico-economic union and defense pact of the five sovereign member states that now existed in the territory of the former United Socialist States. Unlike under the National Syndicalists, it was a union where all members were truly equal to one another. In all member republics, National Syndicalist policy was reversed. All variants of authoritarian socialism were banned, all powers of the workers' councils were returned, and extreme state atheism was replaced with the original "cultural struggle" program.


The Socialist Republic of Italy (formerly the People's Republic of the Roman Grecians) has been somewhat truncated by its war with the Tobias Senate. As part of the peace treaty, the regions of Friulia Venezia Giulia, Veneto, Trentino Alto Adige, Aosta Valley, the northern half of Lombardy, and the northern half of Piedmont were annexed by the Tobias Senate. The Socialists still control the rest of the peninsula, as well as Corsica, Sardinia, Sicily, Malta, and all the small islands surrounding the Italian peninsula. Italy also controls the Canary Islands and Madeira, as previously claimed in the Ostherguine Conference.

The Maghreb Federation is the result of the former republics of Fessan, Benghazi, and Proletarian Tripolitania uniting after the results of a popular referendum for a united North African polity. Its territory consists of Libya and Tunisia.


A notable North African region that was not included in the Maghreb Federation, the citizens of the People's Republic of Morocco chose to remain independent, as the separation with the rest of the Maghreb caused by Algeria made the idea of union with the other socialist North Africans unpalatable. As its name states, it controls the territory of Morocco.


The Sahrawi Arab Democratic Republic was previously an autonomous region of Morocco, but a popular referendum moved it to full independence in the wake of the collapse of the USSR. It controls the territory of Western Sahara.


The Democratic Republic of Kanem Bornu was the only former republic of the United Socialist States whose borders were left unchanged. What it lacked in ethnic unity it made up for in its united opposition towards the Chinese slavers to the south. It controls the territories of Chad and northern Niger.

Great Emperor Kino took a deep breath and said "Your stubborn nagging bothers me woman. Italy is mine and will be mine forever. My military might is enough to crush you undisciplined socialist monkeys. My Arakino soldiers are always ready for war and we will make it hell."

Vandelstam sighed.

These guys are more annoying than those coolies back at the plantation. he thought to himself.

"Anyways, if we are to define our national boundaries, here are the official boundaries of the Viceroyalty of Floydian Britannia:"

"As you can see from this map, the Viceroyalty of Floydian Britannia, ever since the monarchy fell, leaving Sir George Percival, First Earl Percival, as the sole Viceroy, Floydian Britannia continued to maintain her domain with no problem. Floydian Britannia-proper is shaded in the dark green. These areas fall under the official jurisdiction of the Central Legislative Assembly of Floydian Britannia. The region is divided into nine major provinces that are able to elect representatives, known as Presidencies. These consist of Assam, Bengal, Bombay, Burma, the Central Provinces (modern day Madhya Pradesh), Ceylon, Madras, Punjab and the United Provinces (Uttar Pradesh). Minor provinces include Ajmer-Merwara, Andaman and Nicobar Islands, Baluchistan, Coorg and the Northwest Frontier. Apart from these areas in the dark green, there are also the various Princely States, local rulers and Maharajas who are loyal to the government and thus allowed to retain their land and powers in exchange for services when called upon and taxes.

Shaded in light green are the regions that fall under jurisdiction of the Colonial Office of the Viceroyalty, and include the Emirate of Afghanistan, the Sultanate of Muscat, the Protectorate of Qatar, the Protectorate of Madagascar, the Union of Southern Africa (Namibia/South Africa/Lesotho/Swaziland), Bantuland Confederation (Northern/ Southern Rhodesia, Malawi and Botswana) and the Protectorate of West Kongo (Angola)."

Vandelstam paused, took out a cigar, and began to smoke after lighting it. The ghostly grey smoke silently floated through the air until the evanescent wisp faded out of existence.

He continued, "So anyways, delegates, cease these hostilities at once. This region was formed anew in order to begin without any of these lingering tensions of the past. This goes especially towards you Godless Rhomaions."

Great Emperor Kino said "I shall claim France, Spain, and Northern Italy. Also, I want the colonies of Algeria and Mali. Floro, don't get angry. It is my land after all."

Suddenly, the door to the cave exploded with a C4 blast, only to reveal the newly appointed Grand Vizier, Mustafa Pasha, and ten Janissaries.

“We, the righteous servants of his Excellency, shall never fall this easily! As the last war ended ambiguously, we will fill in the details. Our gracious Sultan has mysteriously abdicated, but left control to his brother-in-law, who is now the newly crowned Grand Khagan of all the Turks.”

