I don't understand what doesn't make any sense about the phrase. It's the same as calling someone out for a logical fallacy. You say 'strawman' or 'red herring'. This is like that. 'Were you there' is a simply way of conveying that they do not know for sure about this or that because they did not or could not observe it.
