Xia Peng (January 23, 1899 in Beijing, China - December 18, 1979 in Heping, Zhouran) was the first leader of the People's Republic of Zhouran. He was General Secretary of the People's Party from September 9, 1956 until his death on December 18, 1979. Unlike other Asian communist leaders, such as Mao Zedong of China and Kim Il Sung of North Korea, Xia Peng did not have much of a cult of personality. He was seen as a revolutionary and a skilled military commander. Xia Peng is described as authoritarian. He has been called a benevolent dictator and the "Josip Broz Tito of Asia." Xia Peng was "seen by most as a benevolent dictator" due to his successful economic and diplomatic policies and was a popular public figure both in Zhouran and abroad. Also, in Zhouran, he is described as "the Modern-Day Architecture of Zhouranese Global Power."
Before taking power, Xia Peng was a commander of People’s Front soldiers near Heping, during the Zhouranese Civil War. On September 9, 1956, with the Zhouranese Civil War finished and the Empire of Zhouran collapsed, Xia Peng, who was commander of People’s Front soldiers near Heping, established the People’s Republic of Zhouran. He was chosen as the General Secretary of the People’s Party and was given the rank of marshal in the Zhouranese People’s Army Ground Force.

On September 8, 1966, Xia Peng initiated massive economic reforms, which led to the massive Zhouranese economic expansion of the 1960s and 1970s. This was known as the "Growing Flower Campaign" and the reform turned Zhouran into an economic power. On January 3, 1979, Xia Peng initiated another economic reform, but this time, it was a transition to a capitalist economy. Known as the "Zhouranese Economic Miracle", Zhouran’s economy had grew considerably, turning the nation into a wealthy global power.
What happened to him/her before and after leaving office?
On December 18, 1979, Xia Peng passed away at 8:30 am of a massive heart attack while in his apartment in Heping. By 11:45 am, all work units, schools, government agencies, and military personnel were informed of a "major announcement" to take place at noon. At noon, a female Zhouranese People’s Army Ground Force officer, who was holding the rank of major and wearing a ceremonial officer uniform, announced the death of Xia Peng.
"Today, Marshal Xia Peng has sadly passed away. The world has been inflicted with great agony, distress, grief and pain, as we have lost a great man."
Following the official notice, a male government worker, wearing a suit and black tie proceeded to announce the state funeral for Xia Peng.
All across Heping and many other cities in Zhouran, many people wept over Xia Peng’s death. People could be seen gathering to pay their respects, some kneeling, some wailing, and some beating the ground with their fists. People were "convulsing with pain and despair" at their loss, but would unite behind the Zhouranese People’s Army and the People’s Party. "All party members, military personnel and the public should faithfully continue our lives and protect and further strengthen the unified front of the party, military and the public."
The funeral occurred on December 21, 1979. A somber cacophony of guns, sirens, whistles and horns all across Zhouran were spontaneously blown in observance of a three-minute silence. Simultaneously, those who heard the sustained noise ceased all activity. In National Square, the Zhouranese People’s Army Merited Chorus and Ensemble, packed with and surrounded by millions of people, played the Patriotic Hymn of the Motherland, the national anthem of Zhouran, followed by the Patriotic Hymn of the People's Army, the military anthem of the Zhouranese People's Army. The final service on that day was concluded by Peng Luo’s eulogy. Xia Peng’s funeral drew many statesmen to Heping. Many politicians from different nations had attended the funeral.
On December 23, 1979, Xia Peng’s body was cremated, and his ashes were released in Gaoyuan Province, into the Northern Zhouranese Grassland.

Before Xia Peng's death, Peng Luo was regarded as the second most powerful man in Zhouran, due to his position as Chairman of the People's Defense Council and his close friendship with Xia Peng. While Xia Peng was leading the nation, Peng Luo was in-charge of the Zhouranese People's Army. Xia Peng could not command the military while doing politics, so he gave the position of Chairman of the People's Defense Council to Peng Luo. As a result, Peng was the actual commander of the Zhouranese People's Army. When Xia Peng died, Peng was chosen as the next leader. He was not really interested in leading the nation. He retired from politics on January 15, 1980. Following his retirement, there was a reform on the election system in Zhouran on January 17, 1980. The reform led to the creation of Leadership Elections, which are held every 5 years, on January 26. The first Leadership Election was held in 1980.
