A letter was sent to all Mercenary Organizations and to some nations and arms manufactures inviting them to a summit.
The letter reads
"To All My Fellow Soldier of Fortune and Arms Manufacturers,
You are cordially invited to a summit meeting. At the summit we can discuss key issues such as want to do if capture each other troops should we ever face each other. We can share and discuss tactics and strategies and share information and technologies. We can come together to network and learn from one another and to celebrate our chosen profession. You may bring at most 4 guards, however, my military will be providing security and will guarantee all attendees safety. The Arms Manufacturers are allowed to bring samples of their wears for exhibition. Other nations have been invited as Observers as well.

In Statesboro ,Capital city of the Rogue Nation Of Patrick O'Conner, a massive building the size of a major football stadium is lit up like a Christmas tree. The building is next to the harbor and it has a beautiful view of the capital's skyline that is across it and well as a view of the ships of the RN Navy The megabattleships Monster, Giant and Cerberus lie at anchor in the harbor. The three ships sit in the harbor tall and proud, each one radiating a sense of dominance, power and lethal purpose. The ships are lit internally and light spills from many of the portholes and hatches, and spotlights play over the massive hulls of ships and up along the enormous turrets housing the 32 inch rail guns of the main battery. Many other ships are present including four Goliath class megacarriers and two Lighting class battle cruiser which are also lit up and displayed prominently next to the megabattleships. Several Freedom class destroyers are also present and the new Pearl Harbor class stealth destroyers can also be seen. Even some of the brand new Wolf Class Heavy guided Missile Cruisers are present in the harbor and again the ships are lit up and displayed proudly. The roar of jets is heard occasionally as they soar overhead and the thump thump of helicopters is heard and they are seen as they buzz low overhead.
Back on shore a long red carpet is rolled out to the pristine park in front of the building were the representatives of the various mercenary organizations and arms manufactures to arrive. Lined up on either side are men of the RNPC military in their dress uniforms. The men are from the 1st Marine Assault Division/1st Regiment. The division is know as the Spartans and they are the most elite large unit fighters in the nation. The men stand rigidly at attention and there weapons ,SCARS, and uniforms are spotless. They are the pride of RNPC military. At the entrance to the building stands a heavily scarred man. He right at 6 feet tall and broad shouldered. The left side of his face heavily scarred and he has a black leather eye patch over his left eye. Inscribed on the eye patch is grinning skull wearing a old style battle helmet . He is dressed in a midnight blue jacket with red trim and blue pants with a red seam. On his head is a white peaked cap and white gloves on his heads. His chest is decorated with many ribbons and medals and around his waist is a white belt. The belt has loops in in that are holding rounds for the revolver which rests on his right hip in white leather holster which has no flap. The revolver would be recognized as a .44 magnum and has pearls grips and the weapons is rather ornately inscribed with gold scroll work but for all the decorations the weapon is still clearly functional and deadly. He stands confidently and at parade rest ready to greet the distinguished guests representing the various mercenary organizations and arms manufactures of the world.
