Quite disagree. Libya is unstable, but instability is not oppression. It's the difference between being under the Somalian government or the Syrian government - the former is struggling, but at least somewhat democratic.

Plus I don't think democracy is a primary necessity. Azerbaijan is much more better than many countries with regular elections. It's life standards that matter at least for me.
