Best Small, Democratic Regions

I don't to spend a week searching for a suitable region, so I'll ask around here.
I'm searching for a fairly small region, ideally 15-20 nations. I wan't it to small enough for me to be able to make an impact, but large enough for real politics. I'm looking for a region with a non-executive founder, so the leader can change easily. I want a WA Delegate who is willing to give up power when he has votes against him, not just a despot who kicks everyone out who doesn't endorse him. I don't want to take over, I just like the actual politics aspect.

Sunalaya is a region that looks pretty big (we have many many puppets) but is mainly a community of 10-15 people. We do have real politics, and elections every ~90 days. The elections are overseen by the current delegate, who cannot run for office twice in a row, and the Founder. You'd always be welcome in Sunalaya, as long as you keep to the rules of common courtesy. :P

EDIT: Plus, these kinds of threads belong in Gameplay, not General.

Republic of channel island has 16 nations, with only 2 puppets. To keep things interesting in regional politics, elections are monthly.

Now - In the grand scheme of things we are fairly large but for their to be a decent democratic process you do need a few candidates. If the region is small everyone will get the position they so desire yet lack the power as a collective to achieve anything of value. The Association of Imperialism is 160 large and has a fair and large democratic government. Three Overseer positions (Internal Affairs, Foreign Affairs and Citizens) with each overseer being able to appoint two secretaries. You then have the single Tribunal member who is democratically elected and represents us in The Purified Commonwealth. In the Tribunal whomever is elected with the most votes by those within the tribunal becomes Chancellor of our region. We also have a High overseer that directs the government. Finally we have a Lord Regent/WA Delegate who is elected. All positions are voted every 2 months aside from the Lord Regent who is elected every 6 months.

There are two other positions reserved for the founders - Prophet and Imperial General; These are not elected sadly

Monkey Island has elections twice a year or so and has an elected (democratic) government. It was my home region for the first 10+ years that I played this game, and I still have more than a few puppets hanging out there as well. :)

Although the International Democratic Union does have more nations than you specify a lot of those are fairly inactive, or outright puppets, and so the number of active nations is under your threshold. Its founder does have executive powers, but doesn't intervene in the democratic process: Elections for delegate are held every three months [approximately], and neither the founder nor any incumbent delegate has ever tried to ignore an election result.

Confederation of Sovereign States has a lot of nations, but only about 20 active nations.

Warzone Europe by definition doesn't have a founder. Our size is roughly around the size you're looking for, and we recently held elections which ran without a hitch and proves our democratic process. We have a lot of features for a small region, such as a news broadcast which services the entire set of Warzones, an IRC chat channel, a forum, and a small but friendly and active community.

We have a written constitution and legal government, which anyone can take part in, drafting and proposing legislation, joining a few of our ministries, that sort of thing. If you're a WA member you can even take part in our occasional exciting military conflicts, after all it's called a Warzone for a reason!