“While we concede the remainder of Anatolia to the morally (and fiscally) bankrupt Greeks, we shall proudly state that we have made advances in Yemen and the Hejaz, following the fall of House Atreides. That is all.”

The vizier proceeded to sit down as his Janissaries stood guard.

Suddenly, the door to the cave exploded with a C4 blast, only to reveal the newly appointed Grand Vizier, Mustafa Pasha, and ten Janissaries.

“We, the righteous servants of his Excellency, shall never fall this easily! As the last war ended ambiguously, we will fill in the details. Our gracious Sultan has mysteriously abdicated, but left control to his brother-in-law, who is now the newly crowned Grand Khagan of all the Turks.”

Great Emperor Kino stood up in a quick manner. His face looked shocked and serious. He said "YOU WIILL HAVE TO PAY FOR BLOWING UP PART OF THE CAVE! FOR DOING THAT, NOT JUST HAVING TO PAY, BUT DURING THIS MEETING, I'LL GET ONE OF YOUR EYES OR EVEN BOTH OF THEM CUT OUT OF YOUR SLIMEY LITTLE HEAD!"

Vandelstam proceeded to facepalm, as it was the only action that could be manifested in response to the sudden arrival of the Ottomans.

“I’ll admit this,” he motioned to the Grand Vizier, “your people are quire resilient in the face of total annihilation, and yet you continue to survive and thrive despite all odds favored against your pitiful existence. No matter. This is the map as of now. Ambassador to Drakialand, please lay down your territorial domain so that I could mark it officially on the map. After you, we unfortunately have to include the “borders” of that little rebel state up north.”

I swear, at the rate this is going, the Ottomans, Tobias Senateans and the Rhomaions are going to end up butchering each other by the end of this meeting. No matter. I will just have to plan accordingly.

The Current Map

After drawing up the map in its current phase, Vandelstam sat back and sighed from exhaustion. He then motioned towards the Drakian delegate,

“Say, Monsieur Li, I’m quite curious myself as to how you Drakians are dealing with that little rebellion up to the north. I’ve heard reports of their colonization of the East Indies. Location: Cairo

The Ottomans have fallen. Once and for all, the oppressive yoke of the corrupt, decadent, hedonistic Sultans has been thrown aside. In the Sublime Porte, the former Royal Palace of the Osmanreich, angry warriors clad in black desert-wear, faces wrapped in cloth, stained with the blood of the Janissaries, had invaded the golden brothel, slaying all those in their way. This band, some with scimitars, others with FN-FALs, and several surprisingly bearing Floydian Britannian G36 coilguns, fought their way through the palace, slaying the foul guardians of the wretched monarch, until they reached the throne of the Sultan. Blasting the door with a C4, the Dervish warriors charged in, weapons ready, at the very moment after the blast, the air still resonating with the echoes of the explosion. There, they found the Sultan, staring straight at these revolutionaries- no, reactionaries, with great contempt mixed with a dark tinkle of fear. An elderly man, wearing a turban, seemingly of South Indian descent, approached the Sultan from the crowd.

“You, oh pitiful Sultan and your cursed line, have strayed from the path of righteousness ever since your Turkish ilk of days before dragged the suffering people of your ‘empire’ into your selfish wars, damning many to a death not preconceived by our merciful Lord. These wars of paltry reason have only facilitated your demise, as your empire gradually crumbled the moment you lost Byzantium to its real masters. Now you, who employs a fanatical cult to your brazen image, who enslaves the children of our Lord to a fate of servitude in your corrupt military, who continues to cower in his golden Tower of Babel, shall face retribution for the sins of your fathers and family.”

The Sultan merely stared intensely, with silent rage as he was forced to accept his fate at the hands of these rebels. He stated, “But you, oh wise Dervish,” with acidic sarcasm, “should know that to spill the blood of nobility is a vice worthy of Hell.” Before the Sultan could continue, one of the men approached him and lobbed him in the head with a mace, knocking him cold. “How should we deal with this trash, Dervish?”

The old man, who his men referred to as “Dervish,” was once known as Dhaiva Pala. An immigrant from Bengal, Pala grew up in the Osmanreich’s port city of Djibouti, working as a seafarer along the Red Sea. A devout Muslim and a regular pilgrim to the holy city of Mecca, Pala was a devoted Sufi Mystic, attracting many converts through his compassion, piety and iron will. As he became a prominent merchant along the Red Sea, he became more and more involved in the resistance movement against the Turkish-dominated Osmanreich. The Osmanreich’s constant state of unpopular wars, the cult of the Sultan that emerged with Imperial backing and the sacrileges against Islam all led to Pala’s decision to rebel against the Osmanreich. Through his Sufi Order, he became widely known as the Dervish, and became a prominent spokesperson for the multi-faceted anti-Ottoman movement, a coalition of various regional protestors united by hatred against the Osmanreich, effectively becoming the face of the movement. Ever since the most recent war, in which the Osmanreich lost their tyrannical Sultan along with the rest of Anatolia, the new Sultan’s grasp on his country has been extremely weak. Thus, the Dervish and the resistance began their attack. With united support against the Turks, the movement managed to miraculously crush the loyalist forces and take back Cairo, effectively cutting off the head of the serpent.

