The State Aerospace Directorate is the national space agency of Zhouran. It is responsible for planning and development of space activities, as well as conducting aerospace and aeronautics research. It was established on December 17, 1962. It is a subordinate agency of the Bureau of Science and Technology, itself a subordinate agency of the Ministry of Information Technology.
The SAD was established as a government institution to develop and fulfill Zhouran's due international obligations. It assumes the following main responsibilities: signing governmental agreements in the space area on behalf of organizations, inter-governmental scientific and technical exchanges; and also being in charge of the enforcement of national space policies and managing the national space science, technology and industry.
There are four departments under the SAD:
- 1st Department: Planning
- 2nd Department: System Engineering
- 3rd Department: Science, Technology and Quality Control
- 4th Department: Foreign Affairs
The Central Council appoints an Administrator and two Vice-Administrators.