The Dervish spoke calmly, “He is right. Noble blood is not to be spilled. Deliver to him the proper fate of tyrants.” With that, the men shoved the unconscious Sultan into a sack and had the sack trampled by horses, before being ignited in a bonfire.

And thus, on national television and radio, from the media center in Cairo, the Dervish pronounced, “And thus, we declare this the end of the dreaded Osmanreich. The Sultan is dead. May we finally prosper.” And thus, the National Reorganization Process began.

“What do you mean the Sultan is dead?!” shouted the Grand Vizier to his aide as he received the news. He stormed out angrily from the cave, where he and his guards were ambushed and gunned down. Thus, entered the new delegate. Dressed in black Bedouin desert wear, much like the guards following him, the man spoke.

“I am the representative of the newly pronounced Dervish State. Please refer to us as such. In our current state, we only seek temporary autarky and will thus pull ourselves away from any external involvement until our situation as officially stabilized. We wish to not take part in these conflicts that may emerge in the near future, as we see no benefit.”

“To provide a rundown of our current state, these are the official terms agreed upon by the various parties involved in the overthrow of the decadent Osmanreich. We, the Dervish State, are a loose confederation of various smaller states under a common military and economic alliance under the religious leadership of our wise Dervish.”

Dark Green: The Sultanate of Cairo

The agreed de facto head of government, the Sultan of Cairo was a former Coptic noble who converted to Sufism under the influence of the Dervish. His significant financial contributions played a key role in establishing the Dervish state, thus leading to the National Reorganization Committee to recognize Severus Ibn al-Muqaffaʿ as the Sultan of Cairo, spanning through modern day Egypt and northern Sudan. This is a constitutional monarchy that has instituted religious tolerance and has began a wide-scale reformation of the city of Cairo and the Nile settlements.

Gold: The Kingdom of Jerusalem

In order to respect the Christian and Jewish communities within the Dervish State, the region of Palestine has been set aside for the Kingdom of Jerusalem, a Christian State with a special constitution granting the northeastern coastline exclusively to anyone of Jewish descent wishing to live in a Jewish-only community, as religious tolerance has been declared as part of the Dervish’ edict.


Dark Green: The Imamate of the Hejaz

The Imamate of the Hejaz, including the holy cities of Mecca and Medine, has been given complete autonomy and is controlled by a local democratic council of Imams and religious scholars of all sects of Islam, welcomed by the Dervish State for the purpose of peaceful discussion and policy debate.

Pink: The Atreidean Kingdom of Yemen

A remnant state of the once thriving House Atreides, the Atreidean Kingdom of Yemen is considered to be one of the most technologically advanced regions in the Dervish State. Consisting of a small elite of former Atreidan nobles and an elite tribe of desert warriors known as the Fremen, the Atreidean Kingdom has been given the right to self-government. It’s “spice” trade makes up a major portion of the state’s economy.

Blue: The Sultanate of Harar

This Sufi-dominated region is controlled by yet another Sultan, although recognizably lesser in power than the Sultan of Cairo.

Purple: The Kingdom of Aksum

Although referred to as a Kingdom, Aksum has been mostly converted to Sufism. It’s name is reflective of its history.

Orange: The Tribal Confederation

The isolationism of the new Dervish State would enable the Federation and Democratic Republic to scale back troop defenses on their eastern borders and focus on greater threats.

The Maghrebi delegate, a Libyan hailing from a village outside the town of Sirte, addressed the Dervish representative. "On behalf of the United Socialist Sphere, I, Muammar al-Qaddafi, congratulate you on finally getting rid of that tyrannical despot (OOC: Hurray for fourth-wall dramatic irony!), and I am very glad that your people are finally free from the House of Osman's chains. I assure you that all of the countries part of the USSR shall respect your isolationism and the sovereignty of your confederation's members, regardless of ideology." His eyes scanned the cave. "And I hope that I can say the same for the rest of the international community, as well." During Qaddafi's scanning of the delegates, his gaze noticeably lingered for a moment when it fell on one Valery Fernand Vandelstam.
